In view of the instructions issued from the Director of School Education TS, Hyderabad vide reference 1st cited, all the Mandal Educational Officers in the Mahabubabad District are hereby nominated as Nodal Officers to monitor the distribution work of NT Books within their jurisdiction and further directed to strictly follow the guidelines/plan of action for distribution of NT Books during 2017-18 as mentioned below.

1) The school wise indent registers of all primary schools upper primary schools and high schools should be maintained at Mandal level by the respective Mandal Educational Officers.

2) Mandal Educational Officers should instruct all the Headmasters of Mahabubabad to maintain true and correct class-wise and student wise particulars with Aadhar Number in the Distribution Register any deviation shall be viewed seriously. Any student without Aadhar Number shall be taken to permanent enrollment centers in the Mandal immediately and record the EID number after enrolment. No student shall be denied admission for not have Aadhar.

3) The Mandal Educational Officer, Mahabubabad who is the in-charge of NT Books and Mandal Educational Officers are instructed to submit a detailed schedule for movement of stocks from district to Mandal point and from Mandal point to school day wise and school wise to this office.

4) The Mandal Educational Officer is also instructed to intimate the Headmaster to be as in charge of NT Books storage points. Stock and issue register shall be maintained by the Headmasters and Mandal Educational Officers concerned jointly Both the officers will be held responsible for any irregularity is noticed and also necessary preventive measures shall be taken to avoid damage to NT Books due to pre-monsoon showers/hail storms.

5) The Mandal Educational Officer, Mahabubabad who is the in-charge of NT Books and Mandal Educational Officer should have free access and sufficient space for movement of vehicles for unloading and loading and also storage of books class-wise and title wise without hindrance for the worker’s movement.

6) The Mandal Educational Officer should instruct all the Headmasters to receive the NT Books for free distribution and affix school seal on each textbook before distribution and ensure that the Text Books are distributed in the presence of the class teachers and take the signature of the student in distribution Register duly attested by the Class Teacher.

The distribution of Text Books class-wise and title wise shall be reported to the MIS Coordinator for data entry online till distribution of Text Books. The concerned Nodal Officers should consolidate the lists and submit the same to the District Educational Officers from time to time.

7) The Mandal Educational Officer should prepare and submit information regarding the actual number of S.C, S.T, B.C, O.C, and P.H. boys and Girls and belonging to Minorities including Linguistic Minorities and the children of Madrasas. EGS, AIE centers supported by RVM (SSA) separately and class-wise to the Mentoring cell in the Director of School Education. The Practice of inflating the number shall be discontinued and any deviation will be viewed seriously.

8) The Mandal Educational Officer should instruct all the Headmasters to maintain stock registers containing title wise, class wise receipt of Text Books and affix school seal on each Text Book and issue of Text Books duly obtaining the Signature of the student and attested by Class Teacher.

9) The Mandal Educational Officer should maintain an account for the Text Books received, distributed and Ground balance duly entering the data online every day and furnish a hard copy to the District Educational Officer and to the Manager / Person in charge of Telangana Government Text Book Sales Office and failure to furnish the account will be viewed seriously. The old Nationalized Text Books for Classes I to X should be collected and used as Book bank and shall not be included in Ground Balance.

10) The ground balance available in Mandal Points/ District Point for the year 2016-17 shall be exhausted first and new stocks shall be distributed in the First in First out order.

11) The Mandal Educational Officer is informed that the schedule for Day – Wise lifting of NT Books from District point to Mandals under their jurisdiction will be furnished at an early date. Therefore, they are instructed to follow the above-said instructions and guidelines scrupulously without fail.

All the District Educational Officers and Managers /Person in charges of the Text Books Depots in the State are informed that Keeping in view the previous experiences detailed guidelines are given for transportation of National Text Books from Printing Press to District point and inturn to Manda! & School points. The distribution of National Text Books to the students shall be completed well in advance before the commencement of the new Academic Year for the year 2017-18.

In this connection, all the District Educational Officers are informed that they should finalize the process of calling tenders for transportation of National Text Books as per the existing rules and shall draw the schedule for transporting Text Books to Manda! points and then to schools points from l 01h February 2017 onwards and communicate the schedule to the Director, Telangana Government Text Book Press, Hyderabad and also to the Monitoring Cell in the Director of School Education office.

The Director, Telangana Government Text Book Press, Hyderabad shall prepare transportation schedule and Monitor Text Books dispatches and alert District Educational Officers I Managers/Person in charge of Text Books at districts through E-mail/SMS every Day.

Further, all the District Educational Officers in the State are informed that a link to the web site of “cdse.telangana.gov.in” is being created with regard to the status supply of Text Books indent/supply monitoring system synchronized with U-DISE Vis-a -Vis DEOs indent. The daily receipts and distribution at District Point I Mandal Point and School Point shall be made online without any deviation. The instructions issued shall be strictly followed.

GUIDELINES/PLAN OF ACTION FOR DISTRIBUTION OF NATIONALISED TEXTBOOKS DURING 2017-2018, Action plan & Guidelines for NT Books distribution

The following guidelines are communicated to all District Educational Officers for effective implementations of distribution of Nationalised Text Books (free of cost) from classes I to X all media of all students studying in Government/Local Bodies and Aided institutions as per G.O.Ms.No.92 Education (C&TBP)Dept., dated: 22-01-1997 and G.O. Rt. No. 339 Education (SE.C& TBP) Department, dated: 03-05-2006

As per the schedule of the program, and also to the children studying in Madrasas, EGS and AIE centers supported by RVM (SSA) as per G.O. Rt. No. 30 SE (SSA) Department., dated: 20-01-2009 communicated in this office Procs., Re.NO. 378/T2/2009, dated: 13-10-2009.The DEOs are personally held responsible for any diversion/misuse free Nationalized of Text Books in the districts

1. The requirement of Text Books:

a. The School wise indent registers of all Primary schools, Upper Primary Schools and High Schools shall be maintained at Mandal level by the respective Mandal Educational Officers. There are complaints from private Unaided Schools that while seeding Aadhar they come to know that their student’s names already seeded in ZP/Govt. Schools by HMs. All the RJDSEs/DEOasre once again check the data of schools and initiate stringent action against erring HMs

b. The Head Master of the school concerned shall maintain true & correct class-wise and student wise particulars with Aadhar number in the Distribution Register, any deviation shall be viewed seriously. Any student without Aadhar number shall be taken to Permanent Enrolment Centres in the Mandal immediately and record the EID number after enrollment. No student shall be denied admission for not having Aadhar.

c. The N.T. Books for free distribution are printed with different Colour (PINK) Cover from Sale Component Text Books (BLUE) for easy identification and to avoid diversion I misuse. Action plan & Guidelines for NT Books distribution

2. District Level Committee:

All the District Educational Officers should brief the District Collector and to constitute the District level Monitoring Committee chaired by JC and convene the meetings as frequently as possible to review the supply and Distribution of text Books and submit daily (e.mail) to the Director, Telangana, Government Text Book Press, Hyderabad and to the Monitoring Cell in the Director of School Education regarding issues pertaining to supply and distribution as per the orders issued in G.O.Ms.No. 92, Education (C& TBP) Department, dated: 22-04-1997, 339 Education, dated: 03-05-06 and G.O.Rt.No. 30 SE (SSA) Dept.. dated: 20-01-2009.

The District Level· Monitoring Committee shall be constituted as indicated below:-

3. District Tribal Welfare Officer – Member
4. District Social Welfare Officer – Member
5. District Minority Welfare Officer – Member
6. District BC Welfare Officer – Member

9. A representative of SC/ST Residential Schools – Member
10. A representative of Tribal Residential Schools – Member
11. A representative of Minority Welfare Residential Schools – Member
12. A representative of BC Welfare Residential Schools – Member

3. Lifting of text Books from District Sales Depots:

a) The Day-wise lifting of Nationalised Text Books from the Printing Press Point to the District Point shall be prepared by the Director, Telangana Government Text Book Press, Hyderabad and intimate the same to the District Collector, and District Educational Officers while extending one copy to the District Manager I Person in charge of Govt. Text Book Sales Offices.

The District Educational Officers concerned shall prepare a detailed schedule for movement of stocks from district to Manda/ point and from Manda/ point to Schools, day-wise and School-wise and shall furnish a copy to Director of School Education Monitoring Cell. A copy of the schedule so prepared has to be submitted . to the Director, Telangana Government Text Book Press, Hyderabad and monitoring at his end.

b) Godown facility shall be provided by the District Educational Officers at all Manda/ Headquarters either in the Manda/ Resource Centres or in schools, which should be a pucca building free from Rodents and termite and the Head Masters of schools shall be made in charge of storage points. Stock and issue registers shall be maintained by the Head Masters and Manda/ Educational Officers concerned jointly. Both the officers will be held responsible for any irregularity is noticed. Also, necessary preventive measures shall be taken to avoid damage to N.T. Books due to pre-monsoon showers I hail storms.

c) If necessary additional accommodation has to be identified by the District Educational Officers in all the District Headquarters for storage of Text Books, and see that there is no shortage of accommodation for storage of free N.T. Books.
d) The Godown identified by the District Educational Officer should have free access and sufficient space for movement of vehicles for unloading and loading and also storage of books class-wise and title-wise without hindrance for the workers movement.

4. Text Books to be distributed free of cost:

a) District Educational Officers, District officers of Social Welfare, BC Welfare, Tribal Welfare, Minority Welfare and Representatives of the Welfare Residential Schools should meet regularly and update the list class-wise, Title-wise. school wise and Manda/ wise requirement of Text Books per enrolment and supply on free of cost to the children studying in Government, Local bodies and Aided Private Schools from classes I to X irrespective of social status, and also to the Madrasas, EGS and AIE centers supported by RVM(SSA).

The Mandal Educational Officer (M.E.O.s) shall be nominated as Nodal Officer to monitor the distribution work within his jurisdiction. The concerned officers of the Welfare Department should also nominate one officer for distribution of Text Books to the students of respective managements & responsible for the supply of Text Books Mandal level.

5. Responsibility and online entry of the receipt of titles every day Distribution of Nationalised Text Books;

a) The Head Masters of all the schools should receive the N.T. Books for free distribution and affix School Seal on each textbook before distribution and ensure that the Text Books are distributed in the presence of the class teachers and take the signature of the student in Distribution Register duly attested by the Class Teacher.

The HM shall endorse on the Transfer Certificate (TC) if any student request for transfer from school subsequent to the distribution of Text Books and admitted into the Government management. If the students opting for admission in unaided private schools, the cost of textbooks shall be recovered. The distribution of Text Books class-wise and title wise shall be reported to the MIS Coordinator for data entry online till distribution of Text Books. The Inspecting officers should consolidate the lists and submit the same to the DistrictEducational Officers by 15.03.2017.

b) The DistrictEducational Officer should issue suitable instructions to the Mandal Educational Officers to prepare and submit information regarding the actual number of S.C, S.T, B.C, O.C, and P.H boys and Girls and belonging to Minoritiesincluding LinguisticMinoritiesand the children of Madrasas, EGS, AIE centers supported by RVM (SSA) separately and class-wise to the Monitoring Cell in the Director of School Education. The Practice of inflating the number shall be discontinued and any deviation will be viewed seriously.

6.Maintenance of Stock and Issue Register:

a) The Head Masters of the school should maintain stock registers containing title wise, class wise receipt of Text Books and affix school seal on each Text Book and issue of Text Books duly obtaining the Signature of the student and attested by Class Teacher.

b) The MEOs shall account for the Text Books received, distributed and Ground balance duly entering the data online every day and furnish a hard copy to the District Educational Officer and to the Manager I Person in charge of Telangana Government Text Book Sales Office and failure to furnish the account will be viewed seriously. The old Nationalised Text Books for classes I to X should be collected and used as Book bank and shall not be included in Ground Balance.

c) The Person in charge of the Telangana Government Text Book Sales Offices should c. consolidate and send the hard copies of the Ground balance of the Text Books ( both Manda! level and District level) to the Director, Telangana, Government Text Book Press, Hyderabad, and to the Monitoring Cell in the Director of School Education by 31st March 2017 to finalize the printing program for the Academic year 2017-2018.

7) Tenders for transportation of Nationalised Text Books should be finalized by 15th February 2017 by the District Level Monitoring Committee for the lifting of Text Books from District Headquarters to Manda! Headquarters and inturn school points. The movement of stocks shall be entered online and monitored on a daily basis. The District Educational Officers shall monitor closely and any delay in transport shall be informed to the Director of School Education, Telangana, Hyderabad through SMS/e.mail.

8) If there is any problem in the distribution of Text Books, the same should be brought to the notice of the District Collector immediately besides informing to the· Monitoring Cell in the Director of School Education, Telangana, Hyderabad. Action plan & Guidelines for NT Books distribution.

9) The Regional Joint Director of School Education shall visit the districts of their jurisdiction during February & March and see that the instructions issued on the distribution of Text Books are scrupulously followed. They should submit daily reports to the Director of School Education, Telangana, Hyderabad. through e-mail (tgdse@yahoo.com/ tg.cdse@gmail.com)

10) The additional requirement of Nationalised Text Books for the year 2017-18 shall not be entertained and District Educational Officers will be held responsible for the shortage I excess in the requirement of Nationalised Text Books. The ground balance reported by the District Educational Officers available in Mandal Points I District Point for the year 2016-17 shall be exhausted first and new stocks shall be distributed in the First in First out order.

11. Sale component of Text Books:
All the District Educational Officers will be given the list of book shops and they should finalize the sale points and deployment of various titles and quantity for the book shops for sale for the academic year 2017- 18. The District Educational Officers should furnish the verification report to the Director, Telangana Government Text Book Press, and the Monitoring Cell in the 0/o. Director of School Education so as to enable him to make the required books available at the identified points in time.

Therefore, they are instructed to follow the above-said instructions and guidelines scrupulously without fail.
