ORDER: In the G.O. 1st read above orders were issued provisionally identifying ‘Andhra University’ as State Agency for conducting ‘State Level Eligibility Test’ (SLET) for recruitment and promotions of Lecturers / Assistant Professors in Universities and Degree Colleges from the year 2015 onwards, as per the University Grants Commission Regulations, 2009.
The Vice Chancellor, Andhra University, Visakhapatnam was requested to furnish proposals for constitution of Steering Committee, Moderation Committee and to furnish proposals for getting accreditation from UGC for conducting State Level Eligibility Test for residuary State of Andhra Pradesh in consultation with A.P.State Council of Higher Education.
2. In the letter 2nd read above, the Secretary, A.P.State Council of Higher Education, Hyderabad has informed that the UGC guidelines(revised) has stipulated the following composition for Steering Committee and Moderation Committee:-
Steering Committee:
i) Chairman ( to be appointed by the Government);
ii) Two Vice-Chancellors of the concerned State Universities in rotation (to be appointed by the State Agency i.e. Andhra University);
iii) Two academicians not below the rank of Professors (one from Science group and one from Arts Group) (to be appointed by the State Agency i.e. Andhra University);
iv) State Government’s representative (to be appointed by the Government);
v) Member Secretary of U-CAT (UGC Official) ( to be appointed by the UGC) (U-CAT means UGC Committee on Accreditation of Test) ;
vi) Member Secretary (of the designated agency) (to be appointed by the State Government)
(He / She should not be below the rank of Registrar / Controller of Exams / Professor. In case of a Government agency, the Member Secretary should be not below the rank of Deputy Secretary.)
Moderation Committee:
i) Chairman (Chairman of the Steering Committee);
ii) State Government’s representative (to be appointed by the StateGovernment);
iii) Two Professors of the different State Universities in rotation (to be appointed by the State Agency i.e. Andhra University);
iv) One Professor from outside the State (to be appointed by the State Agency i.e. Andhra University);
v) One nominee of the U-CAT out of two nominated by the UGC (to be nominated by the UGC);
vi) Member Secretary (UGC Official) U-CAT, UGC;
vii) Member Secretary (State agency) (to be appointed by the State Government);
(He / She should not be below the rank of Registrar / Controller of Exams / Professor. In case of a Government agency, the Member Secretary should be not below the rank of Deputy Secretary.)
3. The Secretary, A.P.State Council of Higher Education, Hyderabad has further stated that the State Agency i.e. Andhra University is the authority to constitute the two Committees i.e. (i) Steering Committee and (ii) Moderation Committee with other Members and the Members appointed by the Government.
4. The A.P.State Council of Higher Education, Hyderabad has submitted is recommendation for appointment the Chairman and Member Secretary against each category by the Government.
5. After careful examination of the matter, the Government hereby appoint the Chairman, Member Secretary and one representative of the State Government to the Steering Committee and Moderation Committee as detailed below:
i) The Vice Chancellor, Andhra University, Visakhapatnam as Chairman of the Steering Committee and Moderation Committee;
ii) Prof. K. Srinivasa Rao, Professor of Statistics, Department of Statistics, Andhra University, Visakhapatnam as Member Secretary of the Steering Committee and Moderation Committee;
iii) The Commissioner of Collegiate Education, A.P., Hyderabad as State Government’s representative of the Steering Committee and Moderation Committee;
6. The Vice-Chancellor, Andhra University, Visakhapatnam shall take further action to constitute the Steering Committee and Moderation Committee with other Members accordingly.
7. Further, the Advocate General, Andhra Pradesh, in his letter dt.19-11-2015, has informed that the PIL No.153 of 2015 came up for hearing before the Division Bench of High Court on 18-11-2015.
The learned Judges after hearing the matter passed orders that on the next date of hearing, he will make a statement as to within how much time the SLET examination will be conducted for the benefit of all the contract teachers. Accordingly, in PIL No.153 of 2015, the Government have filed affidavit before Hon’ble High Court stating that the State of Andhra Pradesh could conduct Sate Level Eligibility Test(SLET) Examination in the month of April, 2016.
8. Therefore, the Secretary, A.P.State Council of Higher Education, Hyderabad and the Vice-Chancellor, Andhra University, Visakhapatnam shall take further action to get accreditation from UGC for conducting State Level Eligibility Test for residuary State of Andhra Pradesh in the month of April, 2016.AP SET Info: APSET 2023
