In this Order The Secretary, APSWREIS, Hyderabad has requested the Government to approve the Bye-Laws for both the societies and accord permission for the registration of the new societies viz.,
Andhra Pradesh Social Welfare Residential Educational Institutions Society and the Telangana Social Welfare Residential Educational Institutions Society under Societies Registration Act, 2001.

(1) Govt.Memo No.10411/SR/A1/2014, GA (SR) Dept.,dt: 14.5.2014 of the Chief Secretary to Govt., Govt. of AP., Hyderabad.
(2) Minutes of the 59th Board of Governors meeting of APSWREIS held on 28-05-2014.
(3) Lr.Rc.No.G1/P/0105/2014, dt.28.05.2014 from the Secretary, APSWREIS, Hyderabad.
ORDER:-
The Government of India have enacted the AP Reorganization Act, 2014 on 01-03-2014. As per Article 3 of Act, on the appointed date:02-06-2014, there shall be formed a new state to be known as State of Telangana consisting of (10) districts, as notified and the residual Andhra Pradesh State shall consist of the remaining of (13) districts.
Section 75 of the AP Reorganization Act, 2014 provides for the continuation of the facilities provided by certain Government institutions / centers listed in the Xth Schedule of the Act and the Andhra Pradesh Social Welfare Residential Educational Institutions Society is listed at Sl.No.42 of the said Schedule.
Vide Memo.No.No.10411/SR/A1/2014, General Administration (SR) Dept., dated 14.5.2014, it has been informed that the Apex Committee for State Reorganization Committee, in its meeting held on 03-05-2014, have examined in detail the issues relating to the Services/ facilities rendered by the institutions listed in the Xth Schedule and specific instructions were issued with regard to the action to be taken for the bifurcation / new establishment of the institutions on and from the appointed day.
The Secretaries of the Administrative Department and the CEOs of the institutions / Organizations were instructed to take immediate measures in accordance with statutory requirements stipulated in the AP Reorganization Act, 2014 and the provisions of the Co-operation Act and the Societies Act for the bifurcation of the entities.
Annexure-I to the Memo.No.10411/SR/A1/2014, GA (SR) Dept., dt: 14.5.2014 mentioned above stipulates the action to be taken with regard to AP Social Welfare Residential Educational Institutions Society.
In the reference 3rd read above, the Secretary, A.P. Social Welfare Residential Educational Institutions Society, Hyderabad has informed that in pursuance of the above instructions the 59th Board of Governors meeting held on 28-05-2014, has made the following resolutions and has requested for the approval the same:
1.It is hereby resolved to divide the existing APSWREI Society into 2 Societies i.e., Andhra Pradesh Social Welfare Residential Educational Institutions Society for Residuary Andhra Pradesh State and Telangana Social Welfare Residential Educational Institutions Society for Telangana State.
2.It is further resolved that the area of operation for Residuary Andhra Pradesh State is [13] districts of Seemandhra region and for Telangana State is [10] districts of the existing Telangana region.
The Assets and Liabilities and posts and personnel in 13 districts of Seemandhra Region will devolve to the newly formed APSWREI Society and the Assets and Liabilities and posts and personnel in 10 districts of Telangana Region will devolve to the newly formed TSWREI Society.
3.The Assets, Liabilities and posts of the Head Office of present APSWREI Society shall be divided into two societies on the basis of population ratio.
4.It is further resolved to authorize the Secretary, APSWREIS to prepare Bye-laws for both the Societies and to take necessary steps for the division of Society into new Societies [AP residuary State and Telangana State) on the above with the approval of Secretary to Govt., SWD / Vice-Chairman APSWREIS and consequently registration of the new Societies as per the existing procedure.
The Secretary, APSWREIS, Hyderabad has requested the Government to approve the Bye-Laws for both the societies and accord permission for the registration of the new societies viz., Andhra Pradesh Social Welfare Residential Educational Institutions Society and the Telangana Social Welfare Residential Educational Institutions Society under Societies Registration Act, 2001.
Government after careful examination, hereby approves the Special Resolution passed in the 59th Board of Governors meeting, held on 28-05-2014, in the Chambers of Advisor to Hon’ble Governor of Andhra Pradesh.
The Secretary, A.P. Social Welfare Residential Educational Institutions Society, Hyderabad is requested to take further necessary action accordingly.
