Guidelines for Opening of TS KGBVs & URSs, Teaching and Non-teaching staff Recruitment in New KGBVs, Urban Residential Schools. Engage the services of Teaching and Non-teaching staff. Guidelines for the opening of 84 new KGBVs and 29 Urban Residential Schools during 2017-18. Establishment of 84 new KGBVs in Educationally Backward Mandals and Establishment of 29 new Urban Residential Schools for Urban Deprived Children.

KGBVs are to be established for the academic year 2017-18 to provide education to the targeted children in English Medium to achieve the goals of the SSA and Education Department and the Urban Residential Schools in Telugu Medium. In this context, I request you to take the following initiatives immediately. TS KGBV English Medium Schools

The attention of all the District Collectors in the State except Hyderabad District is invited to the subject cited and informed that the Project Approval Board (PAE) has approved the following two important activities in the SSA AWP & B 2017-18 to Telangana State.

i) Establishment of 84 new KGBVs in Educationally Backward Mandals as per Annexure-I.
ii) Establishment of 29 new Urban Residential Schools for Urban Deprived Children as per Annexure-lI.

These KGBVs are to be established for the academic year 2017-18 to provide education to the targeted children in English Medium to achieve the goals of the SSA and Education Department and the Urban Residential Schools in Telugu Medium. In this context, I request you to take the following initiatives immediately.

I. Establishment of new KGBVs:
i) Identification of building to accommodate 80 girls with the residential facility.
ii) A minimum infrastructure of 3 Classrooms, 1 Staff Room-cum-Office Room, 2 Dormitories (to accommodate 40 each), 1 Dining Hall, 1 Kitchen,
iii) 8 Toilets-cum-Bath Rooms with running water arrangement or sufficient water facility.

iv) Electricity and Drinking Water facility.
v) The building to be identified within the Mandal Headquarters or near to the Mandal Headquarters with road access.
vi) Compound Wall facility is mandatory.
vii) An amount of Rs.22,000/- (max) per month is permitted for each KGBV to utilize for payment of Rent, Electricity and Water charges.

viii) A Committee may be formed with the following officials to expedite the above process to start the admission process before 5th June 2017.
o District Educational Officer- Chairman
o Sectoral Officer of SSA – Member
o EE/Dy.Executive Engineer (SSA)-Member
o GHM/Principal, Model School-Member
o Special Officer, KGBV concerned-Member
o MEO concerned-Convenor

Recruitment of Staff:
i) The recruitment process may be taken up to engage the services of teaching and non-teaching staff on contract basis as per Staff Pattern mentioned below:

Monthly Honorarium per person
1 Special Officer 01 Rs.20,000/-
2 Contract Residential Teachers 06 Rs.15,000/-
3 Accountant 01 Rs.10,000/-
4 PET 01 Rs.10,000/-
5 Vocational Teachers 02 Rs.5,000/-
6 Head Cook 01 Rs.6,000/-
7 Assistant Cook 01 Rs.4,500/-
8 Watch Women (24 Hrs round the clock) 02 Rs.7,500/
9 Attender 01 Rs.7,500/-
10 Scavenger 01 Rs.5,000/-

ii) The prescribed qualification for the post at Sl.No. l is as indicated in the Annexure.
iii) The prescribed qualification for the post at Sl.No.2 is as indicated in the Annexure.
iv) In respect of Posts from Sl.No.3 to 9, the qualification criteria may be adopted on par with other existing KGBVs.

v) Recruitment is to be taken up by the District Collectors as per the previous procedures duly following Rule of Reservation.
vi) The required Kitchen Utensils and other School Furniture is enclosed herewith for purchase through the District Purchase Committees headed by the Joint Collectors.

vii) Towards procurement of items at (xiv), An amount of Rs.2.50 Lakhs for each KGBV is earmarked and this amount will be transferred to the concerned District Educational Officers & EO-DPOs of SSA accounts.
viii) Issue of instructions to the District Supply Officer for the issue of essential commodities on par with other KGBVs and Welfare Schools.

II. Establishment of Urban Residential Schools:

i) Identification of building to accommodate 120 children with the residential facility.
ii) The age group is between 6 to 14 years, who are Out of School, Urban Deprived such as Street Children, Orphans, Dropouts, etc.

iii) A minimum infrastructure of 4 Classrooms, 1 Staff Room-cum-Office Room, 3 Dormitories (to accommodate 40 each), 1 Dining Hall, 1 Kitchen,
iv) 8 Toilets-cum-Bath Rooms with running water arrangement or sufficient water facility.
v) Electricity and Drinking Water facility.

vi) The building to be identified within the District Headquarters only.
vii) Compound Wall facility is mandatory.
viii) An amount of Rs.30,000/- (max) per month is permitted for each Urban Residential School to utilize for payment of Rent, Electricity and Water charges.

ix) To expedite the above process to start the admission process before S1h June 2017.
x) The same Committee as mentioned at Para No.I(viii) will finalize these admissions.

Recruitment of Staff:
i) The recruitment process may be taken up to engage the services of teaching and non-teaching staff on contract basis as per Staff Pattern mentioned below:

ii) In respect of posts at Sl.No. l & 2, the posts are to be filled by the selection process of conducting Tests, followed by a demonstration from the existing Cluster Resource Persons and District Level Monitoring Teams.
iii) In respect of Posts from Sl.No.3 to 8, the qualification criteria may be adopted on par with other existing KGBVs.

iv) The District Collectors will finalize this recruitment by following the criteria of selection.
v) The required Kitchen Utensils and other School Furniture is enclosed herewith for purchase through the District Purchase Committees headed by the Joint Collectors.

vi) Towards procurement of items at (iv), an amount of Rs.2.50 Lakhs for each Urban Residential School is earmarked and this amount will be transferred to the concerned District Educational Officers & EO-DPOs of SSA accounts.
vii) Issue of instructions to the District Supply Officer for the issue of essential commodities on par with other KGBVs and Welfare Schools.

Identification of Land for Construction of buildings:
Minimum of 2 Acrs of Government Land to be identified in the Manda! Headquarters to take up construction of building to each KGBV and Urban Residential School.

Therefore, the District Collectors are requested to pay their personal attention to the above two important interventions and instruct the concerned field staff to start the KGBVs/Urban Residential Schools on the day of the reopening of Schools for the Academic Year 2017-18.
