The attention of the all the District Educational Officers in the State is invited to the references read above and they are informed that the proposals for Inter State Transfer of the following Teachers/employees shown in Annexure-I & II are herewith returned to the concerned DEOs with an instruction to RESUBMIT the said proposals to this office along with any other proposals if any pending at District level in TRIPLICATE
(i.e 3 sets) duly complying with the undermentioned instructions issued by the Government in Memo. 7th read above immediately within a couple of days i.e on or before 15.12.2017, for onward submission to the Government for taking further necessary action in the matter.
a. The Annexure (Checklist) of the proposals has to be filled in with complete data from Sl.No. 1 to 9 and 16 to 19 and the reaming i.e., Sl.No. 10 to 15 with blank, duly signed by the District Educational Officer concerned.
b. Scrutinize the proposals at their level duly following the Guidelines issued by the General Administration Department, vide G.A. (SPF & MC) Dept.. Govt. of AP & Govt. of Telangana, Cir. Memo. No. 9940/SPF & MC/2015, Dated:07.08.2017.
The Proposals on spouse grounds i.e., local candidate of Andhra Pradesh or Telangana working in Telangana and wanting a transfer to Andhra Pradesh on spouse grounds can be proposed. Proposals that do not fulfill the conditions of the G.A. (SPF & MC) Dept., Govt. of AP & Govt. of Telangana, Cir. Memo. No.9940/SPF & MC/2015, Dated:07.08.2017 need not be furnish.
Further, all the District Educational Officers in the State are instructed to depute one Special Messenger to this office on 13-12-2017 to receive the proposals of the concerned district and resubmit the same in this office through Special Messenger on or before 15-12-2017 without fail, duly complying with the above said instructions of the Government.
This has got the approval of the Commissioner and Director of School Education, Telangana, Hyderabad.
This reference should be treated as the MOST URGENT.

While enclosing herewith a copy of the Govt. Memo along with its
enclosures received through reference read above, all the District Educational Officers / RJDSEs in the State are requested to give wide publicity among the Teachers/Gazetted HMs/MEOs/Dy.E.Os/
Ads/other any employees working under School Education Department and submit proposals of employees who are seeking Inter-State Transfers as per the guidelines mentioned in the Government Circular Memo cited, along with all enclosures as called for by Government within the stipulated time
as mentioned below for taking further necessary action in the matter.
1. For applying by teachers/HM’s Gr.II concerned on or before: 07.09.2017.
2. For submission of proposals by the District Educational Officers to the 0/o Commissioner of School Education in the full shape along with a consolidated statement duly understand by the District Educational Officer’s concerned on or before 12.09.2017. This reference should be treated as Most Urgent.
While communicating a copy of the reference read above to all District Educational Officers in the State and they are requested to submit the information as called for by the Government immediately for examining and to take for further necessary action in the matter.
Guidelines for Interstate Employees Transfers 2017 in AP, Telangana:
Memo.9940: Guidelines for Interstate Transfer of Govt.Employees between the state of Andhra Pradesh and the State of Telangana

Subject: General Administration (SPF&MC)Dept -Interstate Transfer of Govt.Employees between the state of Andhra Pradesh and the State of Telangana Guidelines Issued.
Andhrapradesh and Telangana Governments have issued guidelines for Inter State Transfers for State Govt Employees in respect of the following categories.
A. Interstate transfer of spouses
B. Mutual transfer of local cadre employees (i.e Local District, Zonal and Multi Zonal cadre employees)
C. Mutual transfer of all state cadre employees where the final allocation has been notified by the central govt.
Employees seeking Inter-State Transfers transfer should apply within one month from the date of issue of these guidelines. The Administrative Dept concerned shall process all the applications and issue orders as per the prescribed procedure is preferably within two months from the date of issue of these guidelines.

1) A.P. Re-organisation Act (Central Act No:6) of 2014,
2) Lr.No.8475/SR/A1/2015-2, dated: 08.07.2015, from the G.A.(SR) Dept, Government of Andhra Pradesh.;
3) Representation of the Association of the Telangana Native Employees working in Seemandhra, dated:14-09-2015.
As per Section 77 (2) of the A.P.Re-organisation Act, 2014, as far as local, district, zonal and multi-zonal cadres are concerned, the employees shalt continue to serve, on or aver the appointed day, in that cadre which fall entirely in one of the successor States, shall be deemed to be allotted to that successor State.
As such, all the employees of the local, district, zonal and multi-zonal cadres that fall in the State of Telangana shall stand allotted to the State of Telangana and likewise, all those falling within the successor State of Andhra Pradesh shall stand allotted to the State of Andhra Pradesh on or after the 2nd day of June 2014.
2. Now, certain employees whose spouses are working in local cadres in different States are requesting for inter-State transfer on spouse grounds. The Advisory Committee for bifurcation of posts and personnel between both the State of Andhra Pradesh and Telangana, in its meeting held on 26-02-2015,
Has noted that in so far as spouses who are working in local cadres in different States, is concerned, the Committee has no jurisdiction and therefore resolved that the Government of Telangana and the Government of Andhra Pradesh will have to evolve a policy in this regard. As such, a policy decision has to be evolved to consider the inter-State transfer of employees on spouse grounds.
All the Departments of Secretariat are therefore requested to inform the number of cases received/pending regarding inter-State transfer on spouse grounds along with their name/designation and local status including the details of their spouses (name/designation & local status), at the earliest, to examine the issue further.
