TS Kalyana Lakshmi Pathakam Scheme for BC Unmarried girls, TS Urged to Grant Aid to Unmarried BC/OBC Girls, Kalyana Lakshmi -TRS Govt. plans for application of a scheme to BC’s/ BCs May Be Included In Kalyana Lakshmi Scheme.

Kalyana Lakshmi: A one-time financial assistance of Rs.51,000 will be provided to the bride’s family at the time of marriage to meet the marriage related expenses. A Telangana resident girl, over 18 years of age, belonging to SC or ST communities with a combined annual income of her parents not exceeding Rs.2 lakh is eligible for the Scheme.

The Scheme started on 2 October 2014. Under the Scheme, one-time financial assistance of Rs.51,000/- shall be granted to every SC/ST Girl before the marriage provided an application is submitted at least one month in advance from the date of marriage. Kalyana Lakshmi and Shadi Mubarak schemes are being implemented to support the parents of poor girls.

Deputy Chief Minister Kadiyam Srihari assured the Telangana Legislative Assembly that the State Government would consider extending the benefits of ‘Kalyana Laxmi’ to Backward Classes and the Deputy CM informed that so far Rs. 337 crore has been released for ‘Kalyana Laxmi’ and ‘Shaadi Mubarak’ schemes. Furnishing the details, he said so far 41,123 people benefitted from Kalyana Laxmi Pathakam.

They include 26,840 from Scheduled Castes and 14,283 from Scheduled Tribes. As many as 20,495 people benefitted from the Shaadi Mubarak scheme.  So, the Telangana Government extended the Kalyana Lakshmi scheme to girls belonging to the Backward Classes. Kalyana Lakshmi to the BCs to provide financial assistance of Rs 51,000 to BC girls too at the time of their marriage.

The government of Telangana envisions the overall development of the Backward classes and in particular the unmarried Girls belonging to the Socially and Educationally Backward Classes communities who are the disadvantaged section of the society.

In pursuance of this vision, the Government of Telangana proposes to introduce the scheme of Kalyana Lakshmi Pathakam to all the Socially and Educationally Backward Classes / Economically Backward Classes unmarried girls on their marriage with a view to alleviating financial distress in the family.

Under the scheme, one-time financial assistance of Rs.51,000/-(Rupees Fifty One Thousand only) at the time of marriage shall be granted to every SCBC / EBC girl with effect from April, 1st 2016 subject to the following guidelines given as under:

ORDER:
Government have introduced the “Kalyana Lakshmi Pathakam”/ “Shaadi Mubaarak Scheme”, wherein one-time financial assistance of Rs.51,000/- is given to every bride of all Scheduled Castes, Scheduled Tribes, Minorities, Backward Classes and Economically Backward Classes on their marriage, subject to the conditions specified in the Government orders issued from time to time.  

2. In the reference 1st to 3rd read above, orders have been issued for enhancing the financial assistance from Rs.51,000/- to Rs.75,116/- under the scheme ‘Kalyana Lakshmi Pathakam’ and ‘Shaadi Mubaarak’ w.e.f.01.04.2017 to all the Scheduled Castes, Scheduled Tribes, Minorities, Backward Classes, and Economically Backward Classes unmarried girl.   

3. In the reference 4th read above, Government has nominated the BC Welfare Department, Telangana as Nodal Department for monitoring of “Kalyana Lakshmi Pathakam / Shaadi Mubaarak Scheme” being implemented by Scheduled Castes Development Department / Tribal Welfare Department/Minorities Welfare Department / Backward Classes Welfare Department.   

4. Government have further reviewed the Scheme and after careful examination of the matter in detail, hereby enhance the financial assistance from Rs.75,116/- to Rs.1,00,116/- under the scheme “Kalyana Lakshmi Pathakam / Shaadi Mubaarak Scheme” w.e.f.01.04.2018 to all the Scheduled Castes, Scheduled Tribes, Minorities, Backward Classes, and Economically Backward Classes unmarried girl.   

5. The Chief Commissioner of Land Administration/Commissioner of Backward Classes Welfare Department/Scheduled Castes Development/ Tribal Welfare/Minorities Welfare, Telangana, Hyderabad shall take immediate necessary action accordingly. P.T.O.

ORDER: In the G.Os. 1st to 5th read above, orders were issued introducing the scheme of “Kalyana Lakshmi Pathakam” to all BCs and EBCs unmarried girls on their marriage with a view to alleviating financial distress in the family. Under the Scheme, one-time financial assistance of Rs.51,000/- at the time of marriage shall be granted to every BC and EBC girl with effect from 01.04.2016, subject to the conditions specified therein.

Orders were also issued therein specifying certain guidelines while sanctioning of the said amount to the BC and EBC unmarried girls/beneficiaries.

2. In the reference 5th read above, orders have been issued for enhancing the financial assistance from Rs.51,000/- to 75,116/- under the scheme ‘Kalyana Lakshmi Pathakam’ and ‘Shadi Mubarak’ w.e.f. 01.04.2017 to all the SCs and STs unmarried girls.

3. Government, after careful examination of the matter in detail, hereby decide to enhance the financial assistance from Rs.51,000/- to 75,116/- under the scheme ‘Kalyana Lakshmi pathakam w.e.f.01.04.2017 to all the BCs and EBCs.

4. The Commissioner, Backward Classes Welfare Department, Telangana, Hyderabad shall take necessary immediate action accordingly.  5. This orders issues with the concurrence of the Principal Finance Secretary, vide No.1170/PFS/2017, dated.15.05.2017.

Eligibility Criteria:
(a) The unmarried Girl shall belong to BC / EBC communities.
(b) The unmarried Girl shall be a resident of Telangana State.
(c) The unmarried Girl should have completed 18 years of age at the time of Marriage.
(d) The combined income of Parents of BC/ EBC girl shall not exceed Rs.2,00,000/- per annum.
(e) The Wedding of the BC / EBC girl shall be on or after April, 1st 2016.

Procedure for application and processing:
a) The applicant shall apply online for the Telangana “Kalyana Lakshmi Pathakam” by accessing the website at the following site: http://epasswebsite.cgg.gov.in through any MEESEVA Center or may submit their application directly at the Tahsildar Office.

The following documents/certificates shall be submitted:
i) Date of birth – Issued by the competent authority.
ii) Caste Certificate – issued by the Competent authority.
iii) Income Certificate (the certificate shall be the latest and shall not be older than six months from the date of marriage).
iv) Aadhaar card of the bride and bridegroom to be scanned and uploaded as mandatory in the scheme
v) A scanned copy of the first page of the Bank Pass Book
(Saving Account) containing the photo of the bride and the account details in the name of the bride and wherever Jan-Dhan Yojana bank account is available, SCCD norms will be observed.
vi) Wedding card (if available).
vii) Letter/Certificate by the Stamps and Registration Department / Gram Panchayat / Church / Mosque / any other authority/institution which has performed the marriage shall be submitted.

The Kalyana Lakshmi Pathakam cannot be combined with any other scheme such as the incentive award for inter-caste marriage. The Kalyana Lakshmi Pathakam is only a one-time financial assistance and can be availed only once in the lifetime of the bride.

The Deputy Director / District BC Welfare Officer of the BC Welfare Department of the concerned District shall process the application and after due verification of the documents along with Revenue staff and by the field staff, (ABCWOs and HWOs) shall sanction the amount payable in the bank account of the Bride as furnished.

The Commissioner, Backward Classes Welfare Department and I & PR Department shall ensure wide publicity of the scheme.

The expenditure is debitable to the following head of account:
“2225- Welfare of Scheduled Castes, Scheduled Tribes, and Other Backward Classes

800-other expenditure
11-Normal State Plan
05- (Kalyana Lakshmi)
310-Grants in Aid
312-Other Grants in Aid”

The Minority Communities (listed in the Annexure to the GO) included in the List of Socially and Educationally Backward Classes of State of Telangana in G.O.Msd.No.4, BCW (OP) Department, Dt.30.01.2016 will be continued to be covered under “Shaadi Mubaarak Scheme” of Minority Welfare Department” and do not come under “Kalyana Lakshmi Pathakam” of BC Welfare Department.

Marriage Registration Certificate is mandatory to avoid bogus claims as per the Registration of Marriages under the Marriage Registration Act. ABCWOs / HWOs are to be involved in the process of verification along with Revenue authority. The Commissioner, Backward Classes Welfare Department shall take necessary action accordingly. This order issues with the concurrence of Principal Finance Secretary, vide U.O.No.691/PFS/2016, Dated.19.04.2016.

He said that Chief Minister K Chandrashekar Rao had understood the financial crises being faced by SC and ST parents in performing the marriages of their girls, and to alleviate the financial distress in such families, had decided to sanction one-time financial assistance of Rs 51,000 at the time of their marriages.
