All the RJDSEs, District Educational Officers and Special Officers of KGBVs are hereby informed that vide reference 1, 2, 3 cited, orders have been issued to all the DEOs and copy to Special Officers of KGBVs and District Collectors for the Implementation of Learning Enhancement Programme in all KGBVs with certain guidelines duly enclosing day wise programme.

Vide reference 4 cited, instructions have been issued to all the District Educational Officers to conduct the LEP programme in the KGBVs from 6th to 23rd April 2017 along with further instructions and guidelines for effective conduct of the LEP programme.

In this regard, the following are the further instructions for the effective implementation of the programme in the KGBVs.

District LEP Monitoring Committee and KGBV LEP organizing Committees be constituted to plan and effective implementation of the LEP program.me.
District LEP Monitoring Committee:

The District Level Committee shall be constituted with District Educational Officer, Nodal Officer, Sectoral Officers of SSA, one NGO, one mathematics teacher, language teacher and one PET, one member from Vandematharam Foundation and the Collector or Joint Collector shall be the Chairperson and District Educational Officer shall be the Convenor of the District LEP Monitoring Committee.

The Chairperson will review the programme implementation from time to time and ensure to provide basic facilities and conduct of the LEP programme effectively. District Educational Officer shall be the responsible for the implementation of the programme in the district.

KGBV LEP Organizing Committee: 

This Committee shall be constituted to provide basic amenities and facilities for conduct of LEP programme effectively. The Committee Members are Mandal Educational Officer, Special Officer of KGBV, PHC Doctor, one NGO representative, one active Head Master of High School. The Committee should plan and arrange for the basic amenities such as

1. Drinking-Water,
2.Cool Pots,
3.Utensils for Cooking 300 students,
4.Dormitories,
5. Carpets,
6.Electricity,
7.Fans,
8. Lights,
9.Mike System,
10.Ground for Games, Sports & Cultural Activities,
11.Material Procurement for Cultural activities (Dappulu & Kolatam), 12.Collection of story Books from nearby schools and Adult Education centers,
13. Chalava Pandiri for shade in KGBV,
14. Decorating Premises,
15. Motivating & Inspiring words,
16. Photos of Great Personalities etc.

The KGBV organizing committee shall conduct a meeting on 5th or 6th of April 2017 and shall have a review of arrangements, the strength of the camp shall be decided by the Organizing Committee based on the available facilities.

The Mandal Educational Officer shall be responsible for constituting KGBV Organizing Committee and shall report the minutes of the meeting to the District Educational Officer on the same day.

Following are the certain important tasks to be performed by the KGBV Organizing Committee with the support from District Educational Officer and Ex-Officio, PO of SSA.

GI Arrangement of (Chalava Pandiri) in KGBVs. The open place between the classrooms must be shaded with Chalava Pandiri with available local material. The entire area must be covered. This must be completed before 6th April 2017. Most of the general activities i.e., the conduct of tests, reading newspapers/ children literature, lecture cum discussions on social issues by the experts etc., will be conducted under the shaded (Pandiri).

Story Books / Children Literature: Adequate number of storybooks must be provided to KGBVs from nearby Primary I Upper Primary Schools, Adult Education Centers. The Mandal Educational Officer with the help of CRPs shall get the books from these schools I centers with acknowledgement and return the books to the schools after completion of the camp. CRP will be made responsible for this activity.

Camp Strength: The existing children of the KGBVs shall be covered in addition to girl children from other KGBVs (wherein no camp is organized) and the total strength shall not be exceeded more than 300 students. In this case, depending upon facilities and willingness of Girls/ Parents from ZP/Government schools girl students may be accommodated in the camp but not exceeding 300 students in the camp.

Children from KGBVs where the camp is not being conducted:
These children must be sent to nearby KGBVs where LEP programme is being conducted. Children shall be accompanied by the nearby KGBV teachers and support the activities.

The Nodal Officer and Sectoral Officers are responsible for monitoring for the effective conduct of LEP Programme by way of visiting KGBVs every days and shall spend at least half day in the KGBV and shall mail the report to District Educational Officer on the same day. The District Educational Officer also shall visit the KGBVs and observe the programme.

The State Level Resource Persons shall visit the KGBVs and observe the conduct of LEP i.e., Maths activities, language activities, Physical education, Games, Art & Craft and overall facilities provided in the camp, conduct of Baseline, End line, Progress thereon.

Technical support from Vandematharam Foundation: Volunteers from Vandematharam Foundation shall personally monitor the activities in the KGBVs and support the programme and also furnish a report to the C&DSE on the effective conduct of LEP with a copy to District Collector/District Educational Officer.

Special Officers duties:

  1. The prior plan shall be prepared to invite guests to the Balasabhas which shall be organised on alternate days
  2. All material supplied to KGBVs shall be available in KGBV only.
  3. Shall not be miss used the material.
  4. Every KGBV has to display the ‘rime Table in the Notice Board so that every student & monitoring team shall have access.
  5. All storybooks and children literature shall be made available/shall be given access to the students at all times from 5.00 am to 9:oopm
  6. Newspapers available exclusively for children in the market shall be made available @ 1 for 10-15 students, limited to the budget.
  7. Required number of Dappulu, Kollalu shall be made available in all KGBV’s as per the guidelines. It’s the responsibility of Art and Craft teacher and SO.
  8. SO’s & CRT’s shall upload one or two photos of different activities in the camp such as Swach Bharath, MNS Tests, Cultural activities, MNS Group record sheets etc. every day to the what’s app group.
  9. Special Officers (SOs) shall preserve the records of camp and I furnish data in the format provided to evaluates the LEP programme.
  10. The expenditure towards procurement of items stationary, photocopy, Chalava Pandirlu, and other equipment shall be met from the amount already released to the DEOs towards food items.
  11. Bala Sabha may be conducted twice in a week ie., Thursday and Sunday.
  12. The Maths Teacher, Language Teachers, PET Teachers of ZP schools from where girl students who are deputed to the KGBV camp shall attend the camp for 2 or S days for a week to observe Maths, Language and other activities in the camp.

Group-wise facilitators :
All the children shall be made into 8 groups i.e., each group shall contain 50-40 children. The group-wise facilitator will be as given hereunder.
• Group-IA: Telugu
• Group-I B: Hindi CRT
• Group-2 A: English CRT
• Group-2 B: Biological Science CRT
• Group-3 A: Physical Science
• Group-3 B: Social Studies CRT
• Group-4 A: Physical Education CRT
• Group-4 B: Art & Craft CRT

Event Wise Coordinators:
• Book Reading: Telugu CRT
• Balasabha. Hindi CRT supported by Telugu CRT and PET
• Audio Visuals for Learning English(Selected Documentaries): English CRT
• Minimum Numerical Skills (MNS): Mathematics CRT
• Swatch Bharath Biological Science CRT
• Debate/Discussion on Social Issues: Social Studies CRT
• Games & Assembly, Yoga, Cultural Activities/Martial Arts: Physical Education CRT supported by Physical Science Teacher.
• Drawing/Art /Craft. Art & Craft CRT
Over All Camp Coordinator: Special Officer

1. Event Wise coordinators are responsible for the best happening of those events during the camp. Written feedback shall be collected from all the students in the camp regarding all the events.
2. Only Women Employees are allowed to stay during nights in KGBVs.

No Male Officers & Staff shall be allowed to stay during the night. The District Educational Officers are directed to not to depute Nodal Officers and MEOs of KGBV Mandals for SSC Spot valuation. They must visit KGBVs every day from 6th to 23rd and monitor the conduct of LEP programme and furnish implementation reports and bring gaps if any to the notice of the District Educational Officer.

The DEOs further informed that the scheduled training to the PETs of KGBVs on Scouts and Guides from 6th April 2017 at State level is postponed and the revised dates will be communicated shortly.

All the DEOs are requested to take necessary immediate action for the implementation of LEP in the KGBV as per the guidelines issued and to monitor the programme from time to time and send progress reports without fail.

While enclosing a copy of instructions issued by the Commissioner & Director of School Education, Telangana, Hyderabad the following instructions are issued

A) Constitution of KGBV LEP Organizing Committee:- This Committee shall be constituted to provide basic amenities and facilities for conduct of LEP programme effectively. B) The KGBV organizing committee shall conduct a meeting on 5th or 6th of April 2017 and shall have a review of arrangements, the strength of the camp shall be decided by the Organizing Committee based on the available facilities.

C) The Mandal Educational Officer shall be responsible for constituting KGBV Organizing Committee and shall report the minutes of the meeting to the District Educational Officer on the same day.

The Mandal Educational Officers shall visit the KGBV school everyday monitor the programme and submit the reports to this office every day and Special Officers of KGBV are requested to implement the programme effectively as per the norms communicated by the Commissioner & Director of School Education, Telangana, Hyderabad and submit the report to this office every day without fail.

Kasturba Gandhi Girls Schools (KGGS) once famous for dropouts due to lack of basic infrastructure and quality teaching, have turned a new leaf in the district after the formation of the Telangana State. The State government is paying special attention to these institutions. It has sanctioned funds for its development.

District Education Officer Madan Mohan is focusing attention on bringing about a sea change in the working of KGGS.   In all 17 KGGS are flooded with full strength. Besides education, the Arepally KGGS management in Machareddy Mandal is taking special care to teach the students skills like karate and martial arts to strengthen physic and give a boost to their confidence.

As a result the students excelled in the two events in State-level tournaments. The students told The Hans India that karate and martial arts act as a means of self-defence and protect them from eve-teasers. The school management said that it has been conducting training classes after noting the interest of students, as the classes would improve their physical and mental health.

Teachers said that they are conducting these classes with the active support extended by the DEO. They expressed happiness over the success achieved by the students and wished them success in their future endeavours.
