Mid Day Meal Scheme Guidelines for Supervision, Tasting of Quality

Mid Day Meal Scheme Guidelines: Proceedings of the Director of School Education Telangana, Hyderabad, Rc.No.265/MDM/2015 Dated:05.12. 2015, Subject: MDM – Presence of parents for supervision and tasting of the quality of the meals under the Mid Day Meal Scheme (MDMS). All the DEOs in the State are informed that the Director(MDM), MHRD, New Delhi in the letter 2nd cited, informed as follows : As per MDM Guidelines 2006, the Mid day meal has to be tasted by 2-3 adults including at least one teacher before it is served to the children.

Presence of parents for supervision and tasting of the quality of the meals under MDMS:

The attention of the all the District Educational Officers in the State are invited to the reference read above wherein the following guidelines have been issued for supervision and testing of the quality of the meals under MDM scheme.

Mid Day Meal Scheme Guidelines:

a) As per MDM Guidelines 2006, the Midday meal has to be tasted by 2-3 adults including at least one teacher before it is served to the children.
b) As per the Guidelines on food safety and hygiene issued on 13.02.2015, it is mandatory for a tasting of food by a teacher just before serving is mandatory. A record for which is to be maintained. Further, the SMC member should also taste the food on a rotation basis along with the teacher.

c) As per the MDM Rules- 2015 notified on 30th Sep.2015, the School Management Committee (SMC) shall also monitor the implementation of Mid Day Meal Scheme shall oversee the quality of meals provided, cleanliness of a place, cooking and maintenance of hygiene in implementation of Mid Day Meal Scheme.

d) In addition to the mandatory tasting by one teacher, at least one parent and preferably two who may or may not be SMC members should be present during serving of the meals to students so that they can taste the food as well as certify the number of children who partake of MDM. For this purpose, a roster of such parents to be drawn up in advance on a monthly basis and a Register to record their observations should also be maintained at the school.

Therefore all the DEOs are requested instruct the visiting/Inspecting Officers to verify the Registers to ensure the quality of Mid Day Meal and furnish monthly report the Director of School Education.
This has got the approval of the Director of School Education, Telangana State, Hyderabad.

Government of India Ministry of Human Resource Development, Department of School Education & Literacy: MDM Guidelines 2006, envisage tasting of mid day meals by 2-3 adults including at least one teacher before it is served to the children.

The updated guidelines on food safety and hygiene issued on 13.02.2015 also reiterate that testing of food by a teacher just before serving is mandatory, a record for which is to be maintained. In addition, the Mid Day Meal Rules 2015, notified on so” September, 2015 envisage that the School Management Committees (SMC) shall also monitor the implementation of Mid Day Meal Scheme and shall oversee the quality of meals provided to the children, cleanliness of a place, cooking and maintenance of hygiene in implementation of the Mid Day Meal Scheme.

Taste the MDM Food Daily: As per the Guidelines on food safety and hygiene issued on 13.02.2015, it is mandatory for testing of food by a teacher just before serving is mandatory. A record for which is to be maintained. Further, the SMC member should also taste the food on rotation basis along with the teacher.

SMC Shall Monitor MDM implementation: As per the MDM Rules – 2015 notified on 30th Sep.2015, the School Management Committee (SMC) shall also monitor the implementation of Mid Day Meal Scheme and shall over see the quality of meals provided to the children, cleanliness of a place, cooking and maintenance of hygiene in implementation of Mid Day Meal Scheme.

One Teacher Should Taste MDM: In addition to the mandatory tasting by one teacher, at least one parent and preferably two who may or may not be SMC members should be present during serving of the meals to students so that they can taste the food as well as certify the number of children who partake of MDM.

Maintain Observation Record: For this purpose, a roster of such parents to be drawn up in advance on a monthly basis and a register to record their observations should also be maintained at the school.  All the DEOs shall issue instruction to all the Dy.EOs, MEOs/HMs in the State to comply the guidelines without fail and to verify the same at the time of their visit to the schools.

The attention of  all the Deputy Educational officer, Mandal Educational officers and Head Masters in the District is invited to the reference read above, and they are requested to follow the above mentioned instructions on implementation of MDM Programme.

All the Deputy Educational officers,  Mandal Educational officers and Head Masters  of sec schools in the District comply  the guidelines and to verity the same at the time of their visit to the schools and to submit the report to this office withoutfail. – DEO Warangal
