I invite kind attention to the references cited, were in the Government has issued orders for sanction of Pre Matric Scholarships to the ST students pursuing Class 5th to 8th (Day Scholars) and Class 9th & 10th (Day Scholars & Hostellers under Rajiv Vidya Deewena Scheme) in Government School or in a School run by Local bodies such as Mandal Praja Parishad, Zilla Praja Parishad, Municipalities /Municipal Corporations or any school aided by the Government, Tribal Welfare Ashram Schools, Hostels, Gurukulam School, Mini Gurukulam Schools, KGBV Schools and also under Best Available Schools Scheme at the following rates.

Procedure for applying: Registration of student applications through e-PASS Website ( http://telanganaepass.cgg.gov.in/)
Accordingly, based on the student’s data obtained from School Education Department (DISE) District wise Physical and financial targets have been communicated to the DDs & DTWOs with sufficient budget provided in the 1st & 2nd quarters. Detailed guidelines also issued to the District Officers to complete the target given to them.
But regrettably, the progress is the very slow and very purpose of the scheme is defeated, on enquiry from the District Level Officers, it has been reported that, due to lack of cooperation of Mandal Education Officers, Head Masters of Educational Department under the control of Education Department, there is a problem in the field.
Therefore there is a dire need to pay personnel attention to this item of work to achieve the desired target. The District Wise Physical & Financial targets, registrations so far and balance to be registered are appended to the D.O. letter.
In view of the above, I request you to bestow your personnel attention and issue suitable instructions to all the District Educational Officers, Deputy Educational Officers in the State to monitor the registration of students by MEOs/HMs, so that 100% eligible ST students are registered their names on e-PASS website by 15-10-2015. The attention of all the Deputy Educational Officers and Mandal Educational Officers in the district are invited to the reference read above and they are informed that the Commissioner of Tribal Welfare.
Govt. of Telangana State has informed that Govt. have issued orders for sanction of Pre Matric scholarships to the ST students pursuing Class 5th to 8th (Day Scholars) and Class 9th &10th (Day Scholars&Hostellers under Rajiv Vidya Deewena Scheme) in Government School or in a School run by Local bodies such as Mandal Praja Parishad, Municipalities/Municipal Corporations or any school aided by the Government, Tribal Welfare Ashram Schools, Hostels, Gurukulam Schools, KGBV Schools and also under Best Available Schools Scheme at the following rates.
The Commissioner, Tribal Welfare, Hyderabad has also informed that detailed guidelines were also issued to complete the target given to them, But the progress is very slow and the very purpose of the scheme is defecated. Due to a lack of cooperation from Bankers and delays in the issue of Caste and Income Certificates from the Me-Seva Units, there is a problem in the field.
Further, the Deputy Educational Officer and Mandal Educational Officers are instructed to issue the above guidelines to the Headmasters concerned to ensure that 100% eligible ST Students are registered with their names on the e-Pass website immediately Pre-Matric Scholarships to the ST Students of their Schools without fail.
