Instructions on Superfine Rice supply scheme, C. Partha Sarathi, IAS, Commissioner of Civil Supplies and E.O Secretary to Govt. of Telangana has sent a letter to all DEOs, Prl. Secretary, BC Welfare Department, Prl. Secretary, SC Welfare Department, Prl. Secretary, School Education, Prl. Secretary, ST Welfare Department. This letter details as follow.

The Commissioner of Civil Supplies, Telangana State, Hyderabad is given instructions on making the distribution and consumption of S~ Biyyam to Schools/Hostels more transparent, accountable and responsible. These cover the DEO/MEOs in the district since Doddu Biyyam is being polished and supplied in place of Sanna Biyyam and it is revealed that is cannot happen without the knowledge of the concerned Head Master / Wardens and the Civil Supplies Department officers the following instructions are as follows:-
a) The School Head Master/ Wardens/ Principals shall certify that the delivered after cooking is “SANNA BIYYAM”. Once the rice is offloaded at the school premises (received by the Head Master/ Wardens/ Principals, within 24 hours, the Head Master/ Wardens/ Principals shall get the cooked and certify that it is Sanna Biyyam. b) If, after cooking, it is found that the rice is “DODDU BIYYAM” (through y look, it Sanna Biyyam) the concerned Head Master/ Wardens/ Principal shall inform the Tahsildar and return the rice within 24 hours. In s ch cases, action would be taken against the DT(cs), Route Officer a d Tahsildars.
c) Once certified by Head Master/ Wardens/ Principals that the cooked rice, after delivery is of Sanna Biyyam quality, if later, during inspection or based on any complaint it is found that the rice used for cooking is “DODDU BIYYAM” action will be initiated against the concerned He d Master/ Wardens/ Principals. It is a case of replacement of Sanna Biyyam with Doddu Biyyam by the Head Master/ Wardens/ Principals since he h s certified after cooking that the rice delivered is Sanna Biyyam earlier.
d) This shall be done every month, MEOs shall get the certificate of cook rice from every Head Master and forward to DEO and Principals/Wardens etc., shall be given a certificate of cooked rice for eve and forward to their Head of the Officers.
e) DEO/ DMWO/ SCDD/ JC(BCDD)/ DC/ DWO/ DTDO shall certify that Sanna Biyyam is cooked and given to children for the entire district.
These instructions are necessary in order to ensure that Sanna Biyyam alone is made available to the schools under the MDM scheme. Implementation these instructions will go a long way in eliminating the tendency on the part the millers to supply Doddu Biyyam (or) other rice in the name of “SANNA BIYYAM” and also to eradicate the scope for the Head Masters to use Dodd Biyyam under the cover of “Sanna Biyyam” and the above instructions are scrupulously followed in the schools/hostels and he HMs/MEOs/Wardens/Principals be taken responsibility for proper check and submission of the certificate that the rice cooked and made available to the children under MDM scheme is Sanna Biyyam or not.

While enclosing a copy of instructions issued by the Commissioner of Civil Supplies, Hyderabad vide reference 1st cited and copy of instructions issued by the Director of School Education & Ex-Officio Project Director, RMSA, Telangana, Hyderabad vide reference 2nd cited, all the Principals of Model Schools with attached girls hostels are requested to scrupulously follow the instructions read in the reference 1st & 2nd cited and see that the rice cooked in girls hostels is SANNA BIYYAM.
All the Mandal Educational Officers are hereby informed that they are held responsible for proper check and submission of the certificate that the rice cooked and made available in the girl’s hostel is SANNA BIYYAM and submit the certificate every month to the undersigned without fail.

While communicating the letter of the Commissioner of Civil Supplies, Telangana State is CCS Ref.No.PDS.11(3)/2228/2016, Dt:28.12.2016 all the District Educational Officers in the State and all the Principals of the Model Schools attached to the Girls Hostels are informed to follow the instructions issued in the letter with regard to distribution and consumption of Sanna Biyyam strictly without giving any scope for criticism/ complaints.
The principals of Model Schools with attached Girls Hostels are requested to scrupulously follow the instructions read in the reference cited and see that the rice cooked in the Girls Hostels is Sanna Biyyam.
The District Educational Officers are requested to make the Mandal Educational officers responsible for proper check and submission of the certificate that the rice cooked and made available in the Girls Hostels is Sanna Biyyam. This may be treated most important.

Government of Telangana has been implementing the prestigious scheme of supply of sannabiyyam (Super Fine Rice Supply Scheme) to welfare hostels and Midday Meals Programme since first January 2015.
In spite of all-out efforts to ensure that good quality sanna biyyam (old rice) is delivered to the hostels and mid-day meals programme, it has come to the notice of Government that the millers are indulging in mixing of new rice with old rice; rice brought from other State is being mixed etc. and that the rice delivered to the hostels and schools in some cases is not of good quality sanna biyyam.
It is, therefore, imperative that whenever a meeting or video conference is convened by the Collectors with the Tahsildars, the District Educational Officer, District Welfare Officers of SC, ST, BC, ‘Minorities, Secretaries of Residential Schools, MLS points in charges may also be invited to participate. In the meetings convened by the Tahsildar, the MEO, Hostel Welfare Officers, should be made to attend so that the discussions could be held with all of them. It shall be made clear to them that:

- The Govt. is particular that the good old superfine rice is supplied for Hostels and Schools till 23rd April 2015.
- The Hostel Matrons/Wardens, the Teacher of the School in respect of MDM shall be responsible to inspect and take the specified quality sanna biyyam;
- They can reject the stock if it does not conform to the quality and insist on the delivery of good quality rice;
- They should also insist on the delivery of stocks on proper weighment.
- If it is noticed any shortages or poor quality rice in the hostels/schools they shall be held responsible for acceptance of poor quality rice;
- The MLS point in charges shall be responsible for delivering sanna biyyam as per specified quality and on correct weight;
- They shall be responsible if rice with under weighment or poor quality rice is delivered.
- Both the supplier and the receiver shall be held responsible for acceptance of under weighed stocks and poor quality stocks.
- At the time of delivery of stocks by the Civil Supplies Corporation either at MLS points or godowns, they shall ensure that sanna biyyam of old rice as per specifications is received. If any sub-standard or poor quality rice which does not conform to the specifications received, they shall be held personally responsible.
- For diversion of stocks, the buyer and seller are responsible for action under the Criminal Law.
In so far as millers are concerned, it is essential that the millers who are trying to pass on the sub-standard sanna biyyam rice shall be brought to book and shall be proceeded against ruthlessly for indulging in such activities like the admixture of new rice/other State’s rice of poor quality in old sanna biyyam.
After your meeting is over, immediately, the MEOs and District Heads of the welfare institutions shall pass on the message that it is the responsibility of the receiver viz. the warden/matron of the hostel and the Headmaster/ teacher of the schools for MDM shall be responsible for accepting substandard and poor quality sanna biyyam. They may also be informed that they can reject the stocks if they are substandard and insist on delivery of old stocks of prescribed specifications.
