ORDER:
In the reference 1st read above, the Govt. of India have informed that, the new Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha Abhiyan (RUSA) has been approved by the Union Cabinet on 03-10-2013 and

Informed that RUSA is not merely a new funding mechanism to support institutions in the State Higher Education System but also a prime vehicle for implementing a comprehensive reform agenda at both the institutional and State levels in 12th Plan and requested the willingness of State Governments to participate in the Scheme. Establishment of SPD for Rashtriya Uchchatar Shiksha Abhiyan

1. In the reference 4th read above, the State Government have communicated its willingness to participate in RUSA scheme.
2. In the reference 2nd read above, Government have nominated the Commissioner of Collegiate Education as incharge State Project Director and Nodal Officer for RUSA scheme in the State.
3. After careful examination of the entire Scheme of RUSA and its guidelines and also in supersession of the orders issued in the reference 2nd read above, Government hereby issue the following orders:-
   i) The A.P. State Council of Higher Education shall be the Nodal Agency for implementing the RUSA Scheme in the State.
   ii) A State Project Directorate shall be established in A.P. State Council of Higher Education and a Senior Cadre Officer shall be appointed as State Project Director by the Government.
   iii) A Technical Support Group shall be constituted as per RUSA guidelines.
   iv) The Vice Chairman, A.P. State Council of Higher Education is nominated as Nodal Officer for RUSA Scheme in the State.
   v) A separate Bank Account will be opened in A.P. State Council of Higher Education for RUSA funds as per RUSA guidelines of Government of India.
   vi) The RUSA Bank account will jointly be operated by the “Nodal Officer” of RUSA and “State Project Director” RUSA strictly as per RUSA guidelines.
   vii) The A.P. State Council of Higher Education shall submit the necessary proposals in the matter wherever required to Government for issuing further guidelines and orders for suitable implementation of the Scheme in the State.
4. The A.P. State Council of Higher Education, Hyderabad, shall take further action in the matter accordingly.
