ORDERS:
1. Funds to the extent of Rs.8,46,960-00 (Rupees Eight lakhs forty six thousand nine hundred and sixty only) from the Budget provision of this office for the financial year 201-17 are hereby sanctioned and allotted to (30) District Educational Officers in the Telangana State as shown in the Annexure appended to this proceedings for the purpose of payment of Conveyance, Remuneration, TA, DA to the personnel involved and to meet the other miscellaneous expenditure for the conduct of D. Ed. 2nd Year Exams, November-2016 which are scheduled to be conducted from 24-11-2016 to 29-11-2016.

3. All the District Educational Officers are instructed to draw the funds to the extent required only on FULLY VOUCHERED BILLS for conduct of D. Ed. 2nd Year Examinations, November-2016 for the above mentioned purpose duly obtaining the bills after completion of said Theory Examinations and meet the expenditure accordingly.
4. The District Educational Officers are requested to obtain the vouchers for the Conveyance, T.A., D.A., Remuneration and other miscellaneous expenditure along with the Bank Account particulars from the personnel involved in the conduct of D. Ed. 2nd Year Examinations, November-2016 and submit Fully Vouchered Bills to the concerned STO/PAO so that the amounts may directly be remitted into the bank accounts of the individuals.
5. At the time of receiving the vouchers a declaration may be obtained to the effect that if any payment is made to them is found to be excess subsequently, the excess amount so paid will be recovered from the pay of individuals concerned and remitted to relevant head of account.
6. All the District Educational Officers are informed that the diversion of funds from one Head/Sub-Head of Account to another Head/Sub-Head of account is not permitted under any circumstances as per A.P. Financial Code Rules and the DEO concerned will be held responsible for any such lapses.
7. All the District Educational Officers are also informed to incur the expenditure without giving any scope for lapsing of funds and they must furnish Utilization Certificate for the amounts allotted without any delay.
8. All the District Educational Officers are also permitted to utilize the un-spent balance if any for settling the previous pending bills of SSC and Minor Examinations under respective detailed Heads only.
9. The receipt of the proceedings together with Annexure may be acknowledged by return of post.
10. The other instructions issued earlier will hold good.

In the circumstances reported by the Director of Government Examinations, Telangana, Hyderabad in the reference cited, permission is hereby accorded to the Director of Government Examinations, Telangana / the District Educational Officers in Telangana to draw the funds under the following Head of Account on A.C. bills and deposit the same in the Bank Accounts of District Educational Officers concerned.

2. These amounts will be utilized to pay the contingency charges, conveyance, T.A., D.A. and other miscellaneous expenditures to the individuals who are involved in the conducting and Spot Valuation of SSC Advanced Supplementary Examinations and other Minor Examinations work. The payments of an amount of Rs.1000/- (Rupees One Thousand Only) and above shall be made online and for the amounts below Rs.1000/- (Rupees One Thousand Only) will be paid directly through vouchers so as to enable the smooth conducting and Spot Valuation of SSC Advanced Supplementary Examinations, June 2016 and other Minor Examinations.
3. The Director of Government Examinations, Hyderabad / the District Educational Officers in Telangana shall take necessary action to submit the D.C. Bills within (3) months from the date of drawal of these amounts on A.C. Bills and also settle any pending A.C. Bills within one month.
4. This order issues with the concurrence of Finance (EBS.IV) Department vide their U.O.No.6864/130/EBS-IV/SE/2016, Read with 6864/ 140/TFR/2016, dated 28.05.2016.
