ORDER:
In the G.O’s 1st to 6th read above, the Finance (A&L) Department have allotted funds towards Motor Cycle and Mopeds, Cycle and other Conveyances, Personal Computer, Marriage Advance, and Education Advance, for 1st quarter for the financial year 2015 – 2016 and the same are detailed below:

Keeping in view of the strength of the Unit of HOD’s under the Administrative control of School Education Department and availability of funds for 1st Quarter for the financial year 2015 -16, the Government hereby re-allocate the above said funds among the HOD’s and School Education Dept., Secretariat and also to the Regional / District Offices as specified in the Annexure appended to this order.
Loans Sanctioning guidelines/Principles:
The following principals shall be kept in view while sanctioning loans to Government Servants by the Departments:
i) The Budget released shall be utilized by following strictly all quarterly regulations.
ii) The Heads of Departments should not utilize the amount allotted to the employees of Regional and District Offices for sanctioning the Advance to their respective employees.
iii) Instructions issued regarding allotment in respect of Class IV employees should be kept in view;
iv) The sanctioning authority shall ensure that prompt follow up action is also taken up after sanctioning the advance in getting the formalities completed by the loanees.
v) It shall also be ensured that the cases for sanction of advances for house construction / repairs / ready built house shall be considered only after meeting the requirement of committed cases in full.
vi) No H.B.A for House Construction / Ready Built-house purpose should be sanctioned to those Government employees who were allotted houses by the H.U.D.A / A.P. Housing Board, Cooperative Societies etc;
vii) Special care should be taken to scrutinize the case for sanction of Marriage Advance to the employees to ensure that they do not draw advance by producing false particulars of daughters and sons.
viii) The sanctioning authority shall ensure that prompt action is taken against the defaulters who misuse the amount and against those who fail to complete the formalities in time, according to the rules.
This order does not require the concurrence of Finance (A&L) Department as per the orders and rule in force on the subject.
