Apportionment of posts between Andhra Pradesh and Telangana – Orders to serve provisionally in connective with affairs of the State of Telangana under sub-section(1) of Section 77 of the Act 6 of 2014 – Orders – Issued.

In the reference 4th read above, instructions were issued to the effect that the Andhra Pradesh Residential Educational Institutions Society, Hyderabad is a society who perform specific departmental function / programmes that need to be regularly monitored and be under executive control of the State Government. The APREIS is to be bifurcated following the principles and provisions laid down in the AP Reorganization Act 2014. preferably before the appointed day.
In the reference 5th read above, it was informed that the Apex Coordination Committee, the joint institutional system for coordination and collaboration between the States of Telangana and Andhra Pradesh issued direction to the Principal Secretary, School Education Department to take immediate measures for expeditious reorganization of the institutions included in the Schedule IX and X of A.P. Reorganization Act 2014 and other institutions under his control that may not have been included in the Schedules.
The Apex Coordination Committee desired that the Secretary of the Department concerned belonging to the Government of Telangana and Andhra Pradesh shall jointly convene a meeting with the concerned Heads of Departments of both Governments and initiate immediate measures for reorganization since the provisions of the A.P. Reorganization Act provide for such a reorganization within its frame work without reference to any Statute.
As per the outline of the proposed course of action with reference to Schdule X in respect of A.P. Residential Education Society is to be divided between two states. GO 305 APREIS Apportionment of Posts
In the reference 7th read above, the Secretary Andhra Pradesh Residential Educational Institutions Society, Hyderabad informed that Government have communicated the recommendation of Sectoral Sub-Committee on training institutions under Schedule X and permitted the division of Andhra Pradesh Residential Educational Institutions Society, Hyderabad into two societies for residuary State of A.P. and Telangana to be functional by appointed day.
She has stated that as per the section 21 (2) of AP Societies Registration Act 2001, a special Resolution of the Board of Governors of Andhra Pradesh Residential Educational Institutions Society, Hyderabad has been obtained by circulation note dated 23.05.2014.
The Secretary has further stated that in the meeting held on 04.07.2014, in the chambers of Secretary to Government, School Education Dept, Telangana State. it was decided to send proposals of staff working in Andhra Pradesh Residential Educational Institutions Society, Hyderabad
to serve Telangana State as per Annexure F so that the Telengana State Residential Educational Institutions Society, Hyderabad which is already registered can be made functional and also similar proposals to the Government of Andhra Pradesh.
For the bifurcation of state of Andhra Pradesh Residential Educational Institutions Society, Hyderabad and other assets liabilities funds etc.
The employees of Andhra Pradesh Residential Educational Institutions Society, Hyderabad was apportioned between two States but not released prior to 02.06.2014 and the allocation list has been obtained from Centre for Good Governance and the same was approved by Chief Secretary , Government of Andhra Pradesh and Chief Secretary,
Government of Telangana since the proposed apportionment is in accordance with the proposals prepared which was sent General Administration (SR) Department , prior to bifurcation which was agreeable to both the Secretaries of Telangana and Andhra Pradesh. GO 305 APREIS Apportionment of Posts
In the circumstances after careful examination of the issue the provisional order to serve data programmed by Centre for Good Governance in reorganization portal which was certified by the Secretary Andhra Pradesh Residential Education Society to the effect that the information relating to the posts and persons is correct and that she has duly verified the service registers and ensured that the local status is correctly authenticated
and the inter-se seniority of persons in each cadre and category is strictly in accordance with the seniority list in that cadre and category existing on 1st March 2014, the Government hereby decide and order that the persons mentioned in the Annexure to this order serving in connection with the affairs of the residuary State of the Andhra Pradesh,
which, on and from the 2nd day June 2014 form part of the affairs of the successor states of Andhra Pradesh and Telangana shall served provisionally on and from the day in connection with the affairs of the State of Telangana until further orders of Government of India subject to ratification by the Government of India and subject to final allocation of employees by the Government of India.
This order shall not confer any right on these persons in respect of their final allocation and the Government of India may finally allocate them to any of the successor state in accordance with the provisions of the A.P. Reorganization Act 2014 and extant guideline frame their under.
The Secretary, Andhra Pradesh Residential Educational Institutions Society, Hyderabad shall immediately relieve the employees mentioned in the Annexure, with a direction to report before the Secretary Telangana State Residential Educational Institutions Society, Hyderabad of the State of Telangana. The Secretary shall verify the entries in the service register and record service verification certificate in the service book of the employee.
The Secretary, Andhra Pradesh Residential Educational Institutions Society, Hyderabad shall not retain any employee who has been provisionally ordered to serve the state of Telangana on any ground and any delay in relieving the employee will attract disciplinary action.
The School Education Dept., of the Secretariat shall take further necessary action in the matter. The following Notification shall be published in the Gazette of Andhra Pradesh.

” In pursances of the directions of Government of India under sub-section(1) of section 77 of the A.P. Reorganization Act, 2014 (6 of 2014), the Government hereby order that the persons specified in the Annexure to this order belonging to the organized state-wide cadres in respect of the APREIS posts in the Head Quarter,
serving in connection with the Residuary State of Andhra Pradesh, which, on and from the 2nd day of June 2014, form part of the affairs of both the successor states of Andhra Pradesh and Telangana shall serve provisionally on and from that day in connection with the affairs of the State of Telangana untill further orders of Government of India. - This orders shall not confer any right on these persons in respect of their final allocation and the Government of India may finally allocate them to any of the successor States in accordance with the provisions of the Act and extant guidelines framed thereunder.
- The Secretary, Andhra Pradesh Residential Educational Institutions Society, Hyderabad shall immediately relieved the employees mentioned in the Annexure, with a direction to report before the Secretary Telangana State Residential Educational Institutions Society, Hyderabad of the State of Telangana.
- The Secretary shall verify the entries in the service register and record service verification certificate in the service book of the employee.
- The Secretary, Andhra Pradesh Residential Educational Institutions Society, Hyderabad shall not retain any employee who has been provisionally ordered to serve the State of Telangana on any ground and any delay in reliving the employee will attract disciplinary action.
- The School Education Dept., of the Secretariat shall take further necessary action in the matter.
