The government will soon begin a process to make complete information about all government employees public. Reliable sources indicate that this program is expected to launch within the next ten days.
The government has decided to collect and digitize the comprehensive details of all categories of officers, employees, teachers, and staff working in government departments.
Chief Secretary Shanthi Kumari has reportedly issued verbal orders to commence this initiative immediately. There are rumors that Chief Minister Revanth Reddy plans to develop a special web portal dedicated to government officers, employees, and staff.
This portal will contain detailed information about employees from when they began their service until retirement. It will outline whether the Public Service Commission selected them, entered the job through contract or outsourcing, and how long they served as outsourcing employees. Additionally, their educational qualifications will be included.
The government is also considering establishing department-wise Human Resource Development (HRD) departments.
These departments would monitor various aspects such as recruitment of government employees, payment of salaries and allowances, transfers, promotions, welfare, service conditions, and pensions.
There is no comprehensive system for accessing complete information about government officers, employees, and staff. When this information is required, it is often not readily available.
If officials from the Chief Minister’s Office, ministers, or senior department officials urgently request information, it typically takes four to five days to provide it, which hampers progress.
The government plans to digitize all employee details immediately in response to these issues. This initiative will cover permanent employees in government departments and thousands of individuals working through outsourcing, part-time, and daily wage arrangements.
Presently, the government lacks information about the number of people employed in various departments under this system, and there is no clarity regarding the policies and methods followed for their appointments.
The Secretariat does not have details about teachers, faculty members, and staff working in universities, intermediate and degree colleges, government institutions, Zilla Parishad, municipal, and aided schools.
To obtain this information, one must contact officials such as the Commissioner of School Education, the Secretary of the Inter-School Education Board, the Board of Higher Education, the Commissioner of College Education, or the Secretary of the Technical Education Training Board.
In education, individuals are employed part-time as guest faculty and contract and outsourcing workers. The government lacks comprehensive details regarding their appointments, service conditions, or salary increments other than the annual release of funds for their salaries and allowances.
Due to the current chaotic employee system, Chief Minister Revanth Reddy has decided to implement a new web portal.
This platform is proposed to register the details of individuals in various departments, including the Director General of Police (DGP) and home guards working in remote police stations.
Since coming to power, Chief Minister Revanth Reddy has distributed appointment letters to all individuals selected at the LB Stadium after filling 30,000 jobs.
The results of the DSC conducted to fill over 11,000 teaching positions have also been announced, with appointment letters issued; however, these details are not readily available. The government intends to digitize and publish this information on the website.
The government lacks comprehensive data on the officers, employees, and staff involved in transfers and promotions.
Questions arise about whether officers received commendations or awards for their work, whether any allegations of corruption have been made against them, or whether they have faced suspensions during their service.
The number of increments they received and whether they served in backward tribal areas are also unclear. Chief Minister Revanth believes that having such details accessible will help during transfers and promotions.
The government aims to use this web platform to widely disseminate the job calendar it has implemented to the public.
