Pre-Primary & 1st class English Medium in Govt PS/UP Schools for 2022-2023

Pre-Primary & 1st class English Medium in Govt PS/UP Schools: Warangal District Collector has sent a letter to the CS, Department of Education, Govt of Telangana for Opening of Preprimary Section & Class – I English Medium in Primary & Upper Primary Schools.

Primary & Upper Primary School under the management of Government & Mandal Parishad as a preparatory program to proposed KG to PG English Medium Education and Seeking Permission and in the Reference of Representations received from parents & Public representatives for opening & Conversion of Telugu Medium to English Medium in Primary & UP Schools during collector’s visit of various villages in Gram Jyothi program. and Rc No.655/PS-3-2/2015 dt.22.01.2015 of DSE, TS Hyderabad.

During Collector visits to various villages in the District as part of the Gram Jyothi program, Collector received representations from the parent community and Public Representatives demanding for opening and conversion of Telugu Medium Schools (PS & UPS) to English Medium.

Heeding to the Public demand Officials have embarked on a Major Project of the opening of English Medium in Government & MP Schools. In order to prepare the Teachers handling the primary classes to cope up with the proposed English Medium Schools, Officials have planned to impart intensive training to develop English Language skills for providing qualitative English medium schooling.

Initially, 11 Master Trainers from ELTA prepared a Module from 10.12.2015 to 18.12.2015 in consultation with EFLU Vice-Chancellor Suniane Singh, Prof. Venkat Reddy. Then 65 School Assistants in English from ELTA group have been selected as Resource Persons and a 5 – Day training programme was conducted by Prof. Venkat Reddy of EFLU & 11 Master Trainers and from 16.01.2016 to 20.01.2016 at Govt. DIET Hanamkonda. Hon’ble Chukka Ramaiah, Ex MLC and I inaugurated this training programme on 16.01.2016. The advance amount has been sanctioned from Collector’s fund to run the training Programme, subject to reimbursement.

Officials have planned to give intensive training to 1500 Primary School Teachers to enhance the English Language & Teaching Skills for 28 days taking a week days @ a month in 4 months from February 2016. As a part of that 65 Resource Persons conducted a 7 day training Programme from 01.02.2016 to 08.02.2016 to 1500 Primary School Teachers at 8 venues in the District.

The advance amount has been sanctioned from Collector’s fund to run the training Programme for the provision of Tea, Water, and Stationery to all 1500 Teachers subject to reimbursement from 33 lakhs rupees which was requested already.

On completion of training programme an English language Proficiency Test will be conducted to the 1500 participants by EFLU, Hyderabad to assess the capability of Teachers. Officials are planning to conduct training to the rest of the Primary Teachers in the District in the second phase. In this way District Officials are going ahead to open English Medium along with Telugu Medium in the District.

Parents are sending their wards to English Medium Schools. Hence the strength of Government Schools has been decreasing in the recent past. Already 862 posts were identified as surplus in Warangal District after Rationalization in July 2015. About 1479 School Management Committees of Primary & UP Schools have sent their resolutions requesting to open English Medium in their Schools. Keeping in view of all these facts Officials have initiated to start English Medium in Govt Schools from 2016 -17 Academic Year.

A meeting was held by District Educational Officer, Warangal with Mandal Educational officers, School Complex Headmasters and Primary School Headmaster of all Mandals at NIT Warangal on 30.12.2015 to seek their opinions in this regard. All of them responded positively for proposed English Medium Schools and requested the District Collector, Warangal to open Preprimary and 1st class sections in the coming academic year, saying children once joined in Preprimary in Private Schools will not join in Government Schools again.

District collector has requested to concerned authority to accord permission for opening Preprimary & Class – I in English Medium in all 2409 Primary & Upper Primary Schools of Government & Mandal Parishad managements of Warangal District from 2016-17 Academic Year. Officials will also run Telugu Medium along with English Medium because as per the RTE students of Primary Schools must not be deprived of Mother Tongue.

The district collector has requested the Education Department to provide NT Books, Uniforms & MDM to the pupils who join in Preprimary also. The proposed strength for Preprimary as per SMCs resolutions is 25,227, it may be increased. The District Educational Officer, Warangal has already sent the indent for 19,262 students in Class -I English Medium (Mathematics) to the Director of School Education, Telangana Hyderabad.

Pre-Primary & 1st class English Medium in Govt PS/UP Schools: No Government/ZP/MPP Schools shall be opened Higher Classes and also not to open English Medium parallel Sections without prior permissions of the competent authority / Government. Already 459 schools are running English Medium without permission from the Government.

District Collector has requested that to give opening permission for Pre-primary & Class I English Medium to schools as officials have imparted training ( 2 Spells over a week each) to 1188 school Teachers who come from those Schools. Education Department authority may make arrangements to send the proposed Preprimary Books to the District along with permission.
