I submit that the Telangana Junior Colleges Guest Faculty Association, Hyderabad has staged dharna on 04.07.2021 in front of this office and submitted a representation and requested for continuation of previously worked Guest Faculty duly taking into consideration subject wise results for the academic year 2021-2022.
I further state that, after completion of General Transfers  and adjustment of disturbed contract faculty certain guidelines was issued to the Principals of GJCs and DIEOs & Nodal Officers for hiring of Guest Faculty in the left over vacancies basing on work load for the academic year 2018-2020 vide CIE’s Proceedings R.No.Ser.II-2/3751/2015, dated 25,07.2018.
Aggrieved by the guidelines issued vide CIE’s Proceedings dated 25.07.2018 last year, Sri Sk.Yakub Pasha, Ex-Guest Faculty, Government Junior College, Karepally, Khammam District and 5 others have approached the Hon’ble High Court and filed W.P.No.26532 of 2018 for renewal of their services as Guest Faculty instead of selecting through fresh notification. A detailed counter was filed in this case. The Hon’ble High Court has pronounced its Judgement dated 23.08.2018 in W.P.N.26532 of 2018 as follows:
“There are no merits in the contention of the petitioners and Writ Petition deserved to be dismissed and it is accordingly dismissed”.
The Hon’ble Court has dismissed the WP filed by the Guest Faculty working in Government Junior Colleges against sanctioned vacant posts. Hence there is no provision for renewal of the Guest Faculty in Government Junior Colleges, since the engaging of Guest Faculty is only a time gap arrangement purely on hourly basis.
The entire matter was referred to Government for further orders to hire the Guest Faculty for the academic year 2021-2022 vide this office letter dated 29.05.2021.
The Government in their memo dated 18.06.2021 have constituted a committee consisting of District Collector as Chairman, Joint Collector as Member and Principal of Government Junior College concerned as Member for selection of Guest Faculty purely based on merit of their Post-Graduation marks.
Accordingly, detailed guidelines and schedule of notification have been issued to the District officials i.e. District Intermediate Education Officers & Nodal Officers with a request to aproach the District Collector and appraise the entire process from time to time and ensure that the guidelines are adhered scrupulously. A detailed D.O. Letters were addressed to the District Collectors concerned for selection of Guest Faculty in sanctioned vacancies basing on work load to work in Government Junior Colleges in the State.
I enclose herewith the copy of the guidelines, schedule of notification and instructions to the District Intermediate Education Officers/ Nodal Officers & D.O. letter addressed to the District Collector for kind perusal.
Govt Junior Colleges has given the Guest Lecturers(JLs) Recruitment 2020 and applications are invited from the eligible and interested candidates.
In the Telangana State, for the first time in government junior colleges, vacancies will be hired in GJC vacancies. There are about 1,000 guest lecturers at the 405 government junior colleges. JLs posts not to be directly filled by the Principal but directly to these posts to be recruited by the issuing recruitment notifications .

The recruitment guidelines have to be appointed as guest lecturers in accordance with the rules. The state government did not permit the appointment of new posts in the contract lecturer vacancies and hence the appointment of a guest faculty in these vacancies of Govt Junior Colleges.
The salary for each guest should be paid not more than Rs 150 per period for a period or for each guest faculty, a maximum of Rs 10 thousand per month is to be paid. They can be appointed from June 1, 2020.
Age as on 01/07/2021 Minimum age is 18 and Maximum age is 44
A post Graduate Degree in the subject concerned (or its equivalent) with at least 50% marks in aggregate from a University recognized by the UGC.
In case of SC/ST/BC/ Differently abled candidates, the minimum marks shall be 45%. And Bachelor of Education (B.Ed) or BA. B.Ed/B.Sc., B.Ed., from any institution recognized by NCTE with the subject concerned as a Methodology subject.
