So, to avoid and rectify such corruption, the government of Andhra Pradesh decided to make all govt payments through onilne. Any fund releases by govt, and to make all the payments including salaries to employces onilne.
This online process is only for transparency, the fund released, expended balance etc will be clear and there is no hope for corruption. By implementing this system with less man power accurate distribution of money will be done. If we observe the payment of salaries at least 2 or 3 persons/employees should work on paybills, contigency bills, medical reimbursement and sanction of leaves, over a period of ten days before the release of salary. Drawing officer will send the details to treasury office. There are 40,850 Drawing officers and 280 Head of Departments in AP they are serving 5.80 lakh total employees and 3.2 lakh pensioners.
By onilne system there is no necessity of Drawing officers. This onilne system will be implemented on a pilot basis in Guntur and chittoor districts by February end. By rectifying araised mistakes this process will be implemented rest of four districts in may this year.
Chandrababu Naidu gave green signal after a review of the comprehensive financial Management system (CFMS) with the officials of state ministry from state secretariat down to the Mandal level in phases. The process will enable tracking of release of funds from the chief Minister’s office level to department head and then to District collectors and in the end, to mandal level officer.
CM Naidu has directed officials to appoint “financial managers” will at the district level, these are responsible for any misspells
Following the chief Minister’s directive, GPS and gco-tagging systems will be implemented for this purpose. Technical training to the employees will be provided by Deloitte and NIIT.
