Pay Protection to TS Employees. The State government issued orders extending the pay protection to all the employees who worked in local bodies and were later appointed through Public Service Commission and District Selection Committee to government services with effect from January 1, 2014. They have also been allowed to carry forward the leaves accrued in their previous services to their current post, taking into account the service in local bodies. However, the monetary benefit will be effective from the date of issue of the orders i.e., March 21, 2021.
Many who had worked as teachers in local institutions after some time of service they wrote various competitive examinations and joined new jobs as Group 2, 3 employees ASO, Deputy Tahsildar, Excise Inspectors. As they joined the new job, they lost a lot of salary, in addition to the service they had already worked as teachers for a few years. Employees coming from local bodies are losing both their service and pay scale while getting from one job to another.
They brought the matter to the notice of the Chief Minister and the Finance Minister and demanded justice. The CM, who had studied the matter in depth, directed the officers to do justice to the employees. The government has announced another boon for employees. government decided to provide pre-service pay protection to all those who are employed as Secondary Grade Teachers / Language Pandits in local bodies and later as School Assistants, Group-2 in various categories through APPSC / TSPSC.
Until now, however, only those who switched from one service to another had pay protection until December 31, 2013. Govt Order has recently issued a pay protection for those recruited after 01-01-2014. The decision by the government will benefit thousands of employees. The State Finance Ministry has issued directions to former employees of local bodies appointed by the Public Service Commission and District Selection Committees to consider their past service. This is to ensure that the economic benefits would be effective from the date March 31, 2021 that the order issued by the Secretary of State Finance Department.
Government of Telangana, Finance Department issued Govt Order No.46 on March 13, 2021 i.e., TS G.O.Ms.No.46, Dt.31-03-2021 for Former Employees of local bodies appointed through Public Service Commission/ District Selection Committee to Government Service. Pay Protection Govt Order No.46 details as follows. In the reference of Pay Protection to Employees GO Ms.No.105, dt.02-06-2011 (AP), orders were issued for protection of pay in respect of former employees of local bodies who are appointed later through P.S.C and D.S.C., to Government Service on or after 10-12-2004, and who are continuing in Government service on 02-06-2011 (the date of issue of orders) under F.R 22(a) (iv) with monetary benefit from the date of issue of those orders.
In the reference of Pay Protection GO Ms.No.45, dt.02-06- 2011 (Andhra Pradesh), orders were issued that the protection of pay ordered in the reference AP GO No.105, Dated: 02-06-20211 be extended to the former employees of local bodies who are appointed through PSC (Public Service Commission) and DSC (District Section Committee), to Government Service between 02-06-2011 to 31-12-2013.

In the reference of Representation of President, Telangana Secretariat Association, Telangana Secretariat, Hyderabad, dated: 30-05-2020, the President, Telangana Secretariat Association has requested to take a lenient decision on the lines of earlier orders issued in G.O.Ms.No.105, Finance Department, dt.02-06-2011 and G.O.Ms.No.45, Finance Department, dt.19-02-2014 and extended the benefit of pay protection to all the employees, who worked in local bodies and were later appointed to Government Services through P.S.C./D.S.C. in terms of FR 22 (a) (iv) and also allowed them to carry forward of leaves to the present post.
In the circumstances stated above, after careful examination, Government hereby order that the protection of pay ordered in the reference 1st read above be extended to the former employees of local bodies who are appointed through P.S.C and D.S.C., to Government Service, from 01-01-2014 and also the leave accrued in the previous service be carried forward taking into account the service in local bodies. The monetary benefit however shall be effective from the date of issue of these orders.
Pay protection means protection of basic pay and not protection of gross salary. The protection of pay will result from appointment to a new post in different service or cadre through direct recruitment, where either higher duties and responsibilities are involved or not, whichever the case, under FR 22-B(1), in the 7th Central Pay Commission scenario.
