National Fellowship for ST candidates for the Selection Year 2020-21 under the scheme of “National Fellowship and Scholarship for Higher Education of ST Students”.

The Ministry of Tribal Affairs, Government of India, invites online applications for the National Fellowship for ST candidates for the year 2020-21.

The Fellowship is awarded to students selected for pursuing M.Phil. and Ph.D. who have already taken admission/joined for M.phil/Ph.D programme.

National Fellowship Scheme For Higher Education of ST Students is a Central Sector Scheme fully funded and implemented by Central Govt for pursuing MPhil and PhD in following:

  • Universities/Institutions/Colleges included under section 2(f) /12(B) or 2(D) and 12(B) of UGC Act
  • Deemed to be Universities included under Section 3 of the UGC Act, 1956 and eligible to receive grants-in-aid from UGC.
  • Universities/ Institutions/ Colleges funded by Central/ State Government.
  • Institutes of National Importance.

National Fellowship for Higher Education for ST Students Objective: The scheme provides financial assistance to ST students for pursuing higher studies courses of M.Phil and Ph.D in India.

Registration on National Tribal Fellowship Portal is open now. Last date to invite/ submit application is 04.12.2020.

The erstwhile two Central Sector Schemes namely Rajiv Gandhi National Fellowship (RGNF) for ST students and Top Class Education for ST Students earlier implemented by this Ministry to provide financial assistance for pursuing higher education of ST students were merged into a single Central Sector Scheme called “National Fellowship and Scholarship for Higher Education of ST Students”.

Under this merged scheme, Fellowships are provided to ST students to take up higher studies after completing Post Graduation, such as M.Phil and Ph.D courses, Fellowship is awarded on the lines of UGC Fellowships for research students pursuing such courses on regular and full time basis.

Top Class Education Scholarship for ST Students 2020 – Details

The detailed guidelines of scheme, Instruction manual, list of Universities and all information required for filling application is available on integrated Web Portal.

Eligibility:

The candidate belonging to ST should have passed the Post-Graduation examination for being eligible for the Fellowship. The candidate should get admission and registration for regular and full time M.Phil / Ph.D Courses in Indian Universities / Institutions / Colleges as indicated below:

  • a. Universities/Institutions/Colleges included under section 2 (f) / 12(B) or 2(f) and 12(B) of UGC Act.
  • b. Deemed to be Universities included under Section 3 of the UGC Act, 1956 and eligible to receive grants-in-aid from UGC.
  • c. Universities/ Institutions/ Colleges funded by Central/ State Government
  • d. Institutes of National Importance.

The ST students once considered eligible for the Fellowship shall not be entitled for any other scholarship of the Centre or State Government the same study

The fellowship shall be payable once the student has secured admission and started the research work.

Number of Slots /Seats:

1. The total number of fresh fellowships each year is 750

2. In case the number of candidates exceeds the number of available awards, the MoTA will select the candidates based on a criterion of marks obtained in the last passed examination. Slots will be provided to sub-categories in the following priority:

Financial Assistance

The fellow doing M.phil will be paid fellowship amount upto the period of 02 years or the date of dissertation whichever is earlier. The fellow doing Ph.D will be paid fellowship amount upto 5 years or the date of thesis submitted whichever is earlier.

Salient Features of National Fellowship for ST candidates

  • Scholarship is provided to 750 fresh ST students every year each year for pursing M Phil and PhD selected on merit based on marks of MSc.
  • Preference is given to girls, Divyangan and PVTGs.
  • The Scholarship is given for entire duration of the course pursued by the student.
  • Fellowship for M.Phil is provided @ Rs. 25000/- per month and for Ph.D @ Rs.28000/- per month.
  • Contingency and HRA Allowance is also given to fellows as per guidelines.

Selection process:

An online portal is developed by Ministry for inviting application. Candidates after taking admission for the various courses in the notified Universities/Institutes will submit the application online for fellowship. Selection list of the eligible candidates for the award of Fellowship based on the data available online will be auto generated and displayed on the portal.

Hard/soft copy of Thesis will be furnished to MoTA

University will make sure that Teacher/Guide does not enroll more students than allowed as per UGC norms

MoTA may from time to time check with guide/student regularly the progress of work. In case MoTA finds the progress unsatisfactory, it may discontinue the fellowship

What documents are needed to be uploaded on Portal while applying for Scholarship?

The following documents are required to be uploaded for Fresh applications under the National Fellowship Scholarship and uploading of document is not necessary for applying under Fellowship Scholarship Scheme.

I. Student Photo.
II. Date of Birth Certificate {SSC/HSC/10th board certificate}
III. Scheduled Tribe / PVTG Certificate.
IV. Family Income Certificate issued by the Competent Authority.
V. BPL Certificate (If opted for it / “Father/Mother’s acceptable should not be the Grand parents’ BPL Certificate)

VII. All Semester Marksheets in One PDF File (Where Percentage/CGPA/OGPA can be clearly identified)
VIII. Conversion Factor Formula: In Case of CGPA/OGPA to Percentage the relevant document should be uploaded where the equivalent percentage has mentioned [ex: in the backside of the marksheet or cane be obtained letter from the College/Institute/University where the equivalent percentage is to be mentioned in the letter].

Registration: The students may fill the application through registration at http://fellowship.tribal.gov.in/

Applicable of Fellowship: The Fellowship is applicable only from the financial year of selection.

What are the reasons for cancellation of fellowship?

There are following reasons for cancellation of fellowship:
If the awardee is found to be ineligible to receive the award, at any point of time during the entire duration of the fellowship.
Misconduct of awardee.
Unsatisfactory progress of research work.
Any other fellowship is drawn from other source(s)/ drawn fellowship or selected by Ministry of Tribal Affairs for Fellowship earlier.
Concealment of facts and any other ground of misconduct.

    The gap period for the registration in Ph.D after completion of M.Phil is one year and Fellowship will lapse if the gap period is more than one year.

  10. Can I avail any other scholarship from Central/ State Government for the same study?

    The ST students once considered eligible for the Fellowship shall not be entitled for any other scholarship of the Central or State Government the same study.

  11. Can I transfer the fellowship from one Universities/ Institutes/ Colleges to another Universities/ Institutes/ Colleges?

    The Selected Students of Fellowship will be permitted to transfer the fellowship from one Universities/ Institutes/ Colleges to another Universities/ Institutes/ Colleges subject to online submission of `No Objection’ Certificate from both the Universities/ Institutes/ Colleges. Thereafter, approval of Ministry is required to complete the process of transfer.

  12. How can a Student upgrade course from M.Phil to Ph.D ?

    The Student’s is required to submit upgradation certificate issued by the Committee of three members comprising of Head of the Department, Supervisor and one outside subject expert to be constituted by the concerned Department of the University/ Institution/ College for evaluation of the work of student.

  13. How can I apply online for scholarship?

    New Students are required to apply online for the first time and need to “Register” on the National Fellowship Scholarship Portal at http://fellowship.tribal.gov.in by filling “Student Registration Form”. After successful login details, a text message will be sent to the registered e-mail address.

  14. What should be the Type and size of the documents and profile photo to be uploaded?

    All documents should be uploaded in pdf file and the Profile Photo should be in .jpg/.jpeg format (Size: – 50 KB-100KB).

  15. Can I edit the information already saved and up to what time?

    You can edit information till you ‘Submit’ the application finally.

  16. Which fields I can edit before final submission of application?

    You can edit all details except “Registration Details”. It may be noted that once you ‘finally submit’ your application it will be forwarded to the next level and after that editing is not possible. Therefore before Final Submission, it should be ensured that details are filled correctly and documents uploaded.

  17. Is there any Award No?

    A provisional award number will be provided to the candidate on the basis of Domicile state mentioned in application Form. Once his/her application is submitted online, students should remember their ID till the course completion if selected. All communication with the Ministry will be made by using this ID.

  18. How should I check the status of my application online?

    After login, enter valid Award no and Password to check the status. Your application status shows as “Pending” or “submitted” under the option ‘Check Your Status’.

  19. How can I check my result?

    The list of Provisionally selected students will be published on Ministry portal. The students can check their result in the Ministry portal. The students are also communicated through SMS.

  20. What are the criteria for selection?

    The selection of the students takes place on the based on the marks obtained in Post Graduation Course.

  21. When does students have to update a Research Topic?

    The students are required to update research details at the grievance portal in the Research section after joining the Course.

  22. Whether the continuation certificate has to be submitted monthly or quarterly?

    The continuation certificate is required to be submitted by students on quarterly basis.

  23. Whether the HRA certificate has to be submitted monthly or quarterly?

    The HRA certificate is required to be submitted by students on quarterly basis.

    The students are required to submit the progress report to the university on yearly basis.

  25. What should students do if the joining date is wrongly mentioned in the joining report?

    The students are required to re-submit the joining report to the University with actual date of joining. University is required to modify joining date while linking the ID at Canara Bank portal

  26. What is mode of Payment of Fellowship?

    Payment of fellowship to the selected students will be made on quarterly basis, through the Direct Benefit Transfer system by the Ministry of Tribal Affairs through the accredited bank after approval from the Ministry.

Which documents student is required to submit to the University, after completion of the course?

The students are required to submit either the copy of award of degree (M.Phil./Ph.D) or course completion certificate to the university. The details of course completion need to be filled by the University on the ministry portal, failing which the payment for the last 3 months will not be released. The student is also required to upload thesis on portal

Which documents have to be uploaded on the Ministry portal?

The students are required to upload either the copy of award of degree (M.Phil./Ph.D) or course completion certificate. In addition to this, thesis report also has to be uploaded at tribal repository.

The Student are required to submit the documents to as and when asked by the university.

Implementation of the Scheme:

The Scheme will be implemented through the Ministry of Tribal Affairs and the modalities of the implementation are as follows: Fellowship:

(i) MoTA will notify the scheme by inserting suitable advertisements in the Newspaper/ Websites /Portal.

(ii) University/Institution will be responsible for verifying genuineness of the requisite certificates furnished by the candidates in order to eliminate the possibility of students availing the Fellowship on fake certificates shall rest with concerned. The University/Institute will not charge any fee for verification.

(iii) Fellowship will become payable to successful ST students who are included in the selection list auto generated by the portal only upon securing registration/admission in any of the notified University/Institution and fulfilling the eligibility criteria prescribed for the Scheme.

(iv) The students, who are awarded the Fellowship under the scheme, shall have to pursue the study in the respective University/Institution on full time basis.

(v) The performance of the ST students covered under the scheme shall be monitored regularly by the Head of the Department of respective university /Institute and the same shall be reported, through a report card, to the Ministry of Tribal Affairs at the end of each academic year.

(vi) Any Institution violating the provisions of the Scheme and/or instructions issued by the Government of India will be de-notified. In the event of denotification/deletion of any Institution, the Fellowship will continue to be available to the ST students already admitted under the scheme, if otherwise eligible, till completion of the course. However, no fresh seats 14 will be allotted and no funds will be released to such de-notified Institution. (vii) Decision of the MoTA in regard to awarding the Fellowship shall be final
