Certain Visits, Inspections, Observations by State Team in TS Schools 2023

State Level Monitoring Team Visits, Inspections, Observations in TS Schools: State Monitoring Teams visit to the Districts to observe the quality of classroom transactions and children learning outcomes and functional aspects of both Primary and High schools.

State Teams Observed the Following Interventions:
Observed the classroom teaching and performance of schools, teachers and children: The State Level Monitoring Teams with staff members of SCERT, DIETs and textbook writers, Resource Persons, senior officers of the Department have been drafted to all the Districts

  1. to observe the functional aspects of schools in terms of attendance of teachers and students;
  2. performance of children in basic competencies of reading, writing and Mathematics;
  3. implementation of Mid Day Meals programme;
  4. quality of classroom teaching learning processes;
  5. teacher preparation and writing lesson plans;
  6. implementation of CCE;
  7. Headmasters functional aspects etc.

State Teams Visited each District for 4 Days: These teams have visited the Districts for 4-days during 16th to 19th November, 2015 and convened a meeting with DEOs, Dy.EOs, MEOs on 19th November from 02.00 PM onwards and shared their observations i.e. strengths and weaknesses.

Following are the certain observations:
1. Large scale absenteeism of both teachers and students. The schools are not functioning seriously.
2. About 30 to 40% of students unable to read and write and do basic arithmetic at High School level.
3. There is no focus on teacher preparation for quality teaching as per the strategies on which teachers were trained along with Handbooks.
4. There is no proper monitoring of classroom teachings and performance of children from the Headmasters or from the supervisory staff i.e. MEOs, Dy.EOs, DEOs etc. Adoption of schools by the officers, CRPs and other staff may be planned for school inspections at least twice in a month for every school. Also ensure adoption of High Schools / Hostels in the mandals by the district officials and conduct review meeting on specified day every week.
5. Rampant use of guides by the children and they copy the answers from the guides, though the emphasis on thinking and self expression and learning move away from rote methods. The teachers encourage use of guides by the children.
6. Teachers also use guides and copy the Lesson Plans rather than plan for a lesson with appropriate strategies and resources for effective teaching.
7. Poor implementation of Continuous and Comprehensive Evaluation (CCE).

8. Focus on the following issues pertaining to preparation to class X students for SSC Examinations SSC examinations scheduled…

  1. Conduct special classes in the evening i.e. after school hours i.e., 5 to 7 p.m ..
  2. This time can be used to clarify their doubts and discuss some of the complex and important concepts in the classroom by the teacher rather than making students to sit and self study and teacher sitting in the chair and guard the group.
  3. The syllabus for the class X shall be completed by the end of January and take up revision during February, 2016.
  4. The pre-final exams shall be conducted during first week of March and discuss the answers with the children.
  5. Special classes for the students residing in the hostels during morning and evening i.e., 6 to 8 a.m. and 6 to 8 p.m. Draft local teachers to these classes.
  6. The teachers clarify the doubts and conduct quiz to understand the concepts.
  7. Conduct slip test on Saturdays and discuss the answers.
  8. Special diet may be arranged during examination period in schools and hostels by mobilizing resources locally.
  9. Peer group discussions on the concepts for effective learning.
  10. Support may be provided to the students in their studies and preparation for exams staying in welfare hostels.

The full District-wise reports have been furnished to the DEOs for necessary action and improve the situation. An abstract of schools performance on various aspects in terms of gaps and proposed action plan is enclosed for your reference.  I request you to kindly look into this matter and review the situation with the educational officers and preparation of action plan

  1. to improve the situation in terms of attendance of both teachers and students,
  2. achievement of basic competencies of children in reading, writing and Mathematics,
  3. improve the monitoring mechanism to ensure quality teaching in the schools especially Headmaster supervision on CCE and
