Crop Loan Waiver Scheme Details: Crop Loan Waiver scheme will cover short term production loans, and crop loans against gold, disbursed to farmers in the Telangana State by scheduled commercial banks, cooperative credit institutions (including urban cooperative banks) and regional rural banks, collectively called as the “lending institutions”.  

The eligible amount for debt waiver would be limited to the amount of loan (together with applicable interest), which is disbursed and outstanding as of 09-12-2023 or Rs.2,00,000 per farmer family whichever is lower. The farmer family is defined as head of the family, spouse and dependent children.

The Telangana government has released guidelines regarding crop loan waiver. The government has announced that it will take the ration card as standard for the identification of the farmer’s family.

The Agriculture Department has clarified that the loan waiver is applicable up to Rs. 2 lakhs for a Family. For this, a separate web portal has been set up for crop loan waiver.

Loans taken from December 12, 2018 to December 13, 2023 will be waived off. The crop loan waiver amount is not directly credited to the loan accounts of the beneficiaries. The government will release the loan waiver amount in ascending order.

Telangana Crop Loan Waiver Scheme Guidelines

  • A loan waiver of up to Rs. 2 lakhs is applicable to every land-owning farmer family in Telangana.
  • The scheme covers short-term crop loans.
  • This scheme applies to crop loans obtained from Scheduled Banks, Regional Rural Banks, and District Co-operative Central Banks in Telangana.
  • The scheme covers loans sanctioned or renewed on or after December 12, 2018, and outstanding as of December 9, 2023.

Under this scheme, each farmer family is eligible for a crop loan waiver of up to Rs. 2 lakhs. The outstanding principal and interest amounts as of December 9, 2023, are eligible for the waiver.

The Food Security Card (Ration Card) database maintained by the Civil Supplies Department will be used to identify farmer families. This includes the spouse and children of the house owner.

The eligible loan waiver amount will be directly credited to beneficiary farmers’ loan accounts through Direct Benefit Transfer (DBT).

For loans through Primary Agricultural Credit Societies (PACS), the waiver amount will be released to the District Central Cooperative Bank (DCCB) or bank branch, which will then deposit it into the farmer’s PACS account.

Loan waiver amounts will be credited to farmer families in ascending order based on the loan amount outstanding as of December 9, 2023.

Each farmer family is entitled to a maximum waiver of Rs. 2 lakhs or the total loan amount outstanding as of December 9, 2023, whichever is less.

If a family owes more than Rs. 2 lakhs, they must repay the excess amount before becoming eligible for the waiver on the remaining Rs. 2 lakhs.

For families with loans exceeding Rs. 2 lakhs, the loan taken by women will be waived off first. The remaining waiver amount will be proportionally distributed among the male members of the family.

Telangana Farm Loan Waiver

The government has announced a plan to help farmers with their loans.

  • Who gets help: Farmers who took loans between December 12, 2018, and December 9, 2023, from certain banks.
  • How much help: Each farmer family can get a maximum of Rs. 2 lakh waived off from their loan.
  • Who is a farmer family: This will be decided based on information from the food security card.
  • What to do if the loan is more than Rs. 2 lakh: Farmers need to pay the extra amount to the bank. Then, the government will pay Rs. 2 lakh directly to the bank.
  • How to apply: There will be a special website and help centers where farmers can apply.
  • Who will help: Government officials will work with banks to process the applications.
  • Who won’t get help: Farmers who got loans from certain groups or companies, or if their loans were changed earlier, won’t be eligible.

Basically, the government is trying to help farmers by paying part of their loans, but there are some rules about who can get help and how much.
