TS School Complex Headmasters’ Powers (టిఎస్ స్కూల్ కాంప్లెక్స్ హెచ్‌ఎంల అధికారాలు). Powers of TS School Complex HMs 2020. School Education Department and Commissioner of School Education, Telangana has given instructions on ‘Delegation Of Certain Powers to TS School Complex HMs 2020’.

Delegation Of Powers to School Complex HMs: As per the below mentioned references, Certain Delegation of Powers have been issued to School Complex Headmasters in Telangana State.

TS School Complex Headmasters’ Powers: As per the latest Govt order and proceedings, Delegation Of Powers to School Complex HMs as follows: 1. (a) [School Complex HMs to HMs]: Grant of Casual Leave/Special Casual Leave (Special Casual Leave when permitted by the Government) for the Head Masters working in Primary & Upper Primary Schools under the purview of School Complex.

1. (b) [School HMs to Teachers]: The Headmasters of Primary & Upper Primary Schools shall grant Casual Leave/Special Casual Leave (Special Casual Leave when permitted by the Government) for the Teachers working in the respective Schools and the same should be reported to the concerned School Complex Head Masters from time to time.

2. Drawing & Disbursing Officer(DDO) for the staff working in Primary & Upper Primary Schools under the purview of School Complex.

3. All such leave shall be granted in the online software system provided and only in a situation where the online system is inaccessible shall an offline sanction be made, but it shall be updated online at the earliest opportunity

4. School Complex HM, as a DDO may release and sign the increment certificate to Staff ] As per the instructions of the Government vide reference 6th read below, the Drawing Officer is authorized to release and sign the increment certificate.

5. Further, they are informed that the proposals pertaining to sanction of

• Automatic Advancement Scheme,
• Pay Fixations,
• Pension Papers,
• Medical Reimbursement,
• sanction of other than Casual Leave (OCL) etc.,

of the staff working in Primary & Upper Primary Schools under the purview of School Complex are to be forwarded to the Mandal Educational Officer by the School Complex HM for the time being.

The School Complex Headmaster shall draw and disburse to the concerned staff as per sanction orders accordingly.

The attention of all the District Educational Officers in the State is invited to the references 1st to 5th read above.

They are informed that certain powers were delegated to the School Complex Headmasters as per orders in the references 1st & 2nd cited as below:

I (a) Grant of Casual Leave/Special Casual Leave (Special Casual Leave when permitted by the Government) for the Headmasters working in Primary & Upper Primary Schools under the purview of School Complex.

(b) The Headmasters of Primary & Upper Primary Schools shall grant Casual Leave/Special Causal Leave (Special Casual Leave when permitted by the Government) for the Teachers working in the respective Schools and the same should be reported to the concerned School Complex Headmasters from time to time.

2. Drawing & Disbursing Officer for the staff working in Primary & Upper Primary Schools under the purview of School Complex.

They are further informed that as per the instructions of the Government vide reference 6th read above, the Drawing Officer is authorized to release and sign the increment certificate. Therefore, the School Complex HM, as a Drawing & Disbursing Officer may release and sign the increment certificate to the staff mentioned in the reference 2nd cited also. However, these orders are not applicable to the staff mentioned in the reference 5th read above.

Further, they are informed that the proposals pertaining to sanction of Automatic Advancement Scheme, Pay Fixations, Pension Papers, Medical Reimbursement, sanction of other than Casual Leave etc., of the staff working in Primary & Upper Primary Schools under the purview of School Complex are to be forwarded to the Mandal Educational Officer by the School Complex HM for the time being. The School Complex Headmaster shall draw and disburse to the concerned staff as per sanction orders accordingly

The attention of all the District Educational Officers in the State is invited to the references 1st to 3rd read above.

Vide reference 3rd cited, the DEOs were requested to furnish the proposals along with School Complex wise cadre strength particulars of Teaching Staff in the Primary & Upper Primary Schools under the purview of School Complex to the Deputy Director of District Treasury Office to provide DDO Codes for all the School Complexes in the District by 16.01.2020 and to furnish compliance report in the matter to this office by 17.01.2020.

But, no report is received so far by this office.

In this regard, they are requested to take immediate action as per reference 3rd cited. However, if there is any technical problem in claiming the salary bills by the School Complex HMs for the month of January 2020, the respective Mandal Educational Officer shall claim the bills accordingly as per existing procedure to avoid inconvenience to the teachers in payment of salaries.

Therefore, the DEOs are requested to pay their personal attention to take up all the required procedure as per reference 3 cited immediately within the schedule prescribed below.

1. Completion of the entire process/procedure at School Complex & Mandal Level by 27.01.2020.
2. Completion of entire process / Procedure at District Level by the DEO in consultation with Deputy Director of District Treasury Office / Pay & Account Officer concerned by 29.01.2020.

The attention of all the District Educational Officers in the State is invited to the references 1st to 3rd read above.

Consequent on the issue of orders delegating certain powers to School Complex Headmasters vide reference 1st to 3ta cited, the following instructions are issued for strict compliance.

The DEOs have to furnish the proposals to the Deputy Director of District Treasury Office to provide DDO Codes for all the School Complexes in the District and ensure for providing DDO codes immediately.

The DEOs have to furnish the School Complex wise cadre strength particulars of the Teaching Staff to the Deputy Director of District Treasury Office immediately.

The MEOs have to handover the Original Service Registers of Teaching Staff pertaining to Primary & Upper Primary Schools to the respective School Complex Headmaster immediately under proper acknowledgement.

The DEOs of Adilabad, Bhadradri Kothagudem, Khammam, Komarambheem Asifabad, Mahabubabad, Mancherial and Mulugu are informed that as per UDISE 2018-19, there are 78 School Complexes other than Government & Local body Management Schools and these need to be revised.

The list is enclosed as Annexure. In this context, the DEOs have to identify other neighbouring High Schools under the management of Government/Local body and name as School Complex instead of Schools shown in Annexure.

In regard to Upper Primary Schools functioning as School Complexes at present, the DEOs have to ensure the following.

a) Any of the School under the purview of School Complex (UPS) is a High School, then the High School has to be named as School Complex instead of the existing UPS School Complex.

b) If there are no High Schools under the purview of School Complex (UPS), then the neighbouring High School within the Mandal which is not a School Complex at present has to be named as School Complex instead of existing School Complex (UPS).

Therefore, all the DEOs are requested to take immediate action in the matter to ensure the above by 16.01.2020 for timely preferring the salary bills of Teaching Staff under the purview of Complex by the School Complex Headmasters. Partial modification orders: As per the CSE Telangana Proceedings Rc. No.6225/SS/T6/2019. Dated:19-12-2019. In partial modification of the orders issued in the reference cited [Govt.Memo.No.9291/Ser.1/A1/2019, SE (Ser.II) Dept., Dated:13.12.2019 & Procs.No.6225/SS/T6/2019, Dt.13-12-2019 of the Commissioner, School Education, Telangana, Hyderabad.], the following orders are issued for smooth functioning for the time being until further orders:

All the District Educational Officers in the State shall take immediate action for communication of these orders to the Mandal Educational Officers and School Complex Headmasters and ensure strict compliance. Further, they are informed that the orders issued in the reference cited and partial modification orders issued now will come into force from 15th January 2020 and they are requested to take necessary action accordingly. – Modified Orders on Delegation of Powers to School Complex Head Masters

Govt DSE Memo.9291, Dated: 13-12-2019:

As per the Govt Of Telangana, School Education Department Memo.No.9291, Dated:13-12-2019 and the references cited of CSE Telangana ( Lr. Rc.No.6225/TSSA/Pdg/T6/2019, dt.06.12.2019), Government has accorded permission to the CSE Telangana to delegate the following powers to the School Complex Headmasters for smooth functioning for the time being, till further orders. The Delegation Of Powers to School Complex HMs as follows. The Commissioner, School Education, Telangana, Hyderabad is requested to take necessary action, accordingly.

CSE Telangana Procs Rc. No. 6225/SS/T6/2019, Dated:13-12-2019:

CSE Telangana has given Proceedings No. 6225/SS/T6/2019. Dated:13-12-2019, In view of the permission accorded by the Government vide reference cited [Govt.Memo.No.9291/Ser.l/A1/2019, SE (Ser.II) Dept., Dated:13.12.2019], the above-said powers are delegated to the School Complex Headmasters with immediate effect for smooth functioning for the time being until further orders.

CSE Telangana has requested to all the District Educational Officers in the State to take immediate action for communication of these orders to the School Complex Headmasters, MEOs, Deputy Director of District Treasury Office and Sub Treasury Officers in the District and ensure strict compliance. – DSE and CSE Telangana Proceedings

The Government has delegated the above-mentioned powers to the School Complex Head Masters with immediate effect for smooth functioning. DEO Sangareddy Recommendations:

Subject: School Education – Recommendations on delegation of powers to School Complex Head Masters -Req.-Reg.
Reference: Memo.No.9291/Ser-1/A1/2019,Dt: 13-12-2019 of DSE, TS,Hyd.,

With reference to the subject cited above, the following recommendations have been proposed.

1. All kind of bills to School Complex teachers have to be done by the complete headmaster only with existing DDO code along with high school staff.
2. School Complex CRC, TAN may be utilized for PS & UPS staff of CRC
3. To avoid problems in submission of income tax returns (E-filing) delegation of powers may be implemented from 1-4-2020.
4. Since powers are being delegated to school complex headmasters entire DDO powers like.,
   a. Sanction of increments.
   b. Sanction of all kind of leaves.
   c. Maintenance of service books.
   d. Forwarding of Medical reimbursement bills.
   e. Sanction of tuition fee reimbursement etc. have to transferred to CHM
5. The budget has to be enhanced to CRCs towards the purchase of stationery, preparation of bills Internet facility, maintenance of computer etc.
6. Provisions like Almara to preserve SRs etc, computers, table, Chairs, Printer cum scanner etc., (logistic) arrangement.
7. One clerk, Office subordinate, Nightwatchman may be arranged to each CRC
8. CRP must report to CRC HM only.
9. N.T.Books, Uniforms, Mid-day meal, Private school permission powers should be with MEO.
10. Data collection has to be done at CRC Level and has to be sent to MEO.
11. ME0 should Co-Ordinate in all aspects with CRC HMs and district authority.
