AP Grama Volunteer Posts Recruitment 2023 (AP Village Volunteers Recruitment). The Government of Andhra Pradesh invited online applications for the recruitment of Grama Volunteers/Ward Volunteers on its official website. Interested candidates can apply for AP Grama Volunteers/Ward Volunteers posts online ‘apgv.apcfss.in’ on or before deadline.

Andhra Pradesh Grama/Ward Sachivalayam has invited applications from candidates to apply for Grama/ Ward Volunteer posts. Eligible candidates can apply for the post through the official site of AP Grama Sachiyalayam on apgv.apcfss.in. The last date to apply for the post is till September 2023.

Government of Andhra Pradesh, Panchayat Raj and Rural Development Department have given the AP Grama Volunteer Posts Recruitment 2020 and Online applications are invited from the eligible and interested candidates for filling up Volunteers at one per around 50 households in the State to ensure leakproof implementation of Government Programmes/ Schemes.

Following Are The Basic Requirements For Application:

1. Educational Qualifications
a) 10th Class
2. Age should be 18 to 35 yrs.
3. Applicant should be resident of the same Panchayat
4. Integrated caste certificate for other than OC

Age Limit: The applicant should be of at least 18 years of age as on January 1 and shall have not exceeded 35 years.

Positioning and commencement of work by newly placed Village/Ward Volunteers in the villages shall start from May 1 onwards. For more details, candidates are advised to read the official notification.

AP Government is committed to revamp delivery systems in the State with an aim to improve living standards of the people through the concept of NAVARATHNALU as core theme of governance. In order to operationalize Navarathnalu, Government intends to deploy Volunteers in rural areas for delivering Government Services at door step of all eligible households irrespective of Caste /Creed /Religion /Gender and political affiliation.

This system will ensure leak proof implementation of Government Programmes/Schemes. The objective of positioning Village Volunteers is to ensure timely and transparent services, to eliminate the corruption at all levels of administration. Village Volunteers will identify the problems being faced by anybody in his jurisdiction and the same will be brought to the notice of Gram Panchayat and then get them resolved.

Accordingly, the Commissioner, PR & RD has submitted proposals on procedure for selection, imparting training and positioning of the Volunteers and requested to permit for commencing the process for selecting Volunteers @ one per around 50 households in the State.

AP GO Details

Andhra Pradesh Government had conducted another Grama Volunteer recruitment process this year for a total of 1,92,848 village volunteers. These new recruits have already received their first salary on October 1.

GO Details: Panchayat Raj and Rural Development Department-Positioning of Volunteers @ one per around 50 households in the State to ensure effective implementation of Government Programmes/ Schemes – Orders – Issued.

a) Notification: The Notification shall be issued in Telugu in two Telugu Daily News Papers by the District Collectors concerned.

b) Number of Volunteers: As informed by the Districts, out of total 1,92,964 volunteer posts in rural areas, 1,83,290 Village Volunteers are working at present in the State. 9,674 posts are vacant. However, the exact Number of vacant positions of Village Volunteers shall be arrived at by the respective District Collectors before issuing the notification.

c) Eligibility: The applicant must belong to the Village/Gram Panchayat for which she/he is applying.

d) Educational Qualifications: The applicant must have passed at least 10th Class or its equivalent on the date of the application.

e) Reservation: Rule of reservation is applicable as per the rules in vogue. 50% of posts within each category will be considered for women. Wherever vacancies arised due to non availability of certain communities those vacancies may be filled with other available communities. First, Mandal should be taken as the unit for fixing RoR. In case, no candidates of a particular category are available in the Mandal, District may be taken as the unit. But, in the scheduled tribal areas only ST candidates shall be appointed. In case, in a particular village in the Scheduled area no eligible ST candidate is available, the same may be appointed from the adjacent village.

f) Age: The applicant shall be of at least 18 years of age as on 01.11.2019 and shall have not exceeded 35 years.

h) Method of Selection:
All eligible applicants shall be called for interview by the Selection Committee consisting of MPDO/ Tahsildar / EO(PR&RD).
The interview board will select the most eligible applicants based on the following parameters:
1. Behavioral Skills-15 marks
i. Value System [Honesty, Discipline, Morality]
ii. Empathy for the poor
iii. Social Responsibility
iv. Result Orientation

2. General Awareness – 20 marks
i. Various Government Programmes and Welfare Activities
ii. Social and Local Problems
iii. Village Development Plans [his/her ideas]

3. Soft Skills – 15 marks
i. Leadership Qualities
ii. Good Communication Skills

Each member of interview board will award marks to each applicant in the interview for a maximum of 50 marks. The average marks (of the three) obtained by the applicant out of 50 will be reckoned for selection of Village Volunteers.

The letter of engaging the services of selected Village Volunteers will be issued by the Chairman of the Selection Committee, i.e. MPDO.

Other General Guidelines

i. This time, issue of Re-notifications in all the Districts will be done by the District Collectors to fill up the vacancies of Village Volunteers as per the above timelines and guidelines.
ii. Thereafter, if any vacancies of Village Volunteers arise, the Mandal Selection Committee under the supervision of District Collector will be competent to notify and fill the vacancies following the process and guidelines mentioned above without waiting for further instructions.
iii. Collectors should issue directions to the MPDOs for making Full Additional Charge (FAC) arrangements to the vacancies of Village Volunteer duly entrusting to the neighboring Volunteer till filling up of the vacancy.
iv. Filling of the vacancies of Village Volunteers arisen in the first notification due to non-availability of certain caste or communities in a village with other available caste or communities in that village in the next Recruitment notification may be taken up, maintaining the RoR taking District as unit.
iv. It should be ensured that, vacancies arisen shall be filled at the earliest and in any case, the duration of vacancy shall not exceed 2 months.
7. The Commissioner, Panchayat Raj &Rural Development is requested to issue detailed guidelines in the matter immediately.


AP Grama Volunteer Posts Details:

Honorarium:
The selected applicants will be engaged as volunteers by Gram Panchayat on honorarium basis for the services rendered. Each volunteer will be paid performance based honorarium of Rs.5,000/- per month.

Training:
Two days induction training will be imparted to all selected volunteers at Mandal Level.

Positioning:
Positioning and Commencement of work by Village Volunteers in the village shall start from 15th August, 2019.

Roles and Responsibilities for Village Volunteers:
Roles and responsibilities of Village Volunteers will be determined by the Commissioner, PR&RD, AP.

Mapping of Village Volunteers:
Mapping of Village dividing into territorial units @ 1 unit for 50 Households contiguously by the committee consisting of MPDO/Tasildhar/EO (PR&RD).

m) Review  Mechanism / Performance  Appraisal:
Performance of village volunteers will be monitored by the competent authorities in the way as prescribed from time to time. MPDO at Mandal Level and Panchayat Secretary at Village Level will also monitor the performance of village volunteers at frequent intervals. Performance appraisal at District Level will be done by the District Collector,

PERFORMANCE APPRAISAL COMMITTEE CUM GRIEVANCE CELL: Performance appraisal at District Level will be done by the District Collector as Chairman.

Provision For Discharge:
Any Village Volunteer who is not able to provide satisfactory services shall be discharged from the duties by the appointing authority. At the time of discharge, it shall be ensured that there are no dues of any kind towards the Government/local body /etc

Eligibility Criteria:
The applicant must belong to the village/Gram Panchayat for which she/he is applying.
Educational Qualifications: The applicant must pass Intermediate (or) its equivalent exam in plain areas whereas 10th Class or its equivalent pass in Agency/ Tribal Areas.
Reservation: Rule of reservation is applicable as per the rules in vogue. 50% of posts within each category may be considered for women. ROR will be applicable considering Mandal as a unit.
Age: The applicant shall have 18 years of age as on June and shall have not exceeded 35 years.

Selection method for AP Grama Volunteer Posts Recruitment :
All eligible applicants shall be called for interview by the Selection Committee consisting of MPDO/Tasildhar/EO(PR&RD). The letter of engaging the services of selected Village Volunteers will be issued by the Chairman of the Selection Committee, i.e. MPDO.

Government after careful consideration of the proposal, hereby permit the Commissioner, Panchayat Raj and Rural Development to take necessary action of placing one Volunteer for nearly 50 households by 15th August and to incur expenditure for recruitment process and training along with payment of honorarium. The positioned volunteer shall be paid honorarium @ Rs.5,000/- per month. Training shall be imparted to all volunteers. The Commissioner, PR&RD is requested to issue detailed guidelines in the matter immediately.
