The DS Kothari PDF is a post-doctoral fellowship plan for candidates in the sciences, medicine, and engineering stream. The initiative would offer Rs 10 lakh in financial assistance to 132 selected candidates. Tenure is 2 years.

Dr. DS Kothari Post Doctoral Fellowship (DSKPDF) Scheme was introduced by the University Grants Commission. In addition to the existing RA/ PDF positions provided by various funding agencies, a need was felt for PDF scheme running in a flexible mode, with fast track, on-line handling and decision making.

It was envisaged that the new Kothari PDF scheme must be tuned to the ground realities prevailing in Indian university system. The DSKPDF Scheme was also expected to provide an opportunity to many fresh PhD’s to overcome the deficiencies in training at the doctoral level research and to explore new areas of research in better settings in the Indian University Sector.

DSKPDF Scheme is open for full time research work, predominantly to young researchers preferably below 35 years of age who have awarded their PhD Degree under science faculty. The Reservation Policy of Government of India with regard to SC/ST/OBC/PH is followed.

Appropriate age relaxations for reserved category/women candidates are given as per UGC guidelines. It is necessary that candidates identify Mentor for their postdoctoral Research work and obtain his/her consent for the guidance.

DSKPDF Eligibility

Aspirant below 35 years of age (Up to 3, 5 and 10 years of age relaxation for OBC, SC/ ST/ Women and physically handicapped respectively is admissible), who are awarded a Ph. D. degree under science faculty are eligible to apply. It is necessary that candidate identifies a Mentor (affiliated to University/Institute wherein DSK Fellowship is tenable) for his/ her postdoctoral Research work and obtain his/her consent for the mentorship. Higher PDF (with marginally elevated stipend) is admissible for those applicants, identified as outstanding by standing (core) peer committee of reviewers.

Teachers below age of 35, working on confirmed posts in Academic Institutes may also apply. However, along with the hard copy, they will be required to submit a certificate from their Head of the Institution (Registrar of University / Principal of a college) that the teacher will be given attest three years of sabbatical / special leave without financial support for carrying out their postdoctoral work.

The fellowship will be awarded on a yearly basis with renewal/termination clause on the basis of PDF mentor/ peer group appraisal. However, the maximum duration of the PDF award would be 3 years. No extension is possible under any circumstances.

Candidates should give an undertaking while availing the award, along with the endorsement of the research mentor that they would stay in place for a minimum of six months. Once the candidate is awarded the DSKPDF, and he/she joins the fellowship, he/she will not eligible to apply ever again for DSKPDF in the same or other workplace.

If applicant has already applied for Dr. DS Kothari Postdoctoral Fellowship and has been declared as unsuccessful, he/she is permitted to apply freshly with new research proposal only after one year from date of declaration of the earlier result.

Stipend: [Effective from 1st January 2019] – The monthly stipend for these awards would be as follows:
Normal fellowship for First, Second and third year is Rs. 47,000/-, Rs. 49,000/- and Rs. 54,000/- respectively
Higher fellowship for First, Second and third year : Rs. 54,000/-
The Fellow is provided with a contingency grant of Rs. 1,00,000 p.a.

Instructions for aspirants: Important instructions to be followed before applying for the Postdoctoral Fellowship Scheme. These fellowships are open to candidates who have obtained Ph.D. degree in appropriate subjects (Sciences including Engineering and Medicine) and meant for full-time research work.

These fellowships are open to young researchers below the age of 35 years. A relaxation up to 5 years in age is applicable for women as well as candidates belonging to Scheduled Caste (SC)/Scheduled Tribe (ST) categories. As per the decision of the Empowered committee in the 49th meeting, age relaxation of 3 & 10 years respectively to OBC and Physically Handicapped candidates will be available. Age relaxation up to 10 years for foreign nationals is also in force.

DSKPDF is tenable only at the Science Departments of Indian Universities which are fit under 12B of UGC . Also it is tenable in UGC-funded inter-University centers such as IUCAA, IUAC, UGC-DAE-CSR etc. Thus the fellowship is not tenable in I.I.T..s or CSIR/DRDO/DAE laboratories etc. These are also not tenable in colleges (either Autonomous or affiliated).

The Aspirants are advised to visit the UGC website for updated lists of the universities/institutions in which the DSKPDF program is tenable. In general, the postdoctoral work should be undertaken in a place different from where the candidate has carried out his/her doctoral studies. The Ph. D. Guide of the candidate cannot be chosen as his/her mentor for DSKPDF.

As per the resolution of the UGC Empowered Committee meeting held on November 09, 2016, not more than three Dr. D. S. Kothari Postdoctoral Fellows should be allowed to work with a Mentor at any given time.

It is necessary to identify a Mentor with whom the candidate would like to work for his/her postdoctoral research. The mentor should have successfully guided 3 Ph. D. students at the time of application of the candidate. Mentor consent expressing willingness to guide applicant postdoctoral work is needed to be produced at prior to the online application.

Choosing Ph. D. guide as a postdoctoral mentor is not permitted under DSKPDF scheme. The faculty affiliated to an institution wherein DSK Fellowship is tenable and has successfully supervised at least three Ph.D. students can act as a Mentor for the applicant applying for DSKPDF.

Number of students who have submitted the Ph.D. thesis, but have not been awarded the degree cannot be counted for this purpose. DSKPDF scheme also has an international flavor and open to students from other parts of the world, particularly to those from developing and neighboring countries. Young teachers working on confirmed posts in Academic Institutes may also apply.

DSKPDF Registration

Candidates should apply for Login ID and Password before uploading the actual application. For getting the Login Id, you should fill the simple form available on its official website, where you have to enter some basic information about yourself and about your Degree.

It is necessary that the name given by you should match the one on your Master’s and Ph.D. degree certificates for obtaining the Login ID and Password. In case, there is a change in the name, applicant has to provide the separate affidavit for this purpose.

After filling the basic form, you will receive an system generated e-mail for the email verification. Simply Click on the link given in your email, and your authenticated information will reach the Officials. After verification of the information at our side, You will receive a mail containing a Login ID and Password at the E-mail address provided by you within 7 working days of your request.

Candidates may upload your actual application form by using the above Login ID and Password. Please fill-in all the columns and attach the summary of your Ph.D. work, a summary of the proposed research work and a Mentor’s CV in specified format limiting to 200 kb size individually. You may choose to attach a PDF or doc file for this purpose.

DSKPDF details

Postdoctoral research is an important enabling step in grooming young researchers for launching an academic/research career. This is a transition phase from a largely supervisor directed student at doctoral level to an independent researcher for leadership position, particularly in academia.

A postdoctoral stint also provides an opportunity to acquire new skills, broaden one’s horizon and offers a platform for transiting into cross-disciplinary areas. Experience in other parts of the world has shown that university faculty is best inducted from among candidates who had a year or two of postdoctoral training and is generally considered an essential requirement.

Mentoring for independent research is an indispensable element of postdoctoral training. Top rated institutions in our country which value research also follow this practice but it has not permeated widely. Leading research groups around the world usually have a good mix of postdoctoral fellows and doctoral students with the former bringing in a level of experience and maturity.

However, in our country postdoctoral research culture has not caught on and is practiced only sporadically in a few selected places. Ironically, Ph.D.’s from leading institutions in India, particularly in basic sciences prefer seeking postdoctoral positions overseas. Within the country, a PDF position is mistakenly viewed as a mere parking opportunity while scouting for a regular appointment.

With our higher education system poised for rapid and massive expansion in the years ahead and the establishment of many new science and technology institutions on the anvil, requirement of potential faculty with PDF experience will be very substantial.

Thus, a home grown PDF program can be expected to partly redeem the expected shortfall in trained faculty required for HEI’s. It is in this context that UGC initiative to launch a prestigious PDF program, named after an illustrious scientist, is important and timely and fills a widely felt void.

Several agencies like UGC/ CSIR/ DST/ DBT and a few selected institutions have schemes to award PDFs (also called Research Associateships, RAs) through open call. A few merit-based research schemes funded by various agencies also have provision for PDF/RA.

However, the scene is far from satisfactory and opportunities are not only inadequate but the schemes are not optimally structured. This scenario needs change. It is very necessary that a PDF scheme of this nature is run in a flexible mode, with fast track, on-line handling and decision making and must be tuned to the ground realities prevailing in our university system.

In our context, with no clearly defined benchmarks for thesis quality, a postdoctoral stint for many fresh Ph.D.’s, may be also an opportunity to overcome the deficiencies at doctoral level research as well as an opportunity to explore new areas of research in different settings.

The process outlined is proposed, keeping some of these factors in mind. It may be noted that these Fellowships are open for full time research work, predominantly to young researches preferably below 35 years of age who have received their Ph.D. Degree.

  4. What is the joining procedure as DSK Postdoctoral Fellow at the proposed workplace?

    After downloading the Award Letter from UGC website, the candidate has to submit a joining report (in prescribed format) forwarded through the Mentor, Head of the Department and Registrar of the University to the UGC. Soft copies of duly signed Award Letter and joining report must be uploaded electronically on the DSKPDF website using the link http://ugcdskpdf.unipune.ac.in/StatusReports/

  5. What the leave rules of Kothari PDF?

    Leave for a maximum period of 30 days in a year in addition to public holidays may be availed of by the Postdoctoral Fellow with the approval of the mentor and Head of the Department. In the case of short leave (less than 8 days), medical leave etc. DSK Fellow has to follow the host institution guidelines. Women candidates are eligible for maternity leave with full pay as per the Government of India rules, once during the tenure of their award. The Fellow, in exceptional cases may be allowed by the UGC, leave without fellowship and contingency, for a period not exceeding six months during the tenure of award on the recommendation of the mentor and Head of Department of the institution concerned. The period of leave without fellowship will be counted as a part of the tenure. To avail this leave, the Fellow has to be submit a request to the DSKPDF Cell. Decision on the request will be taken by the UGC-Empowered Committee.

  6. Can I apply for DSKPDF under my Ph.D. Supervisor?

    No. you can not apply for DSKPDF under your PhD Supervisor.

  7. Can I reapply for Kothari PDF?

    The Fellows, who have not joined the workplace after receiving the Award Letter of the DSK Postdoctoral Fellowship, are eligible to re-apply.

  8. How can I use my contingency grants?

    In order to utilize the contingency grant, Fellow has to follow the rules and regulations of host institution. At the end of Fellowship period, the equipment/chemicals/computers etc. purchased from contingency grant is need to be surrender to host institution. Please note that, Fellow is not allowed to use contingency grant for international travel in any circumstances.

  9. Can I reapply for DSKPDF after rejection?

    Yes. Candidate may apply freshly for DSKPDF with new research proposal only after a one year from date of declaration of earlier result.
