E Service Register, How to login e Service Book at eSR portal, esr.ap.gov.in

A website ESR, https://esr.ap.gov.in/ for E Service Book or E Service Register has been launched by the AP Finance department in order to get all the government employees details. In the E-SR, all the government employees need to update their all details related to Personal details, Salary, Educational Certificates, Service details, Pay Drawn details, Leave Credit details. Incentives and Punishments. The updated details of employees will be used in employees CFMS and HRMS.

Govt of AP issued instructions for preparation of E-SR / E Service Register / E-Service Book vide GO Ms No .9 Dated 27.6.2018. For this, an E Service Book website has been launched for entering details of employees for preparation of ESR. All Employees have to submit their details Online for E-SR. Instructions, Guide, Step by Step Procedure for Online submission of details for ESR are given on its web portal.

Initially, the Employees/DDOs updated all entries in the new formats through the e-service book portal. An user manual is available on its portal and it guides the users on how to use the e-service book portal step-by-step through screen shots wherever required.

Maintenance of Service Book

According to Rules 1 and 2, Annexure II, Part III read with Fundamental Rule 74(a)(iv) of the Fundamental Rules, Service Book as prescribed in Form No. 10 of AP Fundamental Rules as amended in the orders G.O.Ms.No.200, Finance & Planning (FW.FR.I) Dept., dt.10.12.1999 has to be opened for Gazetted and Non – Gazetted employees of the Government.

In the reference Office Memo No.F.No.21011/15/2010-Estt.(Allowance), GoI, Ministry of Personnel, Public Grievance & Pensions Department of Personnel & Training, New Delhi, dt.05.04.2016., the Government of India have communicated a proposal to modernize the service Book to make it user friendly. Government after careful consideration hereby order adoption e Service Book for the use of all Government employees to whom Fundamental Rules apply.

All the Government employees shall have e Service Book. The Service Books of existing employees shall be replaced with e Service Books. The Heads of Offices/ Heads of Departments who maintains Service Books of the employees shall update all the entries in the new format of e Service Book by 31-08-2018.

The following notification will be published in the Andhra Pradesh Gazette: [Notification] In exercise of the powers conferred by the provision to Article 309 read with article 313 of the Constitution of India, the Governor of Andhra Pradesh hereby makes the following amendment to the Andhra Pradesh Fundamental Rules, namely: [Amendment] In the said Fundamental Rules, for Form 10 under Part IV of Annexure II, the following form of e Service Book shall be substituted.

Instructions:

  • To know the CFMS ID, please go to the Employee services link in CFMS site (https://cfms.ap.gov.in)
  • Enter your Password (Default password will be your CFMS ID)
  • After Login, Password Change option will be enabled
  • After final confirmation of the employee, ESR Re-open access is available at DDO.
  • To access Forgot Password, Personal Mobile number should be updated in Home Town details during previous login.
  • If Personal Mobile number is not updated in Home Town details, then your password will reset to CFMS ID

How to login e Service Register at e SR Portal?

The Finance Department, Government of Andhra Pradesh has launched the e Service Book portal or e Service Register portal through APCFSS for the employees get access to enter or view the employee service details. Employees who are working in various departments can view their own personal details, official documents, pay drawn details, leave details and other Service details. The step by step instructions on how to use the portal are given below:

  1. Visit the https://cfms.ap.gov.in/ Website

    Employees need to visit the official website of Comprehensive Financial Management System (CFMS), https://cfms.ap.gov.in/ in your device browser.

  2. Click on AP ESR link

    Once you reach the official website, click on the AP ESR link at menu section on the home page.

  3. Enter Login Details

    After clicking on the AP ESR link, a new Employee Service Book web portal will be opened. Enter your CFMS ID (8 digit employee ID) and password in the required fields. Click on the login button. Here, For the first time users default password is same eight digit password.

  4. Update the Password

    Later update the password by operating change password, after initial login.

  5. Click on eService Book Entry link

    Once you login the web page, it will redirect to the new web page that contains the e-service book entry hyperlink on the left margin.

  6. View the employee details

    After clicking on the book-entry hyperlink, a series of sub menus will scroll down, beginning with Part (1) to Part (11) and other details. From this, employee can check details and update the necessary details.

  • e SR is web enabled application which can be accessed both through intranet/internet.
  • It can be provided for hosting the application through a public IP in a net work linked to the e Service Register Portal.
  • Provision is available to upload/download scanned copies of existing Service Records.
  • Multiple attached documents will get converted into a single document.
  • Provision for entering the employee’s data henceforth.
  • Any modification mandatorily, requires prior authorization from the competent authority.
  • So that it provides adequate security to the data and no information can be altered/tampered without proper level of authorization.
  • Easy linkage with existing AFRES & PRIME applications to get employee’s dynamic information like PF, Leave & Salary details etc.,
  • No direct access to PRIME & AFRES data would be provided through web portal to maintain information security data.
