All the DEOs in the State are hereby informed that, vide ref. cited the details of District wise supply of cumulative records, teacher handbooks, handbooks on LEP, handbooks on learning outcomes from the Director Government Text Book Press have been e-mailed with a direction to verify the number of cumulative records and teacher handbooks, LEP handbooks, etc. received in the district and distributed same to the schools through the concerned MEOs duly entering the same in the stock and issue registers.
The District wise number of copies for cumulative records, teacher handbooks, LEP books, handbooks on learning outcomes, etc. have been e-mailed, video ref. cited with direction to verify the module wise number of copies received and inform the same to the Director, Government Text Book Press and a copy to C&DSE.
The Sectoral Officers and Nodal Officers have to verify the number received against each module. Based on which the DEO shall countersign the number received and furnish the same to the office of C&DSE and Director, Text Book Press in case if Sectoral Officers / Nodal Officers have not been positioned in the Districts, two Headmasters may be made in-charge for this task.
The DEOs are further informed that the District Text Book Managers informed that in some of the districts the modules and cumulative records have not been lifted and distributed to the schools. Reaching the cumulative records and teacher handbooks is very much essential and urgent keeping in view of the implementation of the curriculum, CCE, LEP programmes and learning outcomes.
The cumulative records have been transported to all the 31 districts and with regard to teacher handbooks, the printers have been transported to the erstwhile 10 districts. The new district’s DEOs have to collect the teacher handbooks from the erstwhile district. In the case of Ranga Reddy, Vikarabad, Medchal, Hyderabad and Yadadri Bhongiri the handbooks have to be lifted from Text Book Godown Ramanthapur, Hyderabad.
Therefore, all the DEOs in the State are directed to verify the cumulative records and registers, teacher handbooks subject wise, teachers handbooks on LEP and learning outcomes as per the list furnished vide ref. cited as well as delivery challans furnished by the printer with the Sectoral Officers and Nodal Officers and arrange transport to all the schools through MEOs.
However, the same proceedings vide ref. cited along with a list of modules and number district wise is once again enclosed for ready reference. The number of cumulative records and teacher handbooks received against the number prescribed from each district needs to be furnished in the following proforma. The DEOs are directed to send one of the Sectoral Officers with the above details to the O/o C&DSE on 26.08.2017 for the meeting to discuss the same along with progress on LEP activities. In case Sectoral Officers are not positioned Nodal Officers or one Headmaster shall be deputed without fail.
The above information is very much essential for releasing the payments to the printers from the Director, Government Text Book Press. Vide ref. cited, it was informed that the transportation charges shall be met from the SSA and RMSA budget available with DEOs.

All the District Educational Officer and E.O. Project Officers of RMSA and SSA am hereby informed that, vide reference 1 to 3 cited, the Director, Govt. Textbook Press was requested to print and transport the Cumulative Records, Cumulative Registers, Teacher Handbooks / Modules in various school subjects. CCE(DCEB), Handbooks on Co-curricular activities to the DEOs to inturn transport to the schools.
All types of Schools under Government Management i.e., Govt. Local Bodies, Model Schools, KGBVs. Ashram Schools and all types of Residential Schools under various managements need to be issued with the Modules and Cumulative Records and Registers.
In this regard the Govt. Textbook Press has printed and transported to the Districts in two-ways i.e., all the cumulative records for primary (Class I to V and Upper Primary / High Schools (Classes VI to X) have been transported to 31 districts as per the indent (District-wise number is enclosed).
Further, the teacher handbooks have been transported to the erstwhile 10 districts whom the new districts will collect the handbooks as per the number enclosed from the erstwhile districts and distribute them to the schools. The Teacher Handbooks printed and transported to the districts vide reference.. and 3. cited is enclosed. In this regard the district-wise number of copies of handbooks. item-wise along with cumulative records for the primary and upper primary is enclosed.
The DEOs are directed to verify the reach of correct number of handbooks and cumulative records as per the module-wise number enclosed with Sectoral Officers of SSA and Nodal officers and certify based on which the DEO countersigned and send the copy to the Direct., RMSA & SSA so that the some may be informed to the Director, Govt. Textbook Press for releasing the payments.
Any desertification will be viewed seriously and all the schools shall receive the teacher handbooks and cumulative records. Any wrong certification would amount to misconduct and amounts will he recovered from the concerned officers.
The earlier experience is that the reaches of modules to the districts have not been verified and most of the schools have not received the modules and the printer is claiming that he supplied modules correctly as per the number. Therefore stock verification and entry into Registers must be made before sending modules to all schools.
Each Teacher Handbook f module @2 copies may be given to each school to keep in the school library. However, in the case of I.EP modules, 3 copies per school have to be provided. Accordingly, the number was printed and transported. Once verification is over, the DEOs of erstwhile districts to inform the DEOs of other districts to dispatch the modules as per the number enclosed.
All the DEOs are requested to send the modules to the schools through concerned MEOs duly meeting the transport from available SSA funds in cove of Primary and Upper Primary Schools and from RMSA in case of High Schools. MEOs must maintain the acquittance to ensure delivery at the school point.
The cumulative records have been printed for the Primary (I to V) and for Upper Primary / High School students (VI to X) to the classes of I & II and VI & VII based on U-DISE 2016-17 Enrollment whom the cools have not been issued earlier. These Cumulative Records hove been printed in Telugu, Urdu, and English for the students studying in these mediums.
Further 10% excess have been printed and provided to districts over and above of U-DISE enrollment. The Cumulative Records supplied earlier and issued to the students shall be continued with filling information appropriately and shall not be exchanged with new cumulative records. The enrolled children of Class I, II and VI & VII may be given along with newly enrolled students in other classes.
Along with Cumulative Records, Registers for Central Marks. consolidation of annual grade register for primary, upper primary also has been printed and transported. These records shall be given to the schools as per I. the number per school as enclosed. The district-wise number of Cumulative Records and Registers in Telugu. English and Urdu have enclosed foe all the 31 districts. MEOs must maintain the acquittance to ensure delivery at the school point.
Therefore all the DSOs in the state are directed to verify the Cumulative Records and Registers and teacher handbooks/ modules (medium wise) as per the list enclosed as well as delivery challan by the printer with Sectoral officers of SSA and Nodal officers and arrange transport to all the schools through MEOs. The DEOs of newly formed 21 districts are directed to receive the teacher handbooks from the DEO of erstwhile district and transport to all the schools as per the number.
All the DEOs are requested to send action taken report duly certifying a number of modules, Cumulative Records and registers received and supplied to all the schools before 23rd, August 2017 without fail.
