Monitoring Committees Roles, Functions for Toilets and Drinking Water

Monitoring Committees Roles, Government of Tealgnana State, School Education Department monitoring mechanism developed for maintenance of toilets in hygienic conditions and providing drinking water facility to all Schools in Telangana State and the department has constituted the Committees at State, District, Mandal and Village Level for monitoring of the Scheme and maintenance of toilets and drinking water facility in the schools of  Telangana State.

A. Village Level Committee Roles and Functions

Roles and Functions of Village Level Committee are as follows:
The Village Level Committee will meet every month and monitor/review and coordinate  on  the following activities:

  1. Review the present status of running water to school toilets separately for boys and girls and drinking water facility in the school apart from availability of power supply, construction of kitchen sheds and compound walls and implement action of Haritha Haaram programme.
  2. Identify the bottle necks, issues if any and bring to the notice of the Mandal Level Committee as and when the issue is noticed for immediately  resolving of the issue.
  3. Give proper training to the children in maintaining of hygienic conditions in and around the school toilets.
  4. Take appropriate action against vandalism of Water, Sanitation and Hygiene (WASH) and other facilities in  the schools through School Management Committees.
  5. Ensure timely payment to the concerned and review the expenditure on monthly basis.
  6. Identify  special steps needed including innovations to ensure functional toilets in the school.
  7. Plan and obtain liberal private and Civil Society Organizations Partnership in improving the school sanitation and other facilities.
  8. The Convener, Village Level Committee should communicate the details of the implementation of Village School Sanitation programme and other facilities in a specified format to the Convener of the Mandal Level Committee on monthly basis in the specified proforma.

B. Mandal Level Committee Roles and Functions

Roles and Functions of Mandal Level Committee are as follows:
The Mandal Level Committee will meet bi-monthly and monitor/review and coordinate the following activities:-

  1. Develop Mandal Annual Action Plan on School Sanitation by integrating the targets, plans and funds of SSA, RMSA, Municipal Administration Department, RWS&S and other line Departments and also include drinking water, power supply, construction of kitchen sheds & compound walls in the School apart from the implementation of Haritha Haaram Programme.
  2. Review the progress of implementation of Mandal Annual Action Plan on School Sanitation and other facilities mentioned above.
  3. Identify the bottle necks and  villages which are lagging behind and issue special instructions and orders to the School Headmasters concerned and departments concerned for expediting the implementation of the Action Plans.
  4. Build coordination, convergence between all the line departments for smooth and quality implementation of Mandal Level Action Plans.
  5. Undertake joint field visits to the Mandal to monitor the functioning of school sanitation facilities and other facilities.
  6. Take appropriate action against vandalism of Water, Sanitation and Hygiene (WASH) and other facilities in the  schools through School Management Committees
  7. Ensure timely release of funds for school sanitation and other issues and review their expenditure on monthly basis.
  8. Identify special steps needed including innovations to ensure functional toilets and other facilities in all the  Schools in the Mandal.
  9. Analyse and take policy and programme decisions based on the helpline calls received from school children on school sanitation and other issues.
  10. Plan and obtain liberal private and Civil Society Organizations Partnership in improving the school sanitation  and other facilities in all the villages. Monitoring Committees Roles
  11. Implement the School Sanitation Awards Scheme in the Mandal.
  12. Organise field exposure visits to other Mandals to learn and share good and innovative models being implemented on school sanitation and other issues including their documentation.
  13. The Convener, Mandal Level Committee should communicate the details of the implementation of Mandal School Sanitation Programme and other facilities in specified format to the Convener of the District Level School Sanitation Committee on monthly basis in the specified proforma

C. District Level Committee Roles and Functions

Roles and Functions of District Level Committee are as follows:
The District Level Committee will meet on a quarterly basis and monitor/review and coordinate the following activities:

  1. Develop District Annual Action Plan on School Sanitation by integrating the targets, plans and funds of SSA, RMSA, Municipal Administration Department, RWS&S and other line Departments and also include drinking water, power supply, construction of kitchen sheds & compound walls in the School apart from the implementation of Haritha Haaram Programme.
  2. Review the progress of implementation of District Annual Action Plan on School Sanitation and other facilities.
  3. Identify the bottle necks and Mandals lagging and issue special instructions and orders to the Mandal Educational Officers concerned and departments concerned for expediting  the implementation of Action Plans.
  4. Build coordination, convergence between all the line departments for smooth and quality implementation of district level action plans on school sanitation.
  5. Undertake joint field visits in the district to monitor the functioning of school sanitation and other  facilities in the districts.
  6. Take appropriate action against vandalism of Water, Sanitation and Hygiene (WASH) and other facilities in the  schools through School Management Committees.
  7. Ensure timely release of funds for school sanitation and other issues and review their expenditure on monthly basis.
  8. Identify special steps needed including innovations to ensure functional toilet and other facilities  in all the schools in the district.

D. State Level Committee Roles and Functions

Roles and Functions of State Level Committee are as follows:
The Committee constituted at the State level will meet once in 6 months and monitor / review and coordinate the following activities:

  1. Develop State Annual Action Plan on School Sanitation by integrating the targets and plans of SSA, RMSA, Municipal Administration Department, RWS&S and other line departments and also include drinking water, power supply, construction of kitchen sheds & compound walls in the School apart from the implementation of Haritha Haaram Programme.
  2. Review the progress of implementation of State Annual Action Plan on School Sanitation and other facilities  in all the  districts including financial expenditures and releases.
  3. Identify the bottle necks and Districts lagging behind  and issue special instructions and orders to the District Collectors and Departments concerned for expediting  the implementation of the District Action Plans on school sanitation and other facilities.
  4. Build coordination, convergence between all the line departments for smooth and quality  implementation  of  State  and  District  level  Action  Plans  on  school sanitation and other facilities.
  5. Undertake  joint  field  visits  to  the districts  to  monitor  the  functioning  of School Sanitation and other  facilities in the districts.
  6. Ensure smooth and timely disbursement of funds to all the districts for school sanitation and other  issues and review their expenditures.
  7. Identify special steps needed including innovations to ensure functional toilets and other facilities  in all the schools in the State.
  8. Analyse and take policy and programme decisions based on the helpline calls received from the school children on school sanitation and other  issues.
  9. Plan and obtain liberal private and Civil Society Organizations’ Partnership in improving the school sanitation and other facilities in all the  districts.
  10. Monitor the Implementation of the School Sanitation Awards Scheme in all the Districts by guiding the District Award Committees.
  11. Organise field exposure visits to Districts / other States to learn and share good and innovative models being implemented on school sanitation and other  issues including their documentation. Monitoring Committees Roles
