The APSSR governs the recruitment, transfer, promotion, and retirement of teachers in the state. Seniority is a crucial factor in determining the eligibility of a teacher for promotion.
In Andhra Pradesh, seniority is counted based on the length of service, qualifications, and performance. The APSSR defines the criteria for counting seniority and how it is to be calculated. It is important to note that seniority does not guarantee promotion.

The APSSR also provides for the reservation of posts for SC/ST and OBC candidates. This is in line with the constitutional provisions for the protection of the rights of the marginalized sections of society. The reservation policy is applicable to all categories of teachers, including those eligible for promotion.

In regulated services, seniority counting is often used as a means of determining promotions because it is considered a fair and objective method of evaluating an employee’s ability to perform at higher levels. This approach is also seen as a way to reduce favoritism and political influence in the promotion process.
However, the use of seniority counting in promotion decisions can have some drawbacks. It can discourage employees from seeking new skills and experiences, and limit opportunities for innovation and growth within the organization. Additionally, it may lead to the promotion of employees who are not well-suited for higher positions, simply because they have been with the organization for a longer period of time.

The attention of all the District Educational Officers in the state is invited to the reference read above wherein details guidelines have been issued conducting of promotion counseling for the post class I of A.P.S.E S.S School Assistant/Language Pandit Gr. I, Physical Directors Gr .II and L.F. L Head Master of Primary School and also director to issue instructions to the Head Masters /In charge Head Masters to relieve their teachers , who got promotion on 19 . 12 2001 .
All the District Educational Officers in the state are informed that as per the A.P State and Sub-ordinate Service Rules 1996 under 33 (b) states as follows.
The appointing authority may at the time if passing on orders appointing two or more persons simultaneously to a service fix either for the purpose of satisfying the rules of reservation of appointments or for any other reason the order of preference among them and where such orders have been fixed seniority shall be determine in accordance with it.
Provided further that order of merit or order of preference indicated in a list of selected candidates prepared by the Public Service Commissioner or other Selecting Authority shall not be disturbed inter se with reference to the candidates position in such lists or panel while determining the seniority in accordance with this rules and notional dates of commencement of probation to extent necessary shall be assigned to the persons concerned with reference to the order of merit or order of preference assigned to them in the said list.
In view of the above rule provision the District Educational Officers are hereby informed that the seniority to the class I officers of A.P.S.E.S.S. i.e. School Assistants /Language Pundits Gr. I,/ P.D. Gr.II who were promoted shall be fixed on the basis of their seniority in class III officers of A.P.S.I.S.S. i.e SGBTs, Pandits Gr.II and PETs etc., if the candidates have joined in the promotion posts within fifteen days from the date of receipt of promotion orders.
The seniority in promotion post shall not be fixed on the basis of date of joining of these candidates in the promotion posts, but only on the basis of the seniority in the feeder cadre if they have joined within fifteen days from the date receipt of promotion. –
