The attention of the all the Regional Joint Directors of School Education in the State is invited to the reference 4th read above, wherein instructions were issued to all the District Educational Officers in the State to identify surplus Headmasters and Teachers and take up work adjustment of Headmasters and Teachers working in Primary School, Upper Primary Schools and High Schools duly constituting a Committee at District Level and also instructed to complete the Work Adjustment exercise on or before 31.12.2016.

The attention of all the District Educational Officers in the State is invited to the reference 1st and 2nd read above, wherein Government has issued norms and rules for the Rationalization of Schools/ Posts and Teachers working under Government/ M.P.P / Z.P.P. schools. Proposals are submitted to the government for revising the said norms. And the issue is under examination.

Now, Government in the reference 4th cited has permitted the Commissioner of School Education to take up work adjustments of surplus teachers for the year 2016-17 duly following the rationalization norms.

There are certain schools with surplus and deficit teachers compared to the enrolment in those schools. Consequently, there is workload burden in schools with high enrolment but low TPR, while there are surplus teachers In some schools with low enrolment.

Optimum deployment and utilization of surplus teachers will ensure the availability of subject teachers as per the requirements, helps to improve the learning outcomes m schools, increase pass percentage in the coming academic year in Government / Z.P.H. Schools and also helps to increase the enrolment of students in Government Schools.

In view of the above, all the District Educational Officers are instructed to identify surplus Headmasters and Teachers. They are also instructed to take up work adjustment of Headmasters and Teachers working in Primary School, Upper Primary Schools and High Schools duly constituting a Committee at District Level. The Committee may be comprised of the following:

• District Educational Off1cer · Chairman
• Deputy Education Officer (Concerned Division) · Member
• Manda! Educational Officer (Concerned Manda!) – Member.

(I) The following criteria are to be adopted for providing surplus teachers on work adjustment basis duly arriving at need as per priority given below:
(a) U DISE with Cut off date:
For this exercise, Aadhar Seeded integrated U-DISE with cut off date as of 30.11.2016 may be utilized for arriving at the justification of staff.

(b)  Teacher Pupil Ratio
Teacher Pupil Ratio as per Right to Education Norms i.e.
Primary Schools 1:30,
Upper Primary Schools 1:35 and
High Schools 1:40.
The surplus teachers may be adjusted keeping this in view.

(c) Availability of subject teachers In all High Schools and U.P. Schools (to the extent possible).
(d) For Success, Schools allot 7+7 teachers provided enrolment at 240 for each media.

(e) Provide Five teachers in Primary Schools with over 80 enrolments in line with Govt. orders referred 3 above. Proposals for redesign at ingredients such schools as Model Primary School may be submitted
(f) Surplus teachers may also be utilized fn Model Schools if they are qualified and capable of teaching in English Medium.

(II) All the District Educational Officers are instructed to take up the following steps for Work Adjustment.
(a) Identify the Surplus Teachers on the above criteria, category & School wise.
(b) Salaries should be drawn at their original places of postings only.
(c) In the current work adjustment, it is not proposed to close down any nonviable Primary, Upper Primary, and High School and it will also not to affect 10th class performance of the schools from where surplus teachers are to be sent to needy schools as they are identified as Surplus and the services of such surplus teachers are very much needed in the proposed schools for best utilization.
(d) All surplus teachers should work on work adjustment till the end of this academic year 2016-17 and shall go back to their original places of post on the last working day of the said Academic Year.
(e) All the needy vacancies are to be filled with surplus teachers within the Mandal or neighboring Mandals that too within the division, except if required out of the division.
(f) The work adjustment exercise should be completed on or before 31-12-2016 without fail.

Therefore, all the District Educational Officers are instructed to adhere to these instructions scrupulously. They shall not give any scope for any kind of delay in the process. Regional Joint Directors of School Education shall monitor closely the above process with the District Educational Officers under their jurisdiction and report compliance promptly. This reference should be treated as Most Urgent.

The attention of all the Regional Joint Directors of School Education and District Educational Officers in the State are invited to the references read above wherein the Government has issued for regulation of transfers rules 2015-16 and in pursuance of the orders and related guidelines the following action was taken.

I. The action was taken till now:

  1. Rationalization in respect of the identified Adarsha Pradhamika Paatasala (ModelPrimary School) taken up as per the norms issued by the Government.
  2. For all the Primary Schools (other than Model Primary Schools) including the positively consolidated schools, the norms prescribed in G.O.Ms.No.55 Edn., Dated:23.04.2011 are followed.
  3. Where the enrollment is <10, and where there is no other Government School within the 1 Km radius to adjust the students, a primary school is provided & Continued in line with RTE requirements.
  4. The rationalization exercise for Upper Primary and High Schools is not taken during this year. All the vacancies in the Upper Primary and High Schools were opened and displayed irrespective of need.
  5. It was informed to all the concerned that, after completion of transfer exercise, if the need was not established in the transferred school such teachers will be adjusted to the schools where there is a requirement, on work adjustment basis till the end of the academic year.
  6. Transfers taken up through online web counseling and transfer orders are issued.

II. Action to be taken:
i) Redressal of grievances received from the teachers transferred through online web counseling and the issue of orders with regard to the redressal of grievances of teachers
ii)(a) As per Rule 19(1) of G.O.Ms.No.63 Edn., Dt.31-08-2015 with regard to relief of teachers “The Headmaster Gr.II Gazetted I Teacher who are on transfer shall be relieved within 7 days from the present place of working on receipt of the transfer orders and he/she shall join in the new school where they are posted on the next day of the issue I receipt of orders. Provided the Teachers (including subject teachers) who are transferred under Transfer Counseling shall be relieved subject to the condition that there shall be 50% of regular teachers (fraction shall be treated as one) working in the school and also only the senior-most Teachers (including subject teachers) shall be relieved”.
(b) It is brought to notice of Commissioner of School Education, Andhra Pradesh, Hyderabad that some of the teachers who have opted for a transfer to a specific place and to whom the transfer orders are issued are not relieved from schools for want of substitutes
(c) Therefore, Craft teachers I Vocational instructors and Physical Educational Teachers who have participated in the online web counseling and whose transfer orders are issued may be relieved to join in the new places, even if substitutes are not available. Similarly where one subject teacher is available to cover the subject concerned the second teacher may be relieved.

iii) Assessment of surplus teachers on the basis of working strength is to be arrived at.
iv) Assessment of needy schools and category wise teachers duly taking requirement of posts I teachers in Upper Primary and High Schools as per the norms proposed to Government (which is already communicated to the DEOs) to ensure teacher-pupil ratio in the classroom & school level.

The process to be followed:
Guidelines for Surplus Teachers Identification and Work Adjustment
(i) The following criteria are to be adopted for providing surplus teachers on work adjustment basis duly arriving at need as per priority given below:

  1. As per Teacher Pupil Ratio, as per Right to Education Norms i.e. Primary schools 1:30, Upper Primary Schools 1:35 and High Schools 1:40.
  2. Upper Primary School requirements in VI and VII Classes and also in upgraded Upper Primary Schools from VI to VIII Classes.
  3. For High Schools where the class/section strength is more than 50.
  4. Deputation of qualified surplus teachers to DIETs / CTEs / 1.A.S.Es as per requirement, etc.,
  5. Providing academic monitoring support to Mandal Educational Officers /Deputy Educational Officers.

(ii) The identified Surplus teachers shall have to exercise online web options for posting to needy schools on a work adjustment basis.
(iii) For surplus teacher allocation, the seniority as prepared during the transfer counseling shall have to be strictly utilized.
(iv) Due to technical reasons some of the female teachers I Headmasters could not be accommodated in Girls High Schools. Further Language teachers Urdu/Telugu could not be transferred against the language concerned. Such teachers who have applied in the grievances link & whose grievance could not be settled for want of vacancies etc. may also participate in the web options during the allocation of surplus teachers.

Schedule of Activity:
Schedule for Work Adjustment of Surplus Teachers: In view of the above, the following is the schedule of the activity is to be followed.

  1. Uploading the list of the schools I institutions and category of teachers needed/ required in the school in the formats annexure-1 & II provided in the web on or before 05.12.2015.
  2. Display of seniority list and need-based places in the web on 06-12-2015.
  3. Exercising web options by a surplus teacher from 07-12-2015 to 09-12-2015.
  4. Issue of web-based allotment order to surplus teachers to needy places on 11-12-2015.

Therefore, all the Regional Directors of School Education and District Educational Officers are instructed adhere to instructions/schedule scrupulously and ensure not to give any scope for any kind of complaint. These are the details of Rc 25 Surplus Teachers Work Adjustment.

All the Regional Joint Directors of School Education and District Educational Officers in the State are informed that Government vides G.0.Ms.No.39 Education (Ser.II) Department, Dated:07.08.2015 to G.O.Ms.No.51 Education (Ser.II} Department, Dated:07.08.2015 have issued orders for the Establishment of Model Primary Schools in the State.

The government have also issued orders in G.O. Ms. No.63, Education(SER.11) Department dated: 31.08.2015 to facilitate and regulate the transfers of Headmasters Grade-II (Gazetted) and teachers working in Government I ZPP I MPP schools.

Accordingly, rationalization exercise was undertaken in Primary Schools. Transfers If teachers in all categories of schools i.e. Primary Schools, Upper Primary and High Schools were taken up. For transfer exercise, all vacancies were opened irrespective of need in view of the ensure work adjustment subsequent to transfer affecting. Consequently, teachers were transferred and are working in locations where there is no need or justification.

As per the information submitted by the District Educational Officers, the district wise status of surplus Teachers (SGTs & SAs) based on the working strength and requirement of Teachers in the respective category of schools is provided in the annexure. As such there are totally of 9674 surplus teachers including 3696 and 6078 in the category of SGT and SA respectively.

In view of the above, and in partial modification of orders issued earlier, all the District Educational Officers in the State are instructed to take up the work adjustment of 3696 surpluses SGTs teachers working in Primary Schools duly constituting a Committee at District Level. The Committee may be comprised of District Educational Officer as a Chairman, Deputy Educational Officer (Concerned Division) as a Member and Mandal Educational Officer (Concerned Mandal) as a Member.

In view of 10th Class Public Exam and the possible need for subject teachers and in view of Formative & Summative exams for 9th class as per G.0.Ms.No.82 School Education (Prog.11} Department, Dated:29.10.2015, School Assistants may be provided on work adjustment to such High Schools.

The following criteria are to be adopted for providing surplus teachers on work adjustment basis duly arriving at need as per priority given below:

1. As per Teacher Pupil Ratio, as per Right to Education Norms i.e. Primary schools 1:30, Upper Primary Schools 1:35 and High Schools 1:40.
2. Placing the teachers to needy school temporarily within the Mandal or to neighboring Mandal on a work adjustment basis. The above process shall be complete on or before 15.01.2016
