Teachers have been warned that stringent action will be taken if mobile phones are taken into the classroom. Teachers have been instructed to submit their phones to the office before heading to the classroom. It has been decided that strict action will be taken in violation of this provision.
Even in the classroom, teachers are talking on phones. This matter has come to the Educational Officers. That is why the decision was taken by the DSE officials. The use of mobile phones in the classroom is disrupting the reading environment. So, Teachers should not use Cell Phones in Class Rooms.

Rc.733 Use of Cell Phone is Prohibited in Telangana Educational Institutions: The Commissioner of School Education Telangana State issued proceedings Rc.No.733 on December 31, 2014, for implementation of recommendations of the Committee relating to Safety and security of Women and Girls in Telangana State.

Some other proceedings were given on “Teachers should not use Cell Phones in Class Rooms (Don’t Use Cell Phone in Class Rooms) by the DSE Telangana Officials – TS Proceedings

As per TS DSE, Rc.733 Dt:31-12-2014: Use of Cell phones(teachers&Students) in Educational Institutions is prohibited during working hours due to the Security & Safety of women and Girls in Telangana. Teachers have to make arrangements to deposit their mobiles safely at Schools. This proceedings details as follows.

Reiterating the 2016 order, the Telangana state education department has issued a new order to ban mobile phone usage by teachers in the classrooms of the government schools on July 16. As per an order by DSE, disciplinary action will be carried out against the teachers who use mobile phones during the classes.

Officials found in numerous inspections that the teachers are using mobile phones while taking classes in the presence of the students and even use mobile applications in addition to calling and texting while teaching.

“This affects the quality of education in schools. Even as an order has been stated in the past, the condition did not change and it became really important to reiterate the order with a warning of disciplinary action. As per the inspection by the senior officials, it has been found that often the teachers are indulged in using social media applications due to which the teaching gets affected in classes.

Even after several warning, the teachers kept using the phone and therefore disciplinary action against such teachers should be carried out. We are also planning to give a similar order soon,” according to officials.

All the Regional Joint Directors of School Education and all the District Educational Officers in the State are invited to the references read above and informed that an article is published in Andhra Jyothi newspaper on.11.07.-2020 with subtitle “Tharagathi Gadhilo Cell Phonela Motha” in which a teacher at ZPHS Morkoda(Vill), Aallapalli (M), Bhadradri Kothagudem Dist was spending more than 10 minutes on talking on Mobile Phone in the classroom.

Use of cell phones in the classroom by teachers distracts the attention of students and the student will emulate such habits from teachers and will affect the educational activities and the students will not be able to pay attention in classroom.

In order to instil discipline among the teachers and students; all the Regional Joint Directors of School Education and District Educational Officers in the State are instructed to issue instructions to all the concerned that

The HM/Teachers should not use cell-phones in the classrooms instructional hours and the students also should not be allowed to use cell phones in classrooms

Therefore, they are once again requested the above instructions should be followed scrupulously and any deviation will be viewed seriously – Ban on usage of cell phones in Classrooms

DEO Mahabubabad Proc.Rc.No. 01/SSA/2016 Date: 30-10-2016: All the HMs shall instruct the teachers to deposit their mobile phones in the office room during the school hours as per the orders in force. Otherwise, disciplinary action will be initiated against the teachers who use mobile phones during instructional hours. But, the HMs may use the mobile phone for receiving and responding to official communication. However, they should not use the mobile phone in the class rooms during their teaching.

Subject: Implementation of Recommendations of the Committee relating to Safety and security of Women and Girts in Telangana State.

All the RJDSEs / District Educational Officers are informed that the Committee relating to Safety and security of Women and Girts in Telangana State has submitted certain recommendations to the Government one of the recommendations is to see that use of cell phone in educational Institutions is prohibited.

In view of the above the Regional Joint Director of School Educations and District Educational Officers in the state are directed to issue the following instructions to all the schools under all managements working under their jurisdictions.

1) Neither the teacher nor the student shall be permitted to carry cell phones/mobile in the classroom.
(2) All the schools – Managements shall make separate arrangements for depositing mobiles – phones either in the staff room or with the watchmen & Ward / Security.

Further, the staff of the Institutions may be directed to deposit the cell phones with the head of institution during the working hours and it would be the responsibility of the head of the institution to ensure this.

The District Education Officers are also instructed to issue to all the educational institutions to conduct the parents meeting on the above.

Therefore, all the Regional Joint Director of School Educations / District Educational Officers are requested to ensure adherence the institution’s issue for strict implementation of recommendations of the committee for safety and security of women and girls in the school. They are requested to review the above items with the inspecting officer from time to time.

All the Head Masters of Secondary Schools, Mandal Educational Officers and Deputy Educational officers of this district are hereby informed that there is a video conference held with the Director of school education ts, Hyderabad on 20.11.2015.

He has issued certain instructions to all the District educational officers stating that it has come to the notice of the director of school education that the teachers all are using the cell phones during the working period of schools it causes inconvenience to the students and other teachers and to the classes and

instructed to issue instructions to all the inspecting officers as well as headmasters of secondary schools to see that nobody should use the cell phone in the school premises during the school hours if any cases noticed the action will be initiated upon the concerned as per rules.

In this connection the Dy. Educational Officers / Mandal Educational Officers / Head Masters are informed to give instructions to the teachers Don’t use cell phones in classrooms.

Further, they are informed to instruct all the teachers not to work in Private schools/Colleges / Tuition centres / Coaching centres. Any deviation in this matter will be viewed seriously. – Rc.733 Copy

Andhra Pradesh Govt Bans Usage of Mobile Phones in Classrooms

Government of Andhra Pradesh has prohibited the use of mobile phones in classrooms across the state. The decision was taken after noticing that the use of mobile phones among students and teachers distracts the students and diverts them from learning. Hence the decision is taken to ban the usage of cellphones.

A meeting was chaired by state Education Minister Botcha Satyanarayana earlier this month wherein the decision was taken wherein the agreement among teachers,

union representatives and education experts was to prohibit the usage of phones in the classrooms as mobile phones are consuming the valuable time of the class and diverting the attention of students and teachers away from academic activities.

The government has laid down strict measures to regulate the usage of phone in classrooms. The teachers are not allowed to take mobile phones into classrooms for personal use during instructional hours and

instead they must submit their phones, keep it on silent mode with the headmaster immediately upon arriving in the school premises.

Not only teachers, students are restricted from bringing mobile phones into classrooms. Incase of an emergency, they must receive prior permission from the teacher.

For those who commit the offence for first time, mobile phone will be confiscated by the headmaster and kept in the main office till the end of the day. Before they take the phone, the teacher must give an undertaking to not repeat.

For second time offence, mobile phone will be confiscated by the headmaster and kept till end of the day. Mandal Education Officer will be informed about the offence. Only after the discussion with the MEO and a warning, they can take the phone back.

For third time offence, mobile phone will be confiscated and sent to District Education Officer. After the offence is recorded and a discussion, teacher can take the phone back as per reports.
