Telangana Gender Resource Centre, TS G.O.MS.No.6.; Dated:12-11-2015: Telangana State Government, Women, Children, Disabled and Senior Citizens Department has issued a government order for Constitution of Committees to deliberate various issues relating to implementation of Gender Resource Centre (GRC)

ORDER:
Taking cognizance of the alarming increase in crimes against young girls and women in the society, the Government at the highest level decided to constitute a high level committee to study the various issues relating to the Safety and Security of Girls and Women in Telangana State. The Telangana Government recognizes the fact that the safety and security of women is closely linked to the overall well being and empowerment of women.

The Committee so constituted vide reference 1st cited held meetings and had prolonged discussions with all concerned sections in society and submitted a comprehensive report to Government vide reference 2nd cited. One of the main recommendations of the Committee was to constitute a Gender Resource Centre at the State Level, under the overall Supervision of Hon’ble Chief Minister.

In order to supervise, review, evaluate and oversee directives of State regarding the Safety and Security Women and other gender related issues, the following three committees are constituted.

A. State Level Governing Body of the Gender Resource Centre

  • Chief Secretary to Government: Chairperson
  • Director General of Police : Member
  • Principal Secy to Health& Family Welfare : Member
  • Principal Secy to Higher Education: Member
  • Principal Secy to School Education: Member
  • Principal Secy to Finance: Member
  • Principal Secy to Labour: Member
  • Principal Secy to Transport : Member
  • Principal Secy to Rural Development : Member
  • Secretary Law: Member
  • Two eminent NGOs, who have done Previously work in this area : Members
  • Chairperson of the Committee on issues relating to Safety and Security of Women & Girls in Telangana State: Member
  • Principal Secretary/ Secretary, Women& Child Welfare :Member/ Convenor

Functions of the Governing Body:
(i) The State Level Governing Body shall supervise, review and evaluate the implementation and oversee the monitoring of programs, schemes, activities and strategies relating to safety and security of women and girls and any other gender related issue in the State of Telangana.
(ii) The Committee shall facilitate interdepartmental coordination
(iii) The Committee shall review the action taken to prevent crime against women and girls in the State.
(iv) The Committee shall review the existing orders for the safety and security of women and suggest policy changes in the existing order.

Frequency of meetings:
The State Level Governing Body shall meet on quarterly basis without fail.

B. State Level Executive Body of the Gender Resource Centre:

  • Principal Secretary/ Secretary,Women& Child Welfare: Chairperson
  • Addl Director General,Law & Order : Member
  • Commissioner, H&FW : Member
  • Commissioner, Higher Education: Member
  • Commissioner& Director, Education: Member
  • Commissioner, Social Welfare :Member
  • Commissioner, Transport : Member
  • Commissioner, Labour : Member
  • Inspector General, CID: Member
  • Commissioner, Prohibition & Excise: Member
  • CEO, SERP: Member
  • Member Secretary, SLSA: Member
  • Chairperson of the committee on issues relating to Safety and Security of Women & Girls in Telangana State: Member
  • Two NGOs, who have done work in this area : Members
  • Commissioner/ Director, Women& Child Welfare: Member/ convenor

Functions of the Executive Body

  • State Level Executive Body shall monitor the implementation of the suggestions/directions of the State Level Governing Body.
  • The SLEB shall undertake social research and policy analysis on problems and processes of gender development.
  • The SLEB shall conduct gender audit in related departments and programs.
  • The SLEB shall review the progress the cases related to gender issues registered by the Police Department at the State Level.
  • The SLEB shall monitor the functioning of the One Stop Crisis Centre and Women Helpline at the state Level.
  • Any other item as directed by the State Level Governing Body.

Frequency of meetings:
The State Level Executive Body shall meet at least once in a month without fail.

C. District Level Task Force Committee of the Gender Resource Centre

  • District Collector : Chairperson
  • Additional Joint Collector : Member/ Convenor
  • Superintendent of Police : Member
  • District Legal Services Authority : Member
  • District Medical& Health Officer : Member
  • Project Director, DRDA : Member
  • District Educational Officer : Member
  • Principal of the Identified College : Member
  • Deputy Commissioner of Labour : Member
  • Dy Commissioner/Asst., Commissioner Excise : Member
  • Dy Commissioner, Transport: Member
  • Depot Manager, RTC: Member
  • Project Director, DW&CDA: Member
  • Two NGOs who have done good work in this area : Member

Functions of the Task Force:

  • The Committee shall monitor the implementation of decision of the State Level Governing Body and State Level Executive Body at the district level.
  • The Committee shall facilitate awareness generation on gender issues and promote gender sensitive programs, policies, laws and schemes at District Level related to women and girl.
  • The Committee shall review the cases relating to crime against Women & girls registered by the Police Department at the District Level
  • The Committee shall monitor the functioning of the One Stop Crisis Centre at the district level.
  • Any other item as directed by the State Level Executive Body or any other Safety and Security gender issues at the district level.

Frequency of meetings:
The District Level Gender Resource Centre shall meet at least once in a month without fail.

Gender Resource Cell:
For the implementation of the directions/suggestions of the above committees and any other issues related to Safety and Security of Women and other gender related issues, a cell is constituted in the office of the WD&CW office called the Gender Resource Cell. This cell will be headed by the Director WCD, who will be the Ex- officer Director of the Gender Resource Cell.

Initially the Centre shall function from the O/o Director, Women Development & Child Welfare Department with the existing staff of the State Resource Centre for Women (SRCW).
