Govt raises TS Employee Retirement Age (TS Employee Age of Superannuation) from 58 to 61 Years. Chief Minister of Telangana has announced 11th Pay Revision Commission in Assembly. Fulfilling the expectations of the Telangana government employees, Chief Minister has announced implementation of the 11th Pay Revision Commission (PRC) with 30% fitment and increasing the retirement age to 61 years from 58 years, as promised before 2018 elections.

All the State government employees, teachers, pensioners, contract and outsourced staff, vidya volunteers, KGBV and Sarva Shiksha Abhiyan staff, ASHA and Angawadi workers, SERP employees, home guards, VRAs, VAOs, daily wagers, work-charged staff and grant-in-aid workers, totaling 9,17,797 would benefit from the pay revision.

The new PRC would be implemented from April 1 next and the arrears for the previous 12 months would be paid along with their retirement benefits. The process of promotions to all eligible employees was completed 80% and the remaining would be completed soon. Similarly, promotions and transfers of teachers too would be taken up soon and for the purpose the government was sanctioning 10,000 new school assistant and headmasters’ posts. Process for filling the vacancies caused by promotions of employees and teachers too would be taken up soon.

Announcing the revamping of employees health scheme (EHS), the Chief Minister said new guidelines would be formed for improvement of the scheme and a steering committee with officials and union leaders would be set up for the purpose.

Details of Retirement GO

In a huge announcement for retired employees, the Chief Minister said the age limit for extending the 15% additional quantum of pension would be reduced to 70 years from the existing 75 years. Similarly, the maximum gratuity paid to retired employees would be increased from the present ₹12 lakh to ₹16 lakh. Besides, family pension would be extended to the employees covered under the contributory pension scheme.

He also announced extension of the 180 days paid maternity leave to the women employees working for KGBVs.

Reference: The Telangana Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2021 (Act 3 of 2021) published in Part-IV-B Extraordinary issue of the Telangana State Gazette dated 27th March, 2021.

ORDER: The following notification shall be published in an Extraordinary Issue of the Telangana State Gazette, dated 30-03-2021.

NOTIFICATION: In exercise of the powers conferred by Sub-Section (2) of Section 1 of Telangana Public Employment (Regulation of Age of Superannuation) (Amendment) Act, 2021, the State Government hereby appoint 30th day of March, 2021 as the date on which the said Act shall come into force.

As per the PRC 2021 Report (Recommendations), Telangana government has released its first pay revision committee report extending the TS Employee retirement age from 58 years to 60 years. The PRC committee, in 278 page-long report, recommended 7.5 per cent basic fitment to employees on basic pay.

Enhancement of Age of Superannuation (Retirement Age): As per the TS PRC 2021 recommendations, the age of superannuation is extended from 58 years up to 60 years. Government of India employees superannuate at the age of 60 years. A good number of major states have the superannuation as 60 years (i.e. Andhra Pradesh, Karnataka, Punjab, Gujarat, Maharashtra, Uttar Pradesh, Bihar, Chhattisgarh, etc.).

The longevity of people in general and Government employees in particular is increasing, thanks to better health care, nutrition and consciousness of health. Thus the productive age is also increasing. New recruits to the Government are joining the service at higher age due to age relaxation. Two more years in service helps them settle their children before they superannuate.

A large number of vacancies in certain important posts exist in various departments. Retirement would deplete the strength of the departments. While retaining the talents for 2 years, Government may take action to fill up the important posts on priority in this period. The Class-IV employees of the State are also superannuating at the age of 60 years as per the existing rules.

Therefore, the Telangana PRC Commission recommends to extend the superannuation age to 60 years on a regular basis which will be applicable to all the employees who are on rolls and those who would be recruited. The government can take a view on implementation date. For working out the maximum pay, the annual increment will be around 2.33 per cent. The maximum pay scale would be Rs.1.63 lakh.

For every one per cent increase in DA sanctioned by GoI, the DA to be sanctioned by the state to its employees would be 0.910 % for the DA. This will be implemented from a back date of January 1st, 2019.
