The hike in salaries was implemented retrospectively from July 1, 2018, and the new salary will be paid from 01-04-2021. This decision would benefit over 4 lakh Telangna State government employees and 2.5 lakh retired staff by June 1st, 2018. Fitment means the increase in the salaries of central and state employees in line with rising commodity prices and other expenses. The Center revises salaries every ten years and our state government every five years. The new basic pay is determined by adding the existing DA and the fitment amount to the employee’s basic pay by the due date.
However there will be a fixed pay scale (Grade in Master Scale) related to the basic pay of the employees. The employee adjusts the new base pay to the amount in that fixed pay scale i.e., grade in master scale. The total salary that means Gross Salary is calculated by adding other allowances.
For example, the basic pay of a senior lecturer is Rs.53,950 as on 01-07-2021. His 30.392% DA as on July 1, 2018 is Rs.16,396 + 30% fitment is Rs.16,185 will be rounded the new basic pay that is Rs.86,531/-. But this basic pay is not in the TS PRC master scale. This basic pay is less than Rs.85,240 and above Rs.92,050 i.e., 85,240<86,5531<92,050. If so, the above scale is given. Now, the basic Pay of this senior lecturer is Rs.92,050/ -. The full salary (gross salary) is determined by combining other allowances such as ‘7.28 per cent DA’ + ‘HRA’ + ‘CCA’ on the basic pay.

Pay Revision Commission (PRC)
TS PRC 2018 News: 30 per cent fitment announced for TS govt employees, teachers. Chief Minister KCR announced 30% fitment for all the government employees and teachers under the 11th Pay Revision Commission. The orders will come into force with effect from April 1, 2021. The superannuation age also has been increased for employees and teachers up to 61 years.
The announcement will benefit around 9.17 lakh employees working the State in terms of salary hike. Unlike the previous governments in erstwhile Andhra Pradesh, the State government has decided to implement the PRC recommendations to contract and outsourcing employees, home guards, Anganwadi and ASHA workers, SERP employees, Vidya Volunteers, KGBV and SSA employees, grant-in-aid, work charged and daily wage employees.
Further, the Chief Minister increased the gratuity at retirement for the employees from Rs.12 lakh to Rs.16 lakh. He also decided to reduce the age limit for providing the additional quantum pension of 15 per cent for the employees from 75 years to 70 years. It was decided to provide family pension to the bereaved family of employees under the Contributory Pensions Scheme, in case of untimely death of the employee. The government will soon take up inter-district transfers for government employees who are spouses.
Pay Revision Commission: After the formation of Telangana State, the first PRC (Pay Revision Commission) was constituted in May 2018 with retired IAS officer CR Biswal as its chairman to revise pay scales of the State employees. Based on the increase in lifestyles, different union’s representations have been pouring in for enhancement in salaries.
After due discussions with the committees, the PRC committee will submit its recommendations to the government. Headed by the retired IAS officer, CR Biswal, it is the first pay revision commission for the government employees after Telangana attained statehood. The other two members include C Umamaheswara Rao and Dr Mohammed Ali Rafat, also the retired IAS officers. The commission will submit its report within three months.
This PRC for the State employees was pending since 2014. The government in its order mentioned that pay scales of the State employees were revised with effect from July 1, 2013, with monetary benefit from June 2, 2014, and as per convention, the pay scales of the employees are due for revision with effect from July 1, 2018.
Promotions: The State government on Friday reduced minimum service required to attain eligibility for promotions from three years to two.
Pension on the day of retirement: In order to extend a befitting send off to a government employee on the day of his/her retirement, the State government has decided to settle the pensioner’s benefits on the same day of retirement and to provide government vehicle to see off the respective individual at his residence.
The government has decided to accord Compassionate appointments based on the age and educational qualifications of the bereaved family member within ten days. Similarly, cashless medicare services are being provided for employees and journalists in corporate hospitals. Through wellness centres, outpatient services are also made available to employees.

Telangana PRC 2015

This decision would benefit over 4 lakh Telangna State government employees and 2.4 lakh retired staff by June 30th, 2014. It was the first PRC implementation for TS Employees after the formation of Telangana. KCR announced that the Pradeep Chandra Committee will continue its work to look into such further issues in PRC. The Government Order on Telangana PRC Fitment will be issued today onwards.
