The hike in salaries was implemented retrospectively from July 1, 2018, and the new salary was paid from January 2020. This decision would benefit over 4 lakh Telangna State government employees and 2.5 lakh retired staff by June 1st, 2018.
It was the Second PRC implementation for TS Employees after the formation of Telangana. The Government Order on Telangana PRC Fitment will be issued soon.

How to Calculate Basic Pay in New PRC 2021:
From the date on which the Government will implement the PRC, Basic Pay (Basic Pay received by Employee), DA, which is the employee receives on basic pay and Fitment will be announced by the government. All these three components will be the new basic pay (Approximately) in PRC Telangana 2021.

TS PRC 2018 News: Getting ready to enforce the revised pay scales
While the Telangana State government is getting ready to enforce the revised pay scales under new PRC (Pay Revision Commission) for all 3 lakh government employees before municipal elections to be held by this year end, the economic slowdown may shatter the dreams of the employees, who are waiting for big bonanza under the new PRC.
Officials of the Finance department say that current financial position will not permit the government to sanction not more than 20 per cent fitment as against the demand for above 40 per cent by the employees.
After Chief Minister K Chandrashekar Rao directed the PRC, the first pay revision body constituted after the formation of Telangana State to submit its report within 10 to 12 days, the Finance department began analysing the current financial status of the State and the government readiness to bear the burden of enhanced pay scales of the employees under the new PRC.
Officials of the Finance department said that the government was facing severe financial crunch due to enhancement of the benefits extended to the farmers under the Rythu Bandhu and the doubled pension amount for the poorer sections from this financial year.
On the other hand, the tax collection has gone down due to economic slowdown mainly the slump in automobile and other manufacturing and services sectors at national and global level.
An outcome on the finalisation of the fitment under new PRC will come only after the government and employees’ unions arrived at a consensus. Soon after the 3-member PRC headed by CR Biswal submitted the report, the chief minister will call for a meeting with employees’ unions by this November end to finalise the new pay scales which would have to be implemented from July last year (01-07-2018). Due to delay in the submission of the report, government deferred the implementation of the new wage structure since 18 months.
Pay Revision Commission (PRC)
Chief Minister K Chandrashekhar Rao announced the setting up of a new Pay Revision Commission (PRC) for government employees with a mandate to submit its report this year so the announcement could be made in December 2019. He also announced that an interim relief for the employees will be announced soon.
Addressing reporters at Pragati Bhavan after a nearly four and half hour meeting with representatives of various employees organisations, including teachers and lecturers, the Chief Minister profusely complimented government officials and employees for their dedication, hard work and constructive contribution in the successful implementation of various government policies and programmes.
Pay Revision Commission: After the formation of Telangana State, the first PRC(Pay Revision Commission) was constituted in May 2018 with retired IAS officer CR Biswal as its chairman to revise pay scales of the State employees. Based on the increase in lifestyles, different union’s representations have been pouring in for enhancement in salaries.
After due discussions with the committees, the PRC committee will submit its recommendations to the government. Headed by the retired IAS officer, CR Biswal, it is the first pay revision commission for the government employees after Telangana attained statehood. The other two members include C Umamaheswara Rao and Dr Mohammed Ali Rafat, also the retired IAS officers. The commission will submit its report within three months.
This PRC for the State employees was pending since 2014. The government in its order mentioned that pay scales of the State employees were revised with effect from July 1, 2013, with monetary benefit from June 2, 2014, and as per convention, the pay scales of the employees are due for revision with effect from July 1, 2018.
Promotions: The State government on Friday reduced minimum service required to attain eligibility for promotions from three years to two.
Pension on the day of retirement: In order to extend a befitting send off to a government employee on the day of his/her retirement, the State government has decided to settle the pensioner’s benefits on the same day of retirement and to provide government vehicle to see off the respective individual at his residence.
The government has decided to accord Compassionate appointments based on the age and educational qualifications of the bereaved family member within ten days. Similarly, cashless medicare services are being provided for employees and journalists in corporate hospitals. Through wellness centres, outpatient services are also made available to employees.
Telangana PRC 2015

This decision would benefit over 4 lakh Telangna State government employees and 2.4 lakh retired staff by June 30th, 2014. It was the first PRC implementation for TS Employees after the formation of Telangana. KCR announced that the Pradeep Chandra Committee will continue its work to look into such further issues in PRC. The Government Order on Telangana PRC Fitment will be issued today onwards.
