As per the Proceeding Rc.No.6504, Telangana Government has accepted for the implementation of the Revised Pay Scales, 2020 to the teaching staff and no teaching staff working in the TMREIS Schools and Head office running under the Telangana Model School Secondary Education Society.

TMREIS issued orders under Revision of Pay Scales 2020 implementation for Adoption of Revised Scales of Pay 2020 to the Teaching and Non Teaching Staff working under the management of TMR Society.

The Government of Telangana have issued G.O.Ms.No.51, Finance (HRM.IV) Department, bated:11.06.2021, wherein it is ordered for implementation of Revised Pay Scales, 2020 with effect from 01.07.2018. The monetary benefit shall be allowed from 01.04.2020. As per the said Government Orders. the Revised Pay Scales shall apply to:

  • All the employees of the State Government.
  • the Employees of Local Bodies and Aided Institutions including Aided Polytechnics, who are in receipt of pay in a regular pay scale in the Revised Pay Scales of 2015; and
  • The work charged Establishment in receipt of pay in a regular pay scales in the Revised Pay Scales of 2015.

The TMREI Society is fully financed by the Government Of Telangana by means of Grant-in-Aid and comes under Aided Institutions. The TMREI Society is Administrating 204 Institutions and one Head Office i.e., O/o the Secretary, TMREI Society, Hyderabad in the state with the finances provided by the Government through Minority Welfare department of Telangana. As Such O/o the Secretary and the Institutions run by the Society come under the category of aided Institutions under clause (b) above, All the employees working in the Society as well as Institutions are drawing their salaries in the Revised Pay Scales, 2015 as approved by the Government. Hence, they are eligible for award of the Revised Pay Scales, 2020.

As per the orders issued in G.O.Ms.No. 51, Finance (HRM.IV) Department, Dt:11.06.2021 at Para (6) “Wherever statutory notifications are required to be issued for applying these orders to the employees other than Government employees, the Administrative Departments of the Secretariat concerned shall issue such notifications in consultation with Finance (HRM.IV) Department”.

The Minority Welfare department is the Administrative department for the TMREI Society and supporting orders have to be issued by the Minority Welfare Department to implement the Revised Pay Scales, 2020 to the employees of TMREI Society, The other relevant G.Os on D.A., HRA, CCA and other allowances, Automatic advancement Scheme etc., may also be made applicable to the employees of the TMREIS as per Service Rules of TMREI Society as approved by the Govt., in G.O.Ms,No.7 Minorities Welfare Department dated:08.02.2017.

Hence the corresponding time scales of pay in PPS, 2020 are to be implemented to all the Teaching and Non-Teaching Employees working in TMRE Institutions under the control of TMREI Society and to implement all the orders in connection with the Revised Pay Scales, 2020 as amended from time to time.

The following are the time scales of Pay attached to the posts of teaching and Non-Teaching in Revised Pay Scales, 2015 and their corresponding time scales in Revised Pay Scales, 2020.

In view of the above necessary proposals were submitted to the Govt. Minorities welfare Department for applicability of Revised Pay Scales 2020 in TMREIS, vide this office letter 4th read above. Accordingly the Govt. vide reference 5th read above have accorded permission to extend the applicability of RPS 2020 to the Employees of TMREI Society.

Therefore all the Principals, are hereby requested to follow the under mentioned instructions scrupulously while implementing the corresponding Revised Pay Scales 2020 and also in preparation of pay fixation and arrears claims.

They should obtain the option forms in the prescribed proforma stipulated in G.O.Ms.No.61. Finance (HRM.IV) Department. dt.11.06. 2021 and prepare the pay fixation statements in Quadruplicate in the proforma prescribed duly fixing up the pay in the revised pay scales of 2020 for each individual in their respective time scales of pay. An order of pay fixation indicating the pay fixed as on 01.07.2018 or as per the option exercised by incumbent and the pay increased due to sanction of next and subsequent increments if any may be issued and enclosed to the Pay Fixation Statements

The individual claims for payment of arrears in four (04) parts as mentioned below due to fixation in revised pay scales-2020 should be made in duplicate in Establishment Pay Bill Form duly superscripted in “RED INK” as CLAIM FOR PAY FIXATION ARREARS IN THE REVISED PAY SCALES OF 2020″, so as to make it distinct from other bills and they should be presented along with pay fixation statements in TRIPLICATE along with Service Registers with up to date entries for scrutiny to the Audit Officer. After the scrutiny of pay fixation of as well as arrear bills by the concerned Audit Officer further action will be taken in admitting the claims as per rules.

The instructions issued in all the aforesaid references and all other orders issued by the Government in this regard from time to time shall be followed scrupulously and that the Principals shall personally be held responsible for any erroneous pay fixation in deviation of rules.
