COMMIT e-Learning Model Training to TS Employees, Teachers for Competencies, skills improvement 2017. MCRHRDIT to train 9000 cutting edge level functionaries of Govt. of Telangana during the financial year 2017-2018, through Comprehensive Online Modified Modules for Induction Training (COMMIT), based on e-Learning model. The Government has decided to provide training through e-learning Model from August 16 to 24 on capacity building to state government employees and teachers. MCRHRDIT Managing Director DG and Special Secretary General BP Acharya passed an order to arrange district collectors by August 5. Committees set up as the Chief Planning Officer (CPO) will be trained at district level employees.
A special seminar was held at MCRHRDIT on August 10, 11, 2014 to commemorate these committees. Under the pilot project, Tamil Nadu, Maharashtra, Uttar Pradesh, Haryana, and Telangana have been selected under the National Training Policy to increase employee skills.

Sub:- DoPT- e-learning through COMMIT- Conduct of training to the district frontline staff through e-leaming mode -preparation for organizing the training program – Reg.
The National Training Policy (NTP) 2012 mandates that all Government servants to be provided training at the time of their entry into service and also at appropriate intervals so as to equip them with the competencies and skills. NTP further mandates that the priority will be given to the training of front line staff who deal with people.
With this perspective, the DoPT accorded approval to MCRHRDIT to train 9000 cutting edge level functionaries of Govt. of Telangana during the financial year 2017-2018, through Comprehensive Online Modified Modules for Induction Training (COMMIT), based on e-Learning model.
It is proposed to utilize the services of CPOs, e-District Managers & DEOs as District e-Learning Facilitators / Trainers who will ensure the successful roll-out of the program. District e-learning Facilitation team (DeLF) has been constituted with: 1. CPO (Convener) 2. e- District Manager 3. District Education Officer. 4. DTC Coordinator
Further, the DTC coordinators will also act as liaison officers for the new districts formed from the erstwhile district. The DeLF team will assist the District Collector for the proper and successful conduct of the program.
The participants at the district level training program include RDOs, MROs, MEOs, MAOs, Head Masters and Principals of all types of High Schools under government management and principals of junior, degree and polytechnic colleges, etc. Approximately the total number of participants will be around 350 in the district out of which about 200 maybe Head Masters and Principals.
The DeLF will closely work with all other departments in the districts for nominations, follow-up and provide facilitation support under the guidance of District Collector. District level facilitators are required to compile lists of cutting edge level functionaries in batches of about 100 each to cover 350 officers and furnish the list of such participants batch-wise to MCRHRDIT by 5th August 2017.COMMIT e-Learning Model Training to TS Employees
The District Collectors are requested to identify suitable venue with about 50 computers with Wi-Fi facility to accommodate about 100 per batch @ 2 participants per computer preferably Engineering colleges, Polytechnics, Degree colleges, DIETs, colleges for Teacher education, etc by 5th August 2017 and send the particulars of the venue to MCRHRDIT along with list of participants. The suggested list of venues where digital training was conducted earlier is enclosed.
Each participant will undergo one day face to face training at the identified venue. A total of 300 to 350 participants may be trained in 3 to 4 days@ about 100 per day. The training shall be conducted in the Districts from 16th to 24th August 2017. The concept note on COMMIT, rolling out strategy, the broad categorization of frontline functionaries, tentative calendar for this program & suggested list of venues are enclosed.
A familiarization program and workshop on these contents and roll-out strategy is scheduled for DeLF team from 10th to 11th August at MCRHRDIT, Hyderabad. Roll out at district level shall commence from 16th Aug 2017 and shall be completed by 24th August 2017.
The District Collectors are requested to…
• Confirm the venue (with about 50 computers to train about 100 participants) by 5th August
• Arrange to send the list of participants to this office by 5th August 2017 (Batch wise)
• Depute District Level Facilitation team from 10th August to 11th August 2017 to Dr. MCRHRDIT except for DEOs for attending the above programs & to report at 10:00 am on 10th August
• As in-charge of the training program make all necessary and required arrangements for the successful conduct of the Training program & also to inaugurate the training program. The arrangements include working lunch, tea, and refreshments, drinking water, stationery, etc as per norms. Necessary funds will be released from Dr. MCRHRDIT.
As this is an opportunity to provide hassle-free training to the employees at their convenience, you are requested to instruct District Level functionaries of various departments to utilize this opportunity to the optimum level and provide training to the cutting edge level functionaries.
Further, you are requested to ensure that the participants I trainees attend the training program batch-wise on time as per the schedule without fail & make the training program successful.

Training Of Front Line Staff (Cutting Edge Level functionaries) Using Blended Learning I E-Learning Modules: National Training Policy (NTP) 2012 stipulates that all civil servants from lowest level to the highest should be provided training at the time of their entry into civil service and at appropriate intervals in the course of their career so as to have effective service delivery.
Priority will be given to the training of front – line staff, including training on soft skills, so as to improve customer orientation as well as the quality of service delivery to the citizens. NTP 2012 further stipulates that focus of training of front line staff will be on soft skills, so as to improve customer orientation, citizen centricity as well as the quality of service delivery to the citizens.
With this perspective, DoPT has designed and developed blended e-learning modules that are being piloted in six States – Haryana, Maharashtra, Tamil Nadu, Assam, West Bengal, and Telangana. DoPT has accorded approval to Dr. MCRHRDIT to train 9000 cutting edge level functionaries of Govt. of Telangana during the financial year 2017-2018.
The total duration of the training will be for 28 hours, in which e-training will be for 20 hours and 8 hours would be for face- to- face training. The 20 hours e- training consists of 12 generic and 3 domain-specific e-modules, as given below :
The training program:
The training program is designed to commence with a one day orientation program. Thereafter each participant will be given 60 days to complete the 15 e-modules at their own place and pace. On the conclusion of the program, officials will undergo an online assessment and a certificate of completion would also be generated for download/print.
Target group:
– District, Division, Mandal level officers in the newly formed districts, involved in service delivery and who have not got any opportunity of training
– Who have availability and access to computers at the workplace.
Roll out Strategy & Implementation Plan for Blended Training Program (BTP)/e-Learning The target group for BTP/e-Leaming is about 9000 front lines (cutting edge level functionaries) working in districts, divisions and mandals, responsible for effective public service delivery to citizens. The proposal approved by Gol – DOPT has been worked out, projecting training requirement of about 300 officers/officials per district in 31 districts.

Rollout-out plan: The rollout of the BTP/e-Learning will comprise the following steps:
• Identification of trainers/facilitators
• Training of Trainers/Facilitators
• Launching of program
• Organizing face-to-face training
• Training using e-Learning modules
• Facilitation Support
• Monitoring and follow up
• Certification
District Level Facilitation Team: It is proposed to designate a team of three facilitators in each district comprising of Chief Planning Officers (Convener), e-District Manager and District Education Officers (DEO) as district facilitators who will closely work with all other departments in the districts for nominations, follow-up and provide facilitation support.
District level facilitators are required to compile lists of cutting edge level functionaries in batches of about 100 each to cover 350 officers, by 5th August and identify venue/s having computer lab with about 50 computers and a conference hall to accommodate about 100 persons, by 5th August 2017. It is envisaged to conduct the face- to- face training program through decentralized mode, in the venue identified by the respective district. This team will function under the control of the District Collectors.
District Training Coordinators (DTC): The DTC coordinator will be in-charge and responsible for the smooth conduct of the training program and will act as liaison officer for all the newly formed districts from the erstwhile district and see that the required arrangements are made.
Roll out schedule:
A familiarization program and workshop on these contents and roll-out strategy is scheduled from 10th August to 11th August 2017.
Roll out at district level shall commence from 161h Aug 2017 and
Three orientation program of covering 100 persons each, may be completed by 24 Aug 201 7.
Other requirements In Districts:-
• Suitable venue with requisite infrastructure (50 computers and hall to accommodate 100 persons) audio/video & other facilities. The venue and requisite infrastructure available with District Institute of Education Training, District Training Centers, Skill Development Centers, Other Government Engineering Colleges, Govt. Polytechnic Colleges among others need to be explored, assigned and informed.
• Compilation of list of officers /functionaries to be nominated, program wise.
• Deputing nominated officers for participation in the orientation program.
• Deputing District e-Learning Facilitators team members for participation in ToT and other programs
The District Collector is requested to confirm the venue by 5th August and send the list of participants to this office by 5th August (Batch wise).
