The Telangana State government has given a notification for reassignment of registration numbers of vehicles from AP to TS, which is applicable to all types of vehicles. Only the state code, from AP to TS, and the district code (2-digit number), will change. After the district code, the second series of two alphabets and the last set of four numbers will continue to remain the same.
Four months time will be given for vehicle owners to make these changes from the date of issuing the guidelines to be followed, which are expected within 10 days. Though the TS government tried to change the state code soon after assuming office in June 2014, it got stuck due to legal issues besides inviting the wrath of the High Court over troubling motorists unnecessarily.
Though the government is yet to make an official announcement over how these changes should be made, official sources said the transport department will soon come up with an online facility in which it will host the old number and the new number on its website www.telangana. transport.gov.in.
The number will have a new state code of Telangana and the district code which will be in numerals. The vehicle owner can access the facility using the engine/chassis number as the password and take a printout, which will then be the proof of the changed number and get the new number plate.
However, if the owner wants to get a new smart registration card, he would have to pay a nominal price, which is yet to be decided. There are an estimated 82 lakh vehicle owners in Telangana State, including 16 lakh in Hyderabad, who have to change the registration plates from AP to TS.
However, comprehensive guidelines for owners over how and whom to apply for registration change, the fee that needs to be paid etc, would be issued within 10 days. The government has issued is only a notification to change registration code from AP to TS. Detailed guidelines will be issued within 10 days for vehicle owners to be followed while seeking registration changes.and that guidelines are being framed to ensure that the registration changing process is simple and hassle-free and does not financially burden the owners.

ORDER: The following Notification will be published in an Extra-ordinary issue of the Telangana Gazette, Dated:16-10-2015.
NOTIFICATION
In exercise of the powers conferred by sub-section (1) of Section 65 of the Motor Vehicles Act, 1988 (Central Act, 50 of 1988), the Government of Telangana hereby makes the following amendment to the Telangana Motor Vehicle Rules, 1989 issued in G.O.Ms.No.216, TR&B (Tr.II) Department, date:7.8.1989 and published at pages, 1-135 of the Rules supplement to part-I, Extraordinary issue of the A.P. Gazette, dt:25.8.1989 as subsequently amended and the same having been previously issued in G.O.Ms.No.3, TR&B (Tr.I) Department, dated:17.6.2014, and published in the Rules Supplement to Part-I, Extraordinary of the Telangana Gazette No.10, dt: 2.6.2014, as required under sub-section (1) of Section 212 of the said Act.
AMENDMENT
In the said rules after rule 81, the following shall be inserted, namely-
“81-A: Re-assignment of Registration Number under certain conditions:
(1)The State Government may by general or special order, direct all Registering Authorities of the State in their respective jurisdiction to re-assign the new number under the Act:
In place of a group of letters (i.e., AP) and code of Registering authority under whose jurisdiction already the vehicle was registered or assigned, the vehicle bearing number, shall be substituted by the new group of letters (i.e., TS)and new code allotted to the district code/registering authority, without disturbing the last four numerical digits and series, if any, in the registration number in respect of all or any class of vehicles and also prescribe the manner and condition thereof, so as to bring conformity with an allotted group of letters assigned by the Government of India under section 41 of the Motor Vehicles Act, 1988 in respect of State of Telangana in furtherance of this Rule, the State Government may issue appropriate directives, as are required.
(2) The State Government while issuing order under sub-rule (1) shall provide a reasonable time, which shall not be less than four months within which the owner of such vehicle shall obtain new number”.
