Andhra Pradesh Government, Finance Department has issued the AP RPS 2022 GO.6 for extension of Minimum of Time Scale (MTS) to the Full- time/NMR/Daily wages/ Consolidated Pay/ Part-time employees/ Masalchies who were appointed before the cut-off date i.e., 25-11-1993.
The Government of Andhra Pradesh have constituted the 11th Pay Revision Commission (PRC), vide the reference first cited, with detailed terms of reference reference relating to pay and emoluments of employees and pensioners. The Pay Revision Commission submitted its report to the Government on 5th October, 2020.
In the reference 2nd read above, the Government have constituted a Committee of Secretaries to examine the recommendations of the 11th PRC. In the reference 3rd read above, orders have been issued for extension of 3. remuneration equivalent to the Minimum of Time Scale in the revised pay scales of 2015 to the Full-time/NMR/Daily wages/Consolidated Pay/Part-time employees /Masalchies who were appointed before the cut-off date i.e., 25-11-1993.

After careful examination, the Government hereby order for the extension of 4. remuneration equivalent to the Minimum of Time Scale (MTS) in the Revised Pay Scales of 2022 w.e.f. 01 st January, 2022 (January 2022 Salary) to the Full- time/NMR/Daily wages/Consolidated Pay/Part-time employees/Masalchies who were appointed before the cut-off date i.e., 25-11-1993. 5. All the Secretariat Departments & the Heads of Departments shall take further necessary action in the matter accordingly.
Andhra Pradesh State Government has given Govt Orders GO.40 on 18-06-2021 for Payment of Minimum of Time Scale in Revised Pay Scales 2015 (AP PRC 2015) to the Contractual employees who have engaged in the Government Departments, Universities, Societies, KGVB and Model Schools.
The Minimum of Time Scale (MTS) shall be paid to the contractual employees working in various Government Departments, Universities, Societies, KGVB and Model Schools in the Revised Pay Scales, 2015 of the relevant posts, in which the employees are working. The remuneration (minimum of time scale in RPS 2015) to the contractual employees shall be governed by the following conditions:
(a) The remuneration extended shall form an all-inclusive consolidated monthly payment for all purposes. (b) No other allowances shall be paid. (c) No other increase in any form like annual grade increments, etc., shall be admissible on the above consolidated monthly remuneration equivalent to the Minimum of Time Scale in RPS, 2015.
(d) The extension of minimum of time scale is applicable to those contractual employees who have been appointed against vacant sanctioned posts and for those who have been appointed by the specific Government orders have been issued with the concurrence of Government in Finance department.
(e) No further recruitment shall be made on contractual basis without prior approval of the Government in Finance Department. For any appointment in deviation, disciplinary proceedings shall be initiated against the appointing authorities and severe penalties under A.P. C.C.A. Rules, 1991, will be initiated and the appointments made irregularly shall be cancelled. The salary bills of such irregular appointees shall not be admitted in the audit.
(f) The departments shall pay utmost attention to the conditions as referred to above, while extending the remuneration (minimum of time scale in RPS 2015) to the personnel working on contractual basis under their administrative control.
g) These orders shall not apply to the Consultants/Advisors/ OSDs and those appointed on specific consolidated pay, working on contractual basis in Government Departments. h) These orders shall not apply to the employees working on outsourcing basis.
Contract and Outsourcing Working Personnel Services extended, Government of Andhra Pradesh, Finance Department has issued Government Order Ms.No.84 on 17/04/2014. In this order the Government hereby order that the services of those persons working on contract / outsourced basis on March 31, 2014, with the prior approval of the Finance Department, is hereby extended up to June 30, 2014, subject to the following below mentioned conditions.

ORDER: In addition to the recruitment of regular employees, Government has also been according permission to various departments for engaging personnel on contract/ outsourcing basis to meet the short-term manpower requirements in their establishments.
Detailed instructions were issued in the G.O. first read above laying down certain norms relating to the appointment and the remuneration payable and other terms and conditions of contract and outsourcing.
As per the above instructions all departments are required to obtain approval of the Finance Department for engaging the services of any individual either on contract or outsourcing basis. As these arrangements are intended for meeting the short-term requirements, it is necessary to review the need for continuation of such personnel periodically.
However, contrary to the above instructions certain departments have made engaged the services of individuals on contract and outsourcing basis without obtaining prior approval of the Finance Department and sometimes without following any due process and compliance with the Constitutional and statutory provisions.
Notwithstanding these shortcomings, the Government had issued a general order continuing the services of persons working on contractual and outsourcing on humanitarian considerations until March 31, 2014, vide Finance Department Circular Memo No.6522-A/417/A1/SMPC.II/2013, dt.13.09.2013.
This extension was granted to all posts that were reviewed and cleared by the Finance department. However, the granted therein was not extended to the cases where the initial appointment was not done with the Finance department’ concurrence.
In the reference third cited, the Government of India has notified the Andhra Pradesh Re-organisation Act, 2014, which envisages bifurcation of the existing State of Andhra Pradesh into States of Andhra Pradesh and Telangana on the Appointed Day of June 02, 2014.
As the new Governments of both the successor states may need some time to take a policy decision on further continuance of the services of persons working on contractual and outsourced basis and to avoid hardship to those working on contract / outsourced basis on March 31, 2014, the Government has decided to extend the services of all the existing persons working on contract / outsourced basis until June 30, 2014.
Accordingly, Government hereby order that the services of those persons working on contract / outsourced basis on March 31, 2014, with the prior approval of the Finance Department, is hereby extended upto June 30, 2014, subject to the following conditions:
1.The renewal of contract / outsourcing engagement for the period between April 01 and June 30, 2014 should be on the existing terms & conditions and no revision shall be done under any circumstance.
2.This extension is limited to those working on March 31, 2014, in the posts and with the terms and conditions approved by the Finance Department.
3.Instructions/guidelines of the Government with reference to outsourcing/ contract performance be followed scrupulously.
4.These orders do not confer any right on any functionary for continuance after bifurcation of the state on June 02, 2014.
The actual number of employees, category wise and unit wise to be allocated to the successor states of Telangana and Andhra Pradesh will be issued in due course in consultation with the Departments concerned.
All the Secretariat Departments shall collect the data relating to all the Heads of Departments and the autonomous institutions and other entities and prepare the lists for each state separately and furnish to this department latest by April 30, 2014. The information has to be furnished in the form of an excel sheet in the proforma enclosed and emailed to firstname.lastname@example.org.
All the Departments of Secretariat and all Heads of Departments are requested to take further necessary action.
