Press Note: Extension of timeline for filing application under Layout Regularization Scheme (LRS) 2020. With the objective of bringing unplanned/unapproved/unauthorized layouts into the fold of planned, sustainable development and to provide basic facilities in these areas, Government of Telangana issued the Telangana Regularization of Unapproved and Illegal Layout Rules 2020′ on 31st August 2020 introducing a Layout Regularization Scheme (LRS).

Under the above rules applications for regularization of plots/layouts are required to be filed either online or at Mee Seva centres. The last date for filing applications is 15th October 2020.

There has been tremendous response to the scheme and so far more than 19.33 lakh applications have been received including over 2.58 lakh applications which were received by 9.00 PM today.

However, representations have been received by government that due to recent heavy rains, there have disruptions in internet services and power supply at several locations due to which many people have not been able to file their applications. Consequently, there are requests to extend the last date for filing applications.

The matter was reviewed by Hon CM, Sri K Chandrashekar Rao with Minister for PR & RD, Sri Errabelli Dayakar Rao, Minister for MA & UD, Sri KT Rama Rao and Chief Secretary, Sri Somesh Kumar today.

It has been decided to the extend the last date for filing applications under LRS to 31st October 2020.

LRS 2020 is a Layout Regularization Scheme. The new GO Ms.No.131 is released with details of the rules for “Regularization of Unapproved and Illegal Layouts”. As per this Govt Order, applicant should file an online application or at mee-seva center by paying registration amount.

Individual Plot owners have to pay registration amount of Rs.1000/- along with application and the layout developers have to pay an amount of Rs.10,000/- for the entire layout.

Eligibility criteria:

All existing unapproved subdivision of pots, existing unapproved layouts are ventures where

  • the plots have been sold through a registered sale deed
  • Unauthorized layouts developed, provided at least 10% of plots are sold through registered Deed
  • Plots registered or before 26-8-2020

Easy to Apply:

Application should filet an online application or at mee-seva center in the prescribed format for regularization of the plot/layout before the competent authority by 31-10-2020 for all such plots/layouts, which are unapproved/unauthorized and not covered under the prohibited category.

Information to be furnished while applying:

a) Details of the applicant including Aadhar number and mobile number for receiving generated OTP

b) Documents to be uploaded:

  • Scanned copies of the sale deed (both front and back pages) which clearly shows the sale deed number and SRO details.

Municipal Administration and Urban Development has urged the citizens across Telangana to make use of the new Layout Regularisation Scheme (LRS) and get their illegal plots and unauthorised layouts regularized.

The online website and services of LRS through the ‘Meeseva’ had been launched. Regularising plots and layouts will help in legitimising the property so that building permissions and registrations can be done. It will also help the government to provide for planned civic amenities like roads, water supply, sewage network and parks, among others.

The window for application https://lrs.telangana.gov.in/  is open till October 31 and fee can be paid till January 2021. This one time opportunity is not available for plots on government lands, those coming under the Urban Land Ceiling Act, Temple lands, water bodies and so on.

Last Date for LRS Application 2020

Last date to apply is October 31. In a development that will bring cheer to people seeking regularisation of their lands, the State government is considering extension of deadline of the Land Regularisation Scheme (LRS) by about a month from the existing deadline of October 31.

This will help those who were unable to submit their LRS applications for regularisation of their properties in unauthorised layouts and plots due to various reasons.

Municipal Administration and Urban Development Department had submitted proposals for extension of the deadline keeping in mind the huge response from people. Several elected representatives took up the requests from people to extend the deadline with Chief Minister who is likely to make an announcement in this regard during the Assembly session on October 13 and 14.

As per the offiicials, Regularisation fee will be collected based on the registration value of the unauthorised plots at the time of registration.

As per the sources, the State government received about 11.57 lakh applications including 4.66 lakh applications each from both gram panchayats and municipalities. Another 2.24 applications were received in municipal corporations including GHMC.

Through application fee alone, the State government has earned nearly Rs.118 crore and the officials are expecting the scheme to be beneficial to both the public as well as the State coffers.

The State government announced the LRS in September, declaring that only those layouts and sub-division of plots with registered sale deed/title deed existing as on August 2020 would be considered for regularisation.

The scheme was announced as a one-time opportunity for regularisation of unauthorised layouts and plots, mandating that only regularised plots would be eligible for registration hereafter to ensure planned and sustainable development.

The regularisation charges have been fixed based on the extent of land and its registration value. However, irrespective of the plot area or land value, the plots in slums will be considered for regularisation on payment of nominal charge at Rs 5 per sq metre. If approved, the applicants have to pay all the prescribed charges before January 31, 2021.

Instructions

Instructions are provided for LRS Applicant under Layout Regularisation Scheme: First read the Rules mentioned in GO MS No.151 MA&UD dated 02.11.2015 carefully.

Ensure that your layout/plot falls in the categories applicable for regulation of unapproved layouts. Read the LRS Application Form carefully and fill up all the columns correctly.

Obtain the market value certificate of your plot from the concerned sub-registrar office to know the market value of your plot/site as on 28.10.2015 in Rupees Per Square Yard. So as to find out the percentage of basic penalization charges to be paid.

The application requires a list of documents to be enclosed. Ensure that all the documents required are enclosed with the application while submitting at Municipal office/Help Center.

If you need any assistance, you may take the help of the Licensed Technical Personnel, Registered Architects, to guide you in filling up the Application Form, Calculation of the penalization charges payable and preparation of the required plans.

If prior clearance is required from Competent Authority under Urban Land and Agriculture Land Ceiling Laws, Airport Authority/Defense Authorities of India as per G O M S No 151 MA&UD dated 02.11.2015. Ensure that these NOCs are submitted with the application.

Use Calculation table to arrive at payable amounts and keep demand draft/pay order ready while applying online.

Ensure that the application is submitted before the last date fixed for receipt of applications.

Before submitting the application at the places designated by the Competent Authority make sure that you have made a copy of filled in application form for your record.

Fill the Online application carefully for the content and provide correct reference numbers of documents where ever required and submit. You may print the Acknowledgment online after viewing the submitted application form in your Dashboard.

You will obtain application number only after submitting the application filled along with required physical documents.

How to Apply for LRS at LRS Telangana Web Portal?

  • For Applying LRS Online please visit the LRS Telangana Website. The online application can be filed using the website at http://lrs.telangana.gov.in
  • Select option “Apply for LRS” on the home page, the Apply LRS screen will appear.
  • In this, Enter applicant’s Mobile Number and click on the Generate OTP.
  • Enter received OTP Number and Click on Validate OTP to get application. If OTP is not received, click on Re-Send OTP button to get OTP on the registered mobile number Click on Back, to navigate entry form
  • Select Regularization Applied for – Individual plot or Layout
  • If Individual plot is selected, enter the required application details
  • If layout option is selected, enter the required application details
  • ICICI Payment gateway 1 and ICICI Payment gateway 2 are provided and the user can select one option and proceed for payment. On selection of Payment gateway, A page will be appeared
  • Select bank and click on pay Now, the payment screen will be appeared Enter customer id and password for payment
  • Generate Acknowledgement. On successful payment, the receipt of acknowledgement is generated. The Application Number has to be used for future reference.

LRS

Government of Telangana with a view to promoting planned development of urban areas in the State are encouraging development through approved layouts and development of integrated townships through both public and private initiative.

The Government has observed that there are many unapproved and illegal layouts which are violating the Statutory Development Plan/Master Plan and Layout Rules lacking in development standards and basic infrastructure facilities like proper roads, street lights and drainage.

Such substandard and unapproved sub-divisions of land into building plots is effecting objective of planned development along with the planned extension of services and amenities by the local bodies.

Government have in the past brought out a scheme of regularization of such unapproved layouts but they met with limited success since it was a voluntary scheme with responsibility on plot owners to come forward for regularization and there were no deterrent provisions against the owners who did not come forward for regularization.

Therefore in order to bring all these unplanned areas into the fold of planned development and to provide basic facilities in these areas so as to promote an overall and integrated area and city level development and a better quality of life for the citizens, Government hereby issue the Rules for Regularization of Unapproved and Illegal Layouts.
