NGO’s Children Tuition Fee Reimbursement, DTA has given clarification that, all NGOs and Class-IV employees are eligible to get reimbursement according to GO 27 Edn Dt 24.09.2015. vide memo no.D 2/4965/2016 Dt 6.01.2017.
So, all SGTs & equivalent and SAs are eligible to claim Education Concession @ Rs.2500/- per child up to two children. Reimbursement Of Tuition Fee in respect of the Children Of NGOs in AP And Telangana State.
Introduction
1. In the Govt. Schools with no tuition fees are collected from the students.
2. In the case of girls, no tuition fees are collected up to graduation level in Govt. Colleges.
3. In case the employees send their children to private schools tuition fees have to be paid.
4. As a gesture, Govt. is reimbursing some portion of tuition fees to the N.G.Os from the year 1978 onwards.
5. This scheme is limited only to the N.G.Os.
6. This is restricted to only up to two children.
7. Based on the recommendations of PRCs from time to time, Govt. are issuing orders enhancing the maximum amount of reimbursement of fees and also specifying the scale of pay of N.G.Os up to which this facility is extended.
Govt Orders on Children Tuition Fee Reimbursement:
- In PRC 1999 Rs.300 (G.O.Ms.No.73 Dt: 28-10-1999)
- In PRC 2005 Rs.400 (G.O.Ms.No.119 Dt: 22-09-2005)
- In PRC 2010 Rs.1000 (G.O.Ms.No.02 Dt: 05-01-2011)
- In PRC 2015 Rs.2500 (G.O.Ms.No.27 Dt: 24-9-2015)
Guidelines For Claim Of Educational Fee Reimbursement:
In PRC 2015 Mentioned as Reimbursement of tuition fees enhanced from Rs.1000/- to Rs.2500/- per annum, per pupil, to the children not exceeding two of all the Class-IV employees and Non-Gazetted officers studying in all the classes from LKG up to and inclusive of the Intermediate / 12th Class, subject to the other usual conditions regarding the submission of receipts, certificate, etc., as per the existing Rules and Regulations, from the present Academic Year.
- Sanction orders should be supported by school fee receipts in the original.
- The school should be recognized by state Government irrespective of whether grant-in-aid is received or not. Or recognized by CBSE, NEW DELHI
- If one of the parents is a Gazetted Officer and the other is a Non-Gazetted Officer (NGO) Concession is not admissible.
- A certificate stating whether Spouse is employee in State, Central, Quasi-Government, etc., where similar concessions are available and have not been availed is to be furnished by the Government servant and attested by the DDO.
- If the Government servant is under suspension, the concession is the admissible pending result of the inquiry.
- The concessions are claimed up to the month is which NGO is ousted for want or vacancy/dismissed/ retired from service and not till the end of the school year.
- Bills shall be drawn on pay bill form i.e. APTC Form-47
- The concession is applicable to all NON-GAZETTED/CLASS IV EMPLOYEES drawing salaries under 010 HEAD.

The attention of all the District Treasury officers are invited to the subject and references cited. They are instructed to admit all the claims of reimbursement of the education tuition fees in r/o Non-Gazetted officers and Class-IV employee’s children who are studying all the classes from LKG to Intermediate / 12th Class as per G.O.MS No.27, dated:24/09/2015 of School Education (Genl) Department. Director of Treasuries and Accounts (i/c).
Implementation In Telangana State:
- Government of Telangana State issued orders to implement Tenth pay revision Commission recommendations on reimbursement of education tuition fees to the Class IV employees and Non-Gazetted officers.
- It is a reasonable recommendation to enhance from Rs.1000/- to Rs.2500/-.
Implementation In Andhra Pradesh State:
- Government of Andhra Pradesh to implement Tenth pay revision Commission recommendations on reimbursement of education tuition fees to the Class IV employees and Non-Gazetted officers.
- It is a reasonable recommendation to enhance from Rs.1000/- to Rs.2500/-.

IN PRC 2015, Children Tuition Fee Reimbursement Details
Tenth Pay Revision Commission Commission (PRC 2015) Recommendations: Tenth pay revision Commission recommends the following on reimbursement of education tuition fees.
- Keeping in view the increase in the rates of tuition fees Tenth pay revision Commission recommends the enhancement in the reimbursement of the tuition fees amount at the rate from Rs.1000/- to Rs.2500/ per annum. per pupil.
- Recommended to sanction the reimbursement should be made in respect of two children only.
- This scheme of reimbursement of tuition fees shall be allowed to all the Class IV employees and Non-Gazetted officers.
- The claim is permissible in respect of children studying in all the classes up to graduation level i.e. from L.K.G. up to and inclusive of the Intermediate/ 12th class.
- It should pay uniformly for all the classes 1 to 12th class.
- It would be applicable to those N.G.Os. who are in the revised scale of pay of PRC-2015.
- The concession of the reimbursement granted above shall come into force with effect from the academic year 2014-2015.
- The claim is restricted to 2 children of Non-Gazetted Officers or Class IV employees.
- The other conditions regarding the submission of receipts, certificates, etc. would continue as mentioned in earlier guidelines.
IN PRC 2010, Children Tuition Fee Reimbursement Details
- Ninth Pay revision commission recommended the existing reimbursement of tuition fees for the children of N.G.Os. be enhanced from the rate of Rs.400/- to Rs.1,000/- per pupil per annum,
- Also recommended extending the benefit from LKG to Intermediate / 12th Class. Subject to the condition that the scheme should be limited to two children of the employee.
- The government accepted the recommendations of the P.R.C. 2010, have issued orders directing that the scheme of reimbursement of tuition fees for the children of N.G.Os and Class-IV employees.
- Government of Andhra Pradesh issued G.O.Ms.No: 2 EDUCATION (SE.GENL.I) DEPARTMENT DATED: 05 .01.2011. directing that the scheme of reimbursement of tuition fees for the children of N.G.Os and Class-IV employees.
- As per the above G.O. reimbursement of tuition fee enhanced from the existing rate of Rs.400/- to Rs.1,000/- per pupil per annum.
- It extended the benefit from LKG to Intermediate / 12th Class and will be Sanctioned to the children, not exceeding two of Non-Gazetted Officers and Class-IV employees.
- It will be paid uniformly for all the classes 1 to 12.
- It is applicable to those N.G.Os. who are in the revised scale of pay of PRC-2010.
- The concession of the reimbursement granted above shall come into force with effect from the academic year 2010-2011.
- Subject to the condition that the scheme should be limited to two children of the employee.
- The other conditions regarding the submission of receipts, certificates, etc. would continue as mentioned in the above guidelines.
NOTE: The claim is restricted to Rs. 65/- per annum per child in respect of students studying Degree. It is further restricted to 2 children for each Government servant (G.O).Ms. No.1, Education, Department, Dt. 2-1-1982).
IN PRC 2005, Children Tuition Fee Reimbursement Details
- Eight Pay revision commission recommended the existing reimbursement of tuition fees for the children of N.G.Os. be enhanced from the rate of Rs.300/- to Rs.400/- per pupil per annum,
- Recommended for those N.G.Os. who are in the revised scale of pay of Rs.7,770-17,455 and below, subject to the condition that the scheme should be limited to two children of the employee
- The government accepted the recommendations of the P.R.C. 2005, have issued orders directing that the scheme of reimbursement of tuition fees for the children of N.G.Os and Class-IV employees.
- Government of Andhra Pradesh issued G.O.Ms.No.119,EDUCATION (SE: SER.IV) DEPARTMENT, Dated:22-09-2005. directing that the scheme of reimbursement of tuition fees for the children of N.G.Os and Class-IV employees.
- As per the above G.O. reimbursement of tuition fee enhanced from the existing rate of Rs.300/- to Rs.400/- per pupil per annum.
- It will be Sanctioned to the children, not exceeding two, of Non-Gazetted Officers and Class-IV employees, studying in Classes from 1 to 10th only.
- It will be paid uniformly for all the classes I to X.
- It is applicable to those N.G.Os. who are in the revised scale of pay of Rs.7,770-17,455 and below.
- The concession of the reimbursement granted above shall come into force with effect from the academic year 2005-2006.
- Subject to the condition that the scheme should be limited to two children of the employee.11. The other conditions regarding the submission of receipts, certificates, etc. would continue as mentioned in the above guidelines.
NOTE: The enhancement of the above fees shall apply only where the reimbursement of fee earlier fixed is Rs.300/- only. In respect of other categories the previous orders issued by the Government fixing the reimbursement of Rs.65/- and Rs.70/- remains the same as per G.O.Ms. No.1, Education, Department, Dt. 2-1-1982.
IN PRC 1999, Children Tuition Fee Reimbursement details
- Seventh Pay revision commission recommended the existing reimbursement of tuition fees for the children of N.G.Os. be enhanced from the rate of Rs.200/- to Rs.300/- per pupil per annum.
- Recommended for those N.G.Os. who are in the revised scale of pay of Rs.5,000-10,600 and below, subject to the condition that the scheme should be limited to two children of the employee
- The government accepted the recommendations of the P.R.C. 1999, have issued orders directing that the scheme of reimbursement of tuition fees for the children of N.G.Os and Class-IV employees.
- Government of Andhra Pradesh issued G.O.Ms.No.73, Education (Ser-IV) Department, dt.28-10-1999 directing that the scheme of reimbursement of tuition fees for the children of N.G.Os.
- As per the above G.O. reimbursement of tuition fee enhanced from the existing rate of Rs.200/- to Rs.300/- per pupil per annum.
- It will be Sanctioned to the children, not exceeding two, of Non-Gazetted Officers and Class-IV employees, studying in Classes from 1 to 10th.
- It will be paid uniformly for all the classes I to X.
- It is applicable to those N.G.Os. who are in the revised scale of pay of Rs.5,000-10,600 and below.
- Subject to the condition that the scheme should be limited to two children of the employee.
- The other conditions regarding the submission of receipts, certificates, etc. would continue as mentioned in the above guidelines.

As per GO Ms.No.27 only Non-Gazetted Officers and IV Employees are eligible to claim fee reimbursement, but in case of Gazetted Officers they are not eligible for the fee reimbursement. What are the reasons. Kindly clarify the same.
