Rc.234 Instructions on Fraudulent Medical Reimbursement Claims

Vigilance & Enforcement Department Instructions on Fraudulent Medical Reimbursement Claims of  teaching & non – teaching staff in the state: Government of Telangana, the Director of School Education has issued proceedings rc.no.234 to all the District Education Officers in the state on teaching staff of School Education Department on Fraudulent medical reimbursement claims. This proceedings details as follows.

Subject: Allegations against teaching & non – teaching staff of School Education Department on Fraudulent medical reimbursement claims – Recommendations of the Vigilance and Enforcement department- certain instructions- Issued.

Reference: This Office U.O.Note No. 234/Ser.1/2014 dated:19/05/2015 along with copy of Govt Memo No. 1940/Vig.(1)/2015-1 dated 16/5/2015.

All the Dist. Educational officers in the state are informed that the Vigilance & Enforcement Department have issued following instructions with an intention to keep check on the fraudulent medical reimbursements in the state.

  1. Initiate criminal action against all the teaching and non teaching staff, middlemen and the persons who all have facilitated and prepared the fake and fraudulent medical certificates and medical bills deemed to be issued from referral hospitals enabling them to claim false medical reimbursements and thus temporarily misappropriated government funds is established as mentioned in the abstract of recommendation.
  2. Instruct the DDOs to have test check of at least 25% cases, at random of medical reimbursements claim regularly.
  3. Instruct all the DEOs to maintain a register showing the details of action initiated from receipt of  proposals till disbursement of amount tp know all the details at glance.
  4. Obtain verification from concerned hospital authority before sanctioning of medical bills submitted for reimbursement.
  5. Issue appropriate instructions to the Director, Medical & Health Department to take appropriate action on the Doctors/Hospitals for encouraging / proposing irregular medical reimbursement claims.

They are therefore requested to implementation the following instructions:

  1. Instruct the DDOs to have test check of at least 25% cases, at random of medical reimbursements claim regularly.
  2. To maintain a register showing the details of action initiated from receipt of proposals till disbursement of amount know all the details at a glance.
  3. Obtain verification certificate from concerned hospital authority before submitting medical bills for Sanction.

They are requested to follow the above instructions without any deviation and in case of any fraudulent medical claims, the concerned Drawing and Disbursing officers will be held responsible.
