The Committee of Secretaries to examine the Report of the 11th Pay Revision Commission vide its report in the reference 14th read above, noted that the Government of India and several other States have discontinued the concept of City Compensatory Allowance (CCA).

The 6th Central Pay Commission while recommending the abolition of CCA has noted that 6the classification of regions for the purposes of CCA is mainly based on the size of the population. It has been contended that size of the population cannot be an adequate index of the expensiveness of the localities.

The Commission also notes that the Consumer Price Index numbers measure the changes in the price level over a period of time at a given place and do not indicate variations in the price levels from place to place at one time. The index, therefore, does not provide any criteria for classifying cities on the basis of relative expensiveness.
