Telangana State Government has issued the TS PRC 2021 Main GO.51 on 11-06-2021 for the implementation of TS Revision of Pay Scales 2020 or TS RPS 2020 for all employees.
TS PRC implementation orders for state government employees in Telangana have been issued by the Finance Department on 11-06-2021. According to the Govt Orders, 30 per cent fitment will be implemented for 9,21,037 government employees, contract and outsourcing service personnel and pensioners across the state.
According to the latest orders, the minimum wage for employees will be increased to Rs.19,000. The 30.392 per cent DA as on July 1, 2018 would be merged of the base salary. While implementing the pay revision with ’30 per cent fitment ‘, the government has revised the pay revision scales of the employees accordingly.
The government has said in its orders that the ‘April and May month arrears’ will be paid within this financial year. Notional Benefit from 1st July 2018 to 31st March 2021. Monetary Benefit from April 1, 2020 to 31 March 2021. Cash Benefit will be implemented from 1st April 2021.
HRA has been reduced in this PRC 2020. The pensioners will be paid the arrears in 36 installments. The government has made it clear in the orders that even if an employee retires after July 2018, the pension will be provided as per the new PRC 2020. The minimum pension will increase from Rs.6,500 to Rs.9,500. The government has increased the maximum gratuity for retirement from Rs.12 lakh to Rs.16 lakh.

TS PRC 2021 GO.51 Details: The requests for any further revision of pay scales for the categories already included in the Schedule-II shall not be entertained in any case. A fitment benefit of 30% shall be given for fixing the pay in the Revised Pay Scales, 2020. The dearness allowance of 30.392% as on 01-07-2018 shall be merged in the pay as recommended by the Pay Revision Commission. The Revised Pay Scales, 2020 shall be deemed to have come into force on and from 01-07-2018.
The monetary benefit shall be allowed from 01-04-2020. The arrears for the period from 01-04-2020 to 31-03-2021 shall be paid at the time of superannuation of the Government employee or to the legal heirs in case of demise of the employee. The arrears for the period from 01-04-2021 to 31-05-2021, will be paid during the financial year 2021-22. The salary in the Revised Pay Scales, 2020 will be paid from the month of June, 2021 payable in July, 2021.
The Basic Pay of the employee in the Revised Pay Scales, 2020 shall be fixed with effect from 01-07-2018 or any other subsequent date in accordance with the option exercised as per the rules in the appended Notification. The Rules for exercise of option and fixation of pay in the Revised Pay Scales are notified in the Notification appended to this order.
The Revised Pay Scales shall apply to a). all employees of the State Government; b). the employees of the Local Bodies and Aided Institutions including Aided Polytechnics, who are in receipt of pay in a regular pay scale in the Revised Pay Scales of 2015; and c). the Work-charged Establishment in receipt of pay in a regular pay scale in the Revised Pay Scales of 2015.
In respect of employees of Public Sector Undertakings, Corporations, Cooperative Societies and other such institutions under Government, the concerned administrative department shall obtain specific orders of the competent authority in consultation of Public Enterprises and Finance (HRM.IV) Departments, duly following the Business Rules, in respect of each such entity.
In respect of employees who are already enjoying the benefits of Automatic Advancement Scheme, the Basic Pay shall be fixed in the corresponding revised scales of Automatic Advancement Grades in accordance with these instructions. Government also hereby orders that all the employees falling under Grade 1 to Grade 32 are entitled for five (05) stagnation increments beyond the time scale in the Revised Pay Scales, 2020. These stagnation increments shall be treated as increments for all purposes such as fixation of pay on promotion, Automatic Advancement Scheme and Pension.
These orders are issued in so far as the recommendations relating to the scales of pay, pay fixation and other related matters are concerned. Separate orders would be issued covering the other recommendations of the Pay Revision Commission regarding DA, HRA, Additional HRA in lieu of rent-free quarters, CCA and other Allowances, Special Pays, AAS, Loans and Advances, Pension, terminal benefits and other related matters.
