TS Employees Allocation Guidelines for Personnel Re-Distribution among new Districts, Zones and Multi Zones in Telangana State. Government of Telangana has issued the GO.317 on December 6th for Allocation of Personnel (Telangana Employees Allotment) under P.O. 2018 i.e., allotment of employees to New Local Cadres.
P.O. 2018 Highlights
- 95% reservation for local candidates in posts up to the level of Deputy Collector and equivalent posts.
- Orders issued organizing New Local Cadres on 04.08.2021
- New Local Cadres – 33 District Cadres, 7 Zonal Cadres and 2 Multi Zonal Cadres.
- G.O 317 issued on 6th December 2021 for allotment of employees to New Local Cadres.
Magnitude of Allotment Exercise
- Under PO – 1975, there were 10 District Cadres and 2 Zonal Cadres.
- Now, employees of 9 Erstwhile District Cadres to be distributed among 32 New Units.
- In each District Cadre, there are more than 70 Departments with close to 300+ categories.
- Employees of 2 Zones to be distributed among 7 New Zones and 2 Multi Zones.
- It involves permanent allotment of 3 lakh+ employees to New Cadres. Hence, to be done with extreme care and diligence.
Allotment by Whom
- District Cadre posts:
- District Collector of erstwhile district – Chairman
- District Heads of the Departments concerned – Member
- Zonal posts and Multi Zonal posts:
- Prl. Secretary to Government, GAD.
- Special CS/Prl.Secy./Secretary to Government of the concerned Department.
- Head of the Department concerned.
- Senior Consultant to Government (HRM & Services), Finance Department.
- Any other Senior Officer/s as decided by the Government.

Allocable Working Strength
- For each New Local Cadre, allocable working strength is determined.
- The working strength is distributed among New Local Cadres in the same proportion as the sanctioned posts. Allocation will be done against the allocable working strength.
- This is done to prevent skewed distribution. Ensure fair and balance distribution among New Local Cadres.
- As far as practicable, SC/ST employees will be allotted to New Local Cadres in the same proportion as the allocable working strength.
- Allocable working strength has been worked out by the Departments concerned and given to Finance Department. The same will be communicated to the Secretaries concerned.
- Secretaries in turn may communicate the same to District HoDs in respect of District Cadre posts and HoDs in respect of Zonal/Multi Zonal posts
Allotment – Steps
Compilation of Seniority lists:
- To be done for each Local Cadre, for each Post
- By District HoD for District Cadres and HoD for Zonal/ Multi Zonal Cadres.
- Format of Seniority list communicated in Memo dated 06.12.2021.
- Exercise to be completed by 8th Dec 2021.
- Secretaries concerned may monitor and ensure completion of exercise.
Taking preferences from employees
- Preferences to be taken from employees in the format enclosed to GO 317.
- Preferences to be taken by District HoDsin respect of District Cadres and HoDs in case of Zonal/Multi Zonal Cadres.
- Camp approach to be adopted by HoDs.
- Employees will be required to mandatorily indicate preferences for all units within the existing local cadres (i.e., for all new local cadres)
- Employees will also be required to indicate claims for consideration under Special Categories, if any, with documentary evidence. Special Categories are indicated in Paragraph 22 of Guidelines attached to GO 317 dated 06.12.2021.
- In Districts where MCC is not in force, preferences to be taken for District Cadres on 9th Dec 2021.
Updating Seniority list with preferences: After receipt of preferences, Seniority lists to be updated with preferences indicated by employees and Special Category claims, if any.
Conduct of Allocation Committee meetings:
- Based on seniority-cum-preference and special claims, if any, allocation to be made by Committee.
- Allocation list to be approved by Committee.
- Allocation proceedings to be issued to individual employees by the Appointing Authority.
- Employees to join at the new place of posting within 7 days from the date of allotment.
After allocation, spouse cases will apply to the Secretary concerned.

ORDER: The Cabinet Sub Committee constituted vide reference 1st cited, discussed the issues relating to formation of New Districts, Revenue Divisions and Mandals in Telangana State. Re-distribution of Officers and Staff among the Districts is one of the issue discussed during the meetings.
GO.317 TS Employees Allotment Guideline Govt Order
In pursuance to the reference 2nd cited, the Chief Secretary has also held wide range of meetings with all the Departments and different Service Associations representing employees, with regard to allocation of employees among the districts, protection of seniority of existing staff as per the present District and Zonal Cadre for their future promotions etc.,
2. Government, vide reference 5th cited, have issued final notifications for formation/reorganization of districts, divisions and mandals in the State of Telangana. Government also issued certain guidelines vide references 3rd, 4th, 6th & 7th cited, regarding provisional orders to serve in the districts in respect of the employees serving in the posts in the district offices and relocated posts in sub-district offices; distribution of the available cadre strength among the (31) districts.
Further, with regard to the employees who are not covered by specific Government orders to provisionally serve a district, it was ordered that they shall continue to serve in their respective offices and posts and they shall be deemed to be provisionally allotted to that district on and with effect from the date of formation of the district.
3. Government hereby order that the employees deemed to be allotted provisionally and the employees provisionally ordered to serve the new districts, shall continue to be in their respective erstwhile district / zonal / multi-zonal cadres localized under the Presidential Order, for the purposes of their lien, seniority, promotions and other service matters, as the above arrangement is purely temporary, made due to administrative exigencies, in public interest.
