Ishan Uday is a special scholarship scheme launched by the University Grants Commission (UGC) for the students of North Eastern Region (NER) to promote higher education and for encouraging children belonging to economically weaker section of the NE region.
Under Ishan Uday scholarship scheme, a total of 10,000 fresh scholarships are disbursed every year among NER students who are pursuing general degree courses, technical and professional courses, including medical and paramedical courses. A monthly amount of up to Rs.7,800 is given to the scholarship winners every year until the completion of their degree course. UGC will award 10,000 (ten thousand) fresh scholarships per year. Allocation of slots for each State shall be done based upon the population (latest census report) of the respective State.
If the slots remain vacant in any particular State, the unfilled slots shall be distributed equitably among other States. There shall be three Percent horizontal reservation for differently- abled persons.

Special Scholarship Scheme Ishan Uday for NER 2022-23. The Ministry of Education and the University Grants Commission has taken special interest with regard to promotion of higher education in the NER. For improving the GER, promoting higher education and for encouraging children belonging to economically weaker section of the NE region, the UGC has decided to launch ‘Ishan Uday’ Special Scholarship Scheme for North Eastern Region from academic session 2014-15.

Objective of Ishan Uday Scholarship 2023
The objectives of the Ishan Uday Scholarship Scheme 2023 for North Eastern Region are:
- To provide equal opportunities for higher studies in NE Region.
- To increase the Gross Enrollment Ratio (GER) in NE Region.
- To focus more on professional education in NE Region.
- Optimum utilization of NER Budgetary Allocation.
It is envisaged to provide ten thousand (10,000) fresh scholarships every year beginning from the academic year 2014-15 for general degree courses, technical and professional courses, including medical and para-medical courses.
Eligibility Criteria for Ishan Uday Scholarship 2023
Students with domicile of NER who have passed Class XII or equivalent exam from a school situated within NER through any recognized Board of Education, including Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), National institute of open Schooling (NIOS) within NER only, and have secured admission in general degree course, technical and professional courses including medical and paramedical courses (Integrated courses included) in Universities/Colleges/Institutions recognized as under
- Universities/Institutions/Colleges included under Section 2(f) and 12 (B) of UGC Act.
- Deemed to be Universities included under Section 3 of the UGC Act, 1956 and eligible to receive grants-in-aid from UGC.
- Universities/Institutions/Colleges funded by Central / State Government.
- Institutes of National Importance.
- Institutions recognized by other Statutory councils within as well as outside
Only first year Under-graduate students are eligible to apply for the scholarship. For integrated degree courses the scholarship will be tenable for the complete duration of the course. For dual degree courses the scholarship shall be tenable for the first degree only. The university shall clarify it while recommending a candidate for scholarship.
For availing scholarship under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum. Transgender candidates are eligible to apply under the scheme. The reservation shall be followed as per Government of India norms.
Exclusions
The following shall not be eligible under this scheme
- Students pursuing courses/programs through Open Universities.
- Students already availing scholarship for pursuing the Undergraduate programme under any other scheme(s).
- Students gaining admission through ‘management quota’.
- Students pursuing courses, such as Diploma Courses, not leading to award of a Degree.
- Students whose parents’ income exceeds Rs.4.5 lakh per annum.
Amount of fellowship
An amount of Rs.5400/- p.m. for General Degree courses and Rs. 7800/- p.m. for Technical & Professional courses (including Medical & Para medical courses) will be given through Direct Benefit Transfer (DBT) to the beneficiary student.
Steps to complete the National Scholarship Registration 2023
North Eastern Region students are aware of the scholarships that are available on the National Scholarship Portal (NSP portal) and students fulfil the eligibility conditions specified, students can apply for them online. The given steps to be followed for making a successful application on the portal.

Students need to visit the official website of the NSP portal, https://scholarships.gov.in in your device browser.
- Click on New User? Register Link
Once you reach the official website, you click on the New User Registration link on the home page. Applicant should read and understood the guidelines for registration. After tick on the radio buttons, you can click on the Click on the Continue button.
- Fill the Fresh Registration Form
After clicking on that link, a Fresh Registration form would be opened. Now, Select the Post Matric / MC/ Top Class for Class 11, 12, UG, PG etc., from the Scholarship Category and Select Scholarship Scheme if you want to apply for Scholarships OR Select Incentive Scheme if you want to apply for any incentive scheme and fill the form with required information and click on the register button.
- Click on Login to Apply Link
After completion of new registration process, student will get a unique application ID and password through SMS on the provided (registered) mobile number. Now, you can click on the Login to Apply link on the home page. Then, Login for Fresh Application web page will appear in your device.
- Enter Login details
In the login web page, student shall login to NSP using application ID and password which were received at the time of registration process and click on the login button. Here, the student must change the password upon first login. This password has to be kept safely and confidentially. The North Eastern Region student can change the mobile number only before the first login, i.e. before changing the received password.
- Click on the Application Form link
After clicking on the login button, an applicant dashboard will open. Now, click on the ‘Application Form’ to proceed with the scholarship application.
- Fill the Application Form
After clicking on the application form link, application form web page will appear. The Application Form is divided into three Parts, i.e., Registration Details, Academic Details, Basic Details. North Eastern Region student should fill in all required details in the application form and Upload all supporting documents with the application form. Finally, click on the ‘Final Submit’ button.
- Print the Application Form
After clicking on the submit button, your application will be submitted successfully. Now, print and save application form further reference.
Selection Procedure
The awardees will be selected on the basis of marks scored by them in the Class XII or equivalent exam. The Commission reserves the right to withdraw/cancel the award without assigning any reason. Result shall be published on UGC website. Award letters can be downloaded from UGC online application portal. The effective date of release of fellowship shall be 1st April of the selection year or the actual date of joining the first year of the undergraduate degree course whichever is later.
Ishan Uday Scholarship Renewal
For the continuation of the Ishan Uday scholarship in the subsequent years, the Ishan Uday scholars need to fulfil the criteria mentioned below.
- The students applying for renewal must get promoted to the next class/level/semester.
- The awardees must display good conduct and maintain the prescribed attendance in order to get their scholarships renewed for the next year.
- Also, the candidates must note that the change of course of study is not permitted and in case the student changes his/her course, the scholarship stands forfeited.
Necessary Documents:
The students would submit all the following requisite documents duly forwarded by the Competent Authority (Registrar/Principal/Director) to the designated Bank branch/Disbursing agency authorized by the UGC.

Application Process for Ishan Uday
The applications are invited through online mode once in a year from the candidates fulfilling the eligibility conditions under the scheme. Incomplete applications will not be placed before the Expert Committee. Candidates have to apply strictly as per instruction given in online application portal.
The candidates who wish to avail the benefits of Ishan Uday scholarship can only apply online for the scholarship through the National Scholarship Portal (NSP). The candidates are advised to keep with them all the necessary documents while applying for their desired scholarship scheme.
First, the fresh applicants need to register on NSP Portal as a new user by providing correct information. The applicants are required to provide information regarding their educational qualifications, Aadhaar Number, School/College Enrolment Number, Bank details, and State of Domicile while filling the registration form.
The applicants’ application ID is generated on the basis of their domicile state. This application ID is also used as the ‘Login ID’ on NSP Portal and future references. Details like applicant’s name, date of birth, email ID, identification details and mobile number must be filled carefully.
