Ishan Uday is a special scholarship scheme launched by the University Grants Commission (UGC) for the students of North Eastern Region (NER) to promote higher education and for encouraging children belonging to economically weaker section of the NE region.
Under Ishan Uday scholarship scheme, a total of 10,000 fresh scholarships are disbursed every year among NER students who are pursuing general degree courses, technical and professional courses, including medical and paramedical courses.
A monthly amount of up to Rs.7,800 is given to the scholarship winners every year until the completion of their degree course.
UGC will award 10,000 (ten thousand) fresh scholarships per year. Allocation of slots for each State shall be done based upon the population (latest census report) of the respective State.
If the slots remain vacant in any particular State, the unfilled slots shall be distributed equitably among other States. There shall be three Percent horizontal reservation for differently- abled persons.

Special Scholarship Scheme Ishan Uday for NER 2020-21. The Ministry of Education and the University Grants Commission has taken special interest with regard to promotion of higher education in the NER.
For improving the GER, promoting higher education and for encouraging children belonging to economically weaker section of the NE region, the UGC has decided to launch ‘Ishan Uday’ Special Scholarship Scheme for North Eastern Region from academic session 2014-15.
Before launching the scheme the UGC undertook wide ranging consultations with State Governments and Central & State Universities of the NE region, the Ministry of Education (MoE), the Ministry of Development of North Eastern Region (DoNER) , the North Eastern Council (NEC), Shillong and other stakeholders

Objective of Ishan Uday Scholarship 2020
The objectives of the Ishan Uday Scholarship Scheme 2020 for North Eastern Region are:
1) To provide equal opportunities for higher studies in NE Region.
2) To increase the Gross Enrollment Ratio (GER) in NE Region.
3) To focus more on professional education in NE Region.
4) Optimum utilization of NER Budgetary Allocation.
It is envisaged to provide ten thousand (10,000) fresh scholarships every year beginning from the academic year 2014-15 for general degree courses, technical and professional courses, including medical and para-medical courses.
Eligibility Criteria for Ishan Uday Scholarship 2020
Students with domicile of NER who have passed Class XII or equivalent exam from a school situated within NER through any recognized Board of Education, including Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), National institute of open Schooling (NIOS) within NER only, and have secured admission in general degree course, technical and professional courses including medical and paramedical courses (Integrated courses included) in Universities/Colleges/Institutions recognized as under
A) Universities/Institutions/Colleges included under Section 2(f) and 12 (B) of UGC Act.
B) Deemed to be Universities included under Section 3 of the UGC Act, 1956 and eligible to receive grants-in-aid from UGC.
C) Universities/Institutions/Colleges funded by Central / State Government.
D) Institutes of National Importance.
E) Institutions recognized by other Statutory councils within as well as outside
Only first year Under-graduate students are eligible to apply for the scholarship.
For integrated degree courses the scholarship will be tenable for the complete duration of the course. For dual degree courses the scholarship shall be tenable for the first degree only. The university shall clarify it while recommending a candidate for scholarship.
For availing scholarship under this scheme, the income of the parents of the student should not exceed Rs.4.5 lakh per annum.
Transgender candidates are eligible to apply under the scheme. The reservation shall be followed as per Government of India norms.
The following shall not be eligible under this scheme
1) Students pursuing courses/programs through Open Universities.
2) Students already availing scholarship for pursuing the Undergraduate programme under any other scheme(s).
3) Students gaining admission through ‘management quota’.
4) Students pursuing courses, such as Diploma Courses, not leading to award of a Degree.
5) Students whose parents’ income exceeds Rs.4.5 lakh per annum.
Amount of fellowship
An amount of Rs.5400/- p.m. for General Degree courses and Rs. 7800/- p.m. for Technical & Professional courses (including Medical & Para medical courses) will be given through Direct Benefit Transfer (DBT) to the beneficiary student.
The awardees will be selected on the basis of marks scored by them in the Class XII or equivalent exam. The Commission reserves the right to withdraw/cancel the award without assigning any reason. Result shall be published on UGC website.
Award letters can be downloaded from UGC online application portal. The effective date of release of fellowship shall be 1st April of the selection year or the actual date of joining the first year of the undergraduate degree course whichever is later.
Ishan Uday Scholarship Renewal
For the continuation of the Ishan Uday scholarship in the subsequent years, the Ishan Uday scholars need to fulfil the criteria mentioned below.
- The students applying for renewal must get promoted to the next class/level/semester.
- The awardees must display good conduct and maintain the prescribed attendance in order to get their scholarships renewed for the next year.
- Also, the candidates must note that the change of course of study is not permitted and in case the student changes his/her course, the scholarship stands forfeited.
The students would submit all the following requisite documents duly forwarded by the Competent Authority (Registrar/Principal/Director) to the designated Bank branch/Disbursing agency authorized by the UGC.

Application Process for Ishan Uday
The applications are invited through online mode once in a year from the candidates fulfilling the eligibility conditions under the scheme. Incomplete applications will not be placed before the Expert Committee. Candidates have to apply strictly as per instruction given in online application portal.
The candidates who wish to avail the benefits of Ishan Uday scholarship can only apply online for the scholarship through the National Scholarship Portal (NSP).
The candidates are advised to keep with them all the necessary documents while applying for their desired scholarship scheme.
First, the fresh applicants need to register on NSP Portal as a new user by providing correct information.
The applicants are required to provide information regarding their educational qualifications, Aadhaar Number, School/College Enrolment Number, Bank details, and State of Domicile while filling the registration form.
The applicants’ application ID is generated on the basis of their domicile state. This application ID is also used as the ‘Login ID’ on NSP Portal and future references.
Details like applicant’s name, date of birth, email ID, identification details and mobile number must be filled carefully.
After filling the registration form, an OTP is generated using which the applicant must login and fill the scholarship application form. Applicants must upload all the necessary documents and submit the application form.
