The role of higher education in the development of the country is very crucial. Development in all sectors will be possible only when this sector is strengthened. However, compared to other developed and developing countries, we have a very small number of people with higher education. Competent youth to fill this gap should be stepped from degree to PG. They should be encouraged to do so.
As part of this, UGC has launched the Post Graduate Merit Scholarship Scheme. This scholarship is applicable to University Toppers (first two place winners) in various courses at degree level. Its duration is two years. The scholarship is awarded to those who excel at university level and enroll in PG courses. The main purpose of the scholarship is to promote the talents of the students and to see that they join the PG.
There are a total of 3000 scholarships. The duration is two years. Rs.3100 per month will be paid. The second year scholarship is applicable only to students who show good talent in the first year. The University Grants Commission (UGC) offers scholarships to promote talent in undergraduate courses towards higher studies. These are offered to those who have been toppers at the relevant university level in any degree course.
However, they should be enrolled in PG now. Those who are selected for these will get Rs.3100 per month for two years. These are for those who have secured the first two ranks in BA, BCom and BSc courses.

The scholarship may be tenable for a period of two years to enable the rank holders of each university at the undergraduate level to pursue their Master’s Degree. All universities/degree awarding institutions would be required to issue rank certificates to the toppers of the university in B.A., B.Sc., and B.Com.
The purpose of this scheme is to attract talent for pursuing post-graduate studies besides strengthening the basic subjects at the Undergraduate level. The awardees, under this scheme, can pursue their Postgraduate program in any area of specialization in any institution of higher learning in the country.

The scholarship aims to encourage talented girls and boys towards post-graduation education and assist them in their expenses.

The students will have to submit the proof of their merit position at undergraduate level as well as their admission in postgraduate courses as per Annexure-I.
The scholarship would, however, be subjected to securing a minimum of sixty percent marks at undergraduate level. The joining report has to be uploaded as per format at Anenxure-II. The scheme is applicable to such students who have taken admission in regular, full-time Master’s Degree course in any recognized university, deemed university, private university, autonomous college or a post graduate college
Guidelines for UGC Post Graduate Merit Scholarship Scheme for University UG rank holders:
- The objective of the Scheme: a) to promote and nurture talent;
- to reward meritorious students with outstanding performance at the Undergraduate level for pursuing postgraduate studies;
- to Promote study in basic courses at the undergraduate level. Professional courses are not covered under the scheme;
- to build up academic excellence at the postgraduate level across the colleges and universities in the country.
Eligibility Group:
- The First & Second Rank holders at undergraduate level and admitted in any Postgraduate Course would be awarded the scholarship.
- The students will have to submit the proof of their merit position at undergraduate level as well as their admission in postgraduate courses.
- The scholarship would, however, be subjected to securing a minimum of sixty per cent marks at undergraduate level.
- The scheme is applicable to such students who have taken admission in regular, full-time Master’s Degree course in any recognized university, deemed university, private university, autonomous college or a post graduate college.
- The scholarship is available to the student for first PG Degree only. Age limit for the students is 30 years at the time of admission in PG course.
- Distance mode of education will not be considered under the scheme.

Number of Scholarship and Tenure of Scholarship:
The total number of scholarships in the first academic year would be 3000.The duration of the scholarship will be two years only. The tenure of the scholarship will not be extendable beyond two years, under any circumstances. The rank holders would be considered from affiliated universities wherein at least 100 students and in Deemed/Private Universities, Autonomous/Non-affiliated Colleges, at least 25 students have appeared in the examination at undergraduate level in the aforesaid programmes.
Monitoring/ Operation of the Scheme:
The Scholarship will be awarded by the UGC and will be informed to the concerned Universities and awardees pursuing Master’s programmes. The selection will be purely merit based. The scholarship will be disbursed through College/ University where the awardees have taken admission in PG Course.
Financial Assistance under the Scheme:
- The financial assistance for the scheme will be provided by the UGC to all the eligible universities/ institutions which are under Section 2(f) and 12(B) of UGC Act.
- The Universities in turn will be responsible to submit all documents such as Statement of Expenditure and Utilization Certificate etc. to the UGC to settle the accounts.
- Each awardee, under the scheme, will be provided a scholarship of Rs.2,000/- p.m. for a period of two years (i.e. 10 months in a year).
- The second year grant will be released after receiving Utilization Certificate and statement of expenditure along with the progress report of the first year.
- No other additional grants will be payable in lieu of hostel charges and medical charges etc.
Scholarship @ Rs.31,000/-per month
- Other Conditions: The student who is awarded Post-graduate Scholarship will not be debarred from accepting any other scholarship.
- Students desirous of leaving the studies mid-way without completing the PG degree will have to take prior approval from the UGC by submitting an application along with justification through the concerned university.
- Any student who discontinues studies without prior approval of the UGC will have to refund the whole amount and the concerned institution will be responsible for this.
- The university/college/ institution has to submit a certificate of completion of the PG course in respect of each student availing this scholarship.
- No extension is permissible beyond two years.
- Cancellation of Scholarship: The UGC may terminate the scholarship of any student in case of:
- Misconduct of the awardee, if any, reported by the University/ Institution.
- Unsatisfactory progress report (i.e. if the candidate scores less than 60% marks in the first year of Master’s program)
- Candidates being found ineligible at a later date shall face the penal action and will also be liable to refund the entire Scholarship amount paid.
Documents to be submitted:
- The candidate is required to submit an application only through ONLINE MODE.
- Attested copy of university undergraduate-degree.
- Matriculation certificate.
- A verification certificate by the institute where, students has taken admission to 1st Year P.G. Course.
- Prescribed format of provisional Rank certificate from the university / autonomous college.
- Certificate to be submitted by the concerned university/ institution to the UGC Every year University/Institution will submit a compiled statement for the following: (i) Statement giving the names of the students selected for the scholarship along with their receipt of scholarship amount.
- Progress Report to be submitted after the first year of the award giving percentage of marks obtained by the candidates.
- Utilization certificate.
How to apply for UGC PG Merit Scholarship 2023?
1st And 2nd University Rank Holder students are aware of the scholarships that are available on the National Scholarship Portal (NSP portal) and students fulfil the eligibility conditions specified, students can apply for them online. The given steps to be followed for making a successful application on the portal.
- Visit the scholarships.gov.in Website
Students need to visit the official website of the NSP portal, https://scholarships.gov.in in your device browser.
- Click on New User? Register Link
Once you reach the official website, you click on the New User Registration link on the home page. 1st And 2nd University Rank Holder students should read and understood the guidelines for registration. After tick on the radio buttons, you can click on the Click on the Continue button.
- Fill the Fresh Registration Form
After clicking on that link, a Fresh Registration form would be opened. Now, Select the Post Matric / MC/ Top Class for Class 11, 12, UG, PG etc., from the Scholarship Category and Select Scholarship Scheme if you want to apply for Scholarships OR Select Incentive Scheme if you want to apply for any incentive scheme and fill the form with required information and click on the register button.
- Click on Login to Apply Link
After completion of new registration process, student will get a unique application ID and password through SMS on the provided (registered) mobile number. Now, 1st And 2nd University Rank Holders can click on the Login to Apply link on the home page. Then, Login for Fresh Application web page will appear in your device.
- Enter Login details
In the login web page, student shall login to NSP using application ID and password which were received at the time of registration process and click on the login button. Here, the 1st And 2nd University Rank Holders must change the password upon first login. This password has to be kept safely and confidentially. The 1st And 2nd University Rank Holders can change the mobile number only before the first login, i.e. before changing the received password.
- Click on the Application Form link
After clicking on the login button, an applicant dashboard will open. Now, click on the ‘Application Form’ to proceed with the scholarship application.
- Fill the Application Form
After clicking on the application form link, application form web page will appear. The Application Form is divided into three Parts, i.e., Registration Details, Academic Details, Basic Details. 1st And 2nd University Rank Holders should fill in all required details in the application form and Upload all supporting documents with the application form. Finally, click on the ‘Final Submit’ button.
- Print the Application Form
After clicking on the submit button, your application will be submitted successfully. Now, print and save application form further reference.
Online applying Procedure: Applications will be invited once in a year on the National Scholarship Portal of the Government of India. Short notification will also be uploaded on the UGC website. Incomplete applications will be summarily rejected. Only verified online applications will be considered for award of scholarship.
The concerned University/ Institute should verify that the applicant is a first or second rank holder out of the specified total number of students who appeared in the examination at the undergraduate level as specified in the guidelines.
